ခႏၶာကိုယ္အစိတ္အပုိင္းမ်ားသို႔ အာဟာရေပးေဝျခင္း၊ မလိုအပ္သည့္အရာမ်ားကို
ဖယ္ရွားေပးျခင္း စသည့္အလုပ္ကို လည္ပတ္ေနသည့္ေသြးက
လုပ္ေဆာင္ေပးေနေသာေၾကာင့္ျဖစ္သည္။ ပ်င္းေၾကာဆန္႔ျခင္းသည္ ခႏၶာကိုယ္ရွိၾကြက္သားမ်ားကို က်ံဳ႕ဆန္႔ေပးသည္။

ပင္ပန္းေညာင္းညာမႈကို ေပ်ာက္ေစၿပီး ခႏၶာကိုယ္ကို လန္းဆန္းတက္ၾကြေစသည္။
ထို႔အျပင္ ပ်င္းေၾကာဆန္႔ခ်ိန္ လူအမ်ားက လက္ႏွစ္ဖက္ကို ေနာက္သို႔
ဆန္႔တန္းတတ္သည့္အတြက္ ရင္ဘတ္လႈပ္ရွားမႈကိုလည္းျဖစ္ေစပါသည္။

ဂ်ပန္ႏိုင္ငံ Kyoto University ေဆးပညာဘာသာရပ္ ပေရာ္ဖက္ဆာ Teng Tian Ichiro၏ ေျပာၾကားခ်က္အရ သစ္သီးအလြန္ကြၽံစားသံုးပါက ခႏၶာကိုယ္တြင္း ဗီတာမင္C
မ်ားျပားေစၿပီး oxalic acidကို အလြယ္တကူျဖစ္ေပၚေစသည္။ oxalic acid ႏွင့္
လူခႏၶာကိုယ္ရွိေခြၽးမ်ား ေပါင္းစပ္ၿပီး အေရျပားၾကမ္းျခင္း၊
ထိခိုက္ျခင္းမ်ား ျဖစ္ေစတတ္သည္။ ျပင္းထန္ပါက ေဆးႏွင့္မတည့္ေသာ
အေရျပားေရာဂါမ်ား ျဖစ္ေစတတ္သည္။


အေမရိကန္ပညာရွင္မ်ား၏ ဆန္းစစ္ခ်က္မွာလည္း ထိုနည္းအတူျဖစ္သည္။ မတူေသာရာသီ၊ မတူေသာေရာဂါမ်ားတြင္ သစ္သီးမ်ားကိုေရြးခ်ယ္ စားသံုးသင့္သည္ဟု
ပညာရွင္မ်ားက ခန္႔မွန္းၾကသည္။


ဥပမာ- ေဆာင္းဦးႏွင့္ေဆာင္းရာသီမ်ားတြင္ စိုထိုင္းမႈနည္းေသာေၾကာင္း သစ္ေတာ္သီးႏွင့္ အစာေၾကလြယ္ေသာ ငွက္ေပ်ာသီး၊
ပန္းသီးမ်ားကို စားသံုးသင့္သည္။ ႏွစ္ရွည္ေခ်ာင္းဆိုးသူမ်ား သစ္ေတာ္သီးကို
စားေပးႏိုင္သလို ႏွလံုးအားနည္းသူ၊ ေသြးတိုးရွိသူ၊ အစာမေၾကလြယ္သူမ်ား
Crataegusကို အၿမဲစားသင့္သည္။


ၾကက္ဥမ်ား အလြန္အကြၽံ မစားသင့္ေပ

အာဟာရဓာတ္မ်ား အမ်ားအျပားပါဝင္ေသာ ၾကက္ဥသည္ လူတိုင္းအတြက္ အားတိုးေဆးျဖစ္သည္။
ၾကက္ဥစားနည္း မ်ားစြာရွိေသာ္လည္း ေအာက္ပါစားနည္းႏွစ္မ်ဳိးမွာ
အေကာင္းဆံုးစားနည္းျဖစ္သည္။


(၁) ၾကက္ဥအႏွစ္ကို ဟင္းရည္ခ်က္ျခင္း (သို႔) ေရေႏြးဆူထဲ ေဖာက္ထည့္ၿပီး စားသံုးျခင္း
(၂) ၾကက္ဥဟတ္ဘိြဳင္ေၾကာ္ရာတြင္ သၾကားအနည္းငယ္ထည့္ျခင္းျဖင့္ ပိုအက်ဳိးရွိေသာ အာဟာရကိုရေစသည္။

လူတခ်ဳိ႕က အာဟာရဓာတ္မ်ားေသာ ၾကက္ဥကို မ်ားမ်ားစားသံုးေပးျခင္းျဖင့္
အာဟာရမ်ားစြာရႏိုင္သည္ဟု ထင္မွတ္မွားတတ္ၾကသည္။ လူတစ္ဦးမွာ
ေန႔စဥ္ၾကက္ဥတစ္လံုးမွႏွစ္လံုးထိ စားသံုးျခင္းျဖင့္ ခႏၶာကိုယ္အတြက္လိုအပ္ေသာ
ပရိုတင္းဓာတ္ကို အလံုအေလာက္ရႏိုင္သည္။

ပရိုတင္းဓာတ္ပါေသာ မနက္စာသည္ ဂလုကုိ႔ကို ခႏၶာထဲတြင္
ၾကာရွည္ထိန္းထားေပးႏိုင္သည္။ မနက္စာတြင္ hot drinkျဖစ္ေသာ ေကာ္ဖီ၊
လက္ဖက္ရည္အျပင္ ေကာက္ပဲသီးႏွံစာမ်ား (ဂ်ံဳျဖင့္စီမံထားေသာ အစားအစာ)၊

WASHINGTON — Two top former human rights officials of the United Nations on Tuesday urged the European Union to support the establishment of a UN Commission of Inquiry to investigate war crimes and crimes against humanity in Burma, as recommended by the UN Special Rapporteur on the Situation of Human Rights in Burma.

The request was made by Paulo Sergio Pinheiro of Brazil and Yozo Yokota of Japan, who served as the special rapporteurs on the Situation of Human Rights in Burma in (2000-2008) and (1992-1996), respectively, in a letter to Catherine Ashton, the high representative of the EU.

"As former UN special rapporteurs on human rights in Myanmar [Burma], it is our firm conclusion that the pattern of human rights violations perpetrated by the military regime in Burma/Myanmar is severe, widespread and systematic, and directed at civilians, and may therefore violate international human rights and humanitarian laws," Pinheiro and Yokota said.

"As the current special rapporteur has concluded, the abuses are a matter of state policy and there is more than sufficient evidence to justify the creation of such a Commission of Inquiry," the letter said.

Pinheiro and Yokota also urged that the EU should propose the commission in a forthcoming UN General Assembly resolution. "It is essential to send a strong message to the regime ahead of the elections that the international community will not continue to tolerate its violations of international humanitarian law and that impunity must end," they wrote.

The letter noted that evidence of the widespread and systematic use of forced labor, rape as a weapon of war, the forcible conscription of child soldiers, religious persecution, torture and killings is well documented and has been presented by many respected human rights organizations including Amnesty International, Human Rights Watch, International Federation of Human Rights (FIDH) and Christian Solidarity Worldwide (CSW), among others.

Copies of the letter were sent to the government of Belgium, the current president of the Council of the European Union, foreign ministers of EU member states and permanent representatives of EU member states to the United Nations in New York and Geneva.

"Since 1996, over 3,500 villages in eastern Burma alone have been destroyed, and at least half a million people internally displaced. Hundreds of thousands have been forced to flee to the borders of neighboring countries, and beyond. These violations of international humanitarian law have been documented by the UN in numerous resolutions by the General Assembly and Human Rights Council, and in our own and other reports of Special Rapporteurs," the letter said.

The two former UN officials said the new Constitution, which will come into force after the regime's elections in November, contains a clause providing blanket immunity for all crimes, past, present and future, committed by the military, and guarantees the military a quarter of the parliamentary seats.

"The election laws issued earlier this year, the recent de-registration of Aung San Suu Kyi's party, the National League for Democracy, and the regime's decision to exclude many ethnic populations and parties from participating, mean that the forthcoming elections offer little hope of meaningful change in Burma. The elections, in our opinion, will perpetuate military rule and result in continuing human rights violations," they said.

So far, 13 nations have expressed their support for the establishment of the UN Commission of Inquiry in Burma, including the United States, United Kingdom, France, Czech Republic, Slovakia, the Netherlands, Hungary, Ireland, Lithuania, Australia, New Zealand, Canada and Estonia, which became the 13th supporter on Saturday.

Aung Din of the US Campaign for Burma said the European Union is the major author of the Burma draft resolution at the UN General Assembly and it has been working on a draft in Brussels since September.

Pro-democracy activists including the US Campaign for Burma are pushing the EU to include the language, "calling for the secretary-general to establish a Commission of Inquiry to investigate human rights violations in Burma" in the draft resolution, which will be submitted to the UN General Assembly soon.

So far, the EU hasn't agreed to the proposal.

Chiang Mai (Mizzima) – The cause of democracy for Burma is not short of proponents, but few can be said to carry a better pedigree than South Africa’s archbishop emeritus, Desmond Tutu.

Recipient of the 1984 Nobel Peace Prize for his work in the campaign to end apartheid in South Africa, Tutu made it known this year that with his 79th birthday tomorrow, he would greatly scale back his public activities.

Former South African president Nelson Mandela – the joint recipient of the 1993 Nobel Peace Prize with the last president of apartheid-era South Africa, Frederik Willem de Klerk – has called Tutu “sometimes strident, often tender, never afraid and seldom without humour”.

“Desmond Tutu’s voice will always be the voice of the voiceless,” Mandela said.

A long-time vocal supporter of Burma’s democracy movement, especially Aung San Suu Kyi, Tutu expounded at length on his views regarding Burma and its detained opposition leader in an editorial written for the London Guardian newspaper in July last year.

In the essay Tutu writes, “I think of my sister Nobel laureate Aung San Suu Kyi every day. Her picture hangs on the wall of my office, reminding me that, thousands of miles away in Asia, a nation is oppressed.”

Both Tutu and Suu Kyi are members of The Elders, a group of a dozen eminent global leaders including former UN secretary general Kofi Annan and former US president Jimmy Carter.

In late August, the archbishop emeritus joined Amnesty International’s open-palm campaign for the release of Suu Kyi, writing her name on his palm and extending it forward for all to see.

Referring to Suu Kyi as the embodiment of a country’s hope, courage and quest for freedom, Tutu has, meanwhile, singled out Burmese strongman Than Shwe for his inability to comprehend the innate human drive for freedom that cannot be suppressed forever.

“Our world is sometimes lacking wise and good leadership or, as in the case of Burma, the leadership is forbidden to lead,” Tutu furthered in the Guardian piece.

The South African, along with supporting an international arms embargo against Than Shwe’s Burma, was an early advocate for a UN commission of inquiry into crimes against humanity committed by Than Shwe and his military regime, voicing his confidence that an inquiry would surely find the former senior general guilty on numerous accounts of gross violations.

Having lived through apartheid and fought for its end, Tutu believes there are lessons inherent in the South African experience from which Burma could benefit. Long supporting a total economic boycott of apartheid-era South Africa, the Nobel laureate further assesses targeted sanctions as critical in the eventual collapse of the apartheid government. Similarities in the tactics of Burmese opposition icon Suu Kyi and Western governments in their approaches towards confronting Burma’s generals are clearly discernable.

Though a vocal advocate for the presidency of Barack Obama, Tutu nonetheless credits the Bush administration for its approach vis-à-vis Burma, having spoken out sceptically of the Obama administration’s possible alternative approach to Burma, which attempts to counter negative policy with limited engagement.

Tutu, for his part, maintains Washington must differentiate between engagement and wishful thinking when it comes to dealing with Burma’s generals.

“Nothing in our experience suggests that offers of aid will cause Burma’s generals to change course; unlike some authoritarian regimes, this one seems to care not a bit for the economic well-being of its country,” penned Tutu on The Elders website last spring as the White House pondered a changed approach towards Burma.

Archbishop Tutu, together with a plethora of other accolades, was the 2008 honoree of the 18th W. Averell Harriman Democracy Award, presented by Washington’s National Democratic Institute “for his work on behalf of democracy and human rights, which includes a focus on Burma”. Aung San Suu Kyi was previously honoured with the same recognition.

While Tutu will still pursue public activities once a week, and his commitment in supporting Suu Kyi and Burma’s pro-democracy opposition can be expected to remain undiminished, he says he is looking forward to watching cricket and drinking tea with his increased leisure time.

Human rights groups have expressed concern over Thailand's plan to repatriate Burmese asylum seekers to Burma after the country's November 7 elections.

Thailand's foreign minister, Kasit Piromya, who made the announcement in New York, says repatriating Burmese asylum seekers is a priority for his government.

"I am going back to Bangkok, and one of the first things I will be doing is to launch a more comprehensive program for the Myanmar (Burmese) people in the camps."

"The displaced persons, the intellectuals that run around the streets of Bangkok and Chiang Mai province, to prepare them to return to Myanmar (Burma) after the elections," he said.

More than 140,000 Burmese asylum seekers live in nine camps spread along the Thai-Burma border.

Most of them have fled conflict, and persecution along ethnic or political lines.

David Mathieson, senior researcher on Burma for Human Rights Watch, says the idea of making those Burmese return is "absurd".

"It's simply not safe for them to go back. Just because Burma's holding elections in November doesn't mean the conditions have changed at all."

Rights groups, as well as the United Nations, have expressed concern about the credibility of the election system, which reserves a quarter of all seats for the army and will take place without the main opposition party.

The National League for Democracy chose to not take part because its leader Aung San Suu Kyi wasn't allowed to be involved and remains under house arrest.

Thailand's foreign minister, Mr Kasit says it is unlikely Burma�s elections will be completely free or fair, but he says it is the first step on the road back to an open and democratic Burma.

"We are going to prepare the Myanmar (Burma) people in Thailand for an eventual return to a new Myanmar (Burma), maybe half-democratic, but I think it is a beginning."

But David Mathieson says the vote next month is merely a mirage of democracy.

"This is one of the negative sides of the Burmese elections, this kind of phoney optimism that people have that the Burmese elections are a serious process - and they're just not."

Despite the comments from Thailand's Foreign Minister, groups involved with refugee resettlement say they have seen no changes to policy about Burmese asylum seekers.

Kitty McKinsey is the spokeswoman for the UN High Commissioner for Refugees in Asia.

"The UN refugee agency has no reason to believe that the Thai government intends to force refugees to return to Myanmar," she said.

David Mathieson from Human Rights Watch says that while forced repatriation would be frowned upon by the Western world, Thailand has done it recently.

"It's very unlikely they would force refugees back after the elections. However, Thailand did do that over Christmas with the Hmong refugees in the north. They forced them back and there was very little Western countries could do to stop that."

In addition to the asylum seekers in camps on the border, Thailand is also home to an estimated two million Burmese economic migrants, most of them working without proper visas.

Chris Lom, information officer at the International Organisation for Migration, says many of those migrants need the Burmese economy to strengthen and provide them with the chance of work.

"For the vast majority of those two million irregular migrants here, and also registered migrants working here in Thailand, they are here for economic reasons," he said.

"But there are very large numbers of people from Myanmar (Burma) who would go back if the economic situation allowed them to and they could find jobs there."

Thailand's Foreign Minister, Kasit Piromya, says the elections in Burma next month will be a test, not just of Burma but also of the regional bloc, ASEAN.

"The credibility of the election is not only on the credibility and respectability for Myanmar (Burma) but for ASEAN as a whole. It's our credibility and respectability and also on the notion of ASEAN centrality to the whole Asia Pacific."

Mera, Thailand – Five Myanmarese families who will be taken in by the Japanese government under the “third country” refugee resettlement program next week left Mera refugee camp in northwestern Thailand on Wednesday.After undergoing medical checkups at an International Organization for Migration facility in Mae Sot, Thailand, the 27 ethnic Karen people will leave Thailand for Japan on Sept. 27.

The families are the first group of 90 Myanmar refugees whom Japan will accept over the next three years under the third-country refugee resettlement pilot program.

The Karen families bid farewell to their relatives and friends in Camp Mera, where they have lived for over 10 years, as they boarded the bus to Mae Sot earlier Wednesday.

A 36-year-old man who will be heading to Japan with six family members said he could not sleep the previous night because of nervousness, adding that he would miss the people at the camp but is happy that he is going to Japan.

The five families completed a 20-day training course on Japanese language and customs in August. After arriving in Japan, they will stay initially in Tokyo for six months to learn Japanese and receive job training.

It is up to them to decide where they will eventually resettle and what jobs they will do.

Camp Mera, the biggest refugee camp in Thailand, is home to about 50,000 Myanmar refugees who have fled their country, mainly due to armed conflicts between the Myanmar military and Karen National Union rebels.

Japan: Press Burma for Justice

Dear Foreign Minister,
We write to you regarding the serious human rights situation in Burma. We urge Japan to publicly
support the establishment of an International Commission of Inquiry for Burma and to support an
annual Burma resolution of the upcoming autumn session of the UN General Assembly which includes a
support for a United Nations Commission of Inquiry. This commission should investigate reports of
violations of international human rights and humanitarian law in Burma by all parties since 2002, and
identify the perpetrators of such violations with a view to ensuring that those responsible are held
accountable.
For years, countless UN reports, resolutions, and documents have called for an end to serious human
rights abuses and violations of international humanitarian law in Burma. These calls have strengthened
following the March 2010 report of the special rapporteur on the situation of human rights in Myanmar,
Tomás Ojea Quintana, to the UN Human Rights Council, which recommended the UN to consider the
possibility of establishing a Commission of Inquiry. Former UN special rapporteurs, Paulo Pinheiro and
Yozo Yokota, also support the establishment of an international Commission of Inquiry.
We urge the government of Japan to publicly support the establishment of an international Commission
of Inquiry for Burma, and to actively engage on behalf of a UN resolution that will make it happen. We
believes that international calls for a Commission of Inquiry will not have a direct bearing on the
elections scheduled for November 7 in Burma, or possible democratic reforms, including greater
freedoms for opposition parties or the release of political prisoners. That is, calling for a Commission of
Inquiry should not be used or misconstrued as a political tactic or a new agenda for international
pressure, but as a measure necessary on its own terms.
Several EU member states such as the United Kingdom, Hungary, and the Czech Republic, as well as the
governments of the United States, and Australia have already publicly announced their support for an
international commission to investigate crimes in Burma.
The United Nations has established many commissions of inquiry in the past to investigate serious
violations of international law, but never with respect to Burma. The UN has issued highly critical human
rights reports on Burma annually for nearly two decades. These reports have demonstrated that serious
crimes by government security forces are widespread and systematic, and continue with utter impunity.
The Burmese government and non-state armed groups involved in Burma's long-running internal armed
conflicts are bound by international humanitarian law (the laws of war). The Armed Forces of Burma
have been responsible for numerous serious violations of international human rights and humanitarian
law, including sexual violence against women and girls, deliberate and indiscriminate attacks on civilians,
summary executions of civilians and captured combatants, torture, use of child soldiers, attacks on
populations' livelihood and food supplies, forced displacement of populations, and use of anti-personnel
landmines. Non-state armed groups in Burma also have been implicated in serious abuses, including
forced labor, recruitment of child soldiers, and anti-personnel landmine use.
We believe that it is not enough to simply continue to document and publish reports on the human
rights situation in Burma. Instead, Japan should play an active and leading role in helping to bring an end
to these abuses by supporting an international Commission of Inquiry into violations of international
human rights and humanitarian law perpetrated by all parties to Burma's civil conflict: the Burmese
army and the more than 30 non-state ethnic armed groups that have operated throughout Burma for
decades. Such an inquiry will not only support and protect the victims of serious abuses in Burma and
arrest the continuing cycle of impunity, but will also generate support for peace-building and broader
respect for human rights in Burma. The judges panel of the Peoples' Tribunal on Crimes Against the
Women in Burma conducted in June in Tokyo also recommended the establishment of an international
Commission of Inquiry. The victims of serious international crimes in Burma deserve recognition and
justice.
For years UN special mechanisms, international human rights NGOs and others have documented and
publicly reported on serious human rights abuses in Burma; violations that in some cases amount to war
crimes and possible crimes against humanity. It is time for Japan and other like-minded states to ensure
that these crimes will be subject to greater international scrutiny and take steps to halt the cycle of
impunity in Burma. The establishment of an international Commission of Inquiry is an important first
step.
We trust that you will give due consideration to publicly supporting a commission and actively engage to
see that it is established during the upcoming autumn session of the UN General Assembly.

Chiang Mai (Mizzima) – A leader from Burma’s pro-democracy opposition is calling on US President Barack Obama to raise the issue of a United Nations commission of inquiry into crimes against humanity committed by Burma’s military junta with regional representatives thus far unsupportive of the measure.

Win Tin, a central executive committee member of the National League for Democracy (NLD), has urged the US president to take the initiative during an upcoming meeting with Southeast Asian leaders in New York.

In New York to attend the UN General Assembly, Obama and his Southeast Asian counterparts are scheduled to meet for about two hours tomorrow, discussing security matters, environmental issues, trade and investment, according to the White House.

It is unknown whether Burmese Foreign Minister Nyan Win will also attend the gathering.

“The junta ignored the people’s desires and the 1990 election result. This is a violation of human rights. So, they should support the organisation of a UN commission of inquiry to put the Burmese regime on trial at the International Criminal Court for its crimes against humanity,” Win Tin told Mizzima.

The establishment of a commission of inquiry has been gaining momentum, with Dutch Foreign Minister Maxime Verhagen on Tuesday telling Mizzima that the Netherlands will join the ranks of those supporting an investigation into crimes against humanity in Burma.

Australia, Britain, Canada, the Czech Republic, Hungary, New Zealand, Slovakia, the United States, and today, France, and have all voiced their support for the formation of such a commission of inquiry. No Southeast Asian government has yet to support the initiative.

Aung Din, executive director at US Campaign for Burma, added that he expected Obama and the US to dismiss the results of the forthcoming general election on November 7 in Burma, but that Asean countries may respond differently.

Obama last met Asean leaders as a group, including Burmese Prime Minister Thein Sein, last November in Singapore.

One issue sure to receive attention is the continuing dispute regarding territorial rights to all or part of the Spratly and Paracel island chains in the resource-rich South China Sea.

China, Vietnam, Taiwan, Malaysia, Brunei and the Philippines each claim jurisdiction over at least a portion of the regions in question.

On this auspicious of the 62th anniversary of International Human Rights day, we, the Burmese pro-democracy activists in Japan express our strong believe in freedom and human rights as a basic foundation for peace and stability of the whole world.

The current military regime in Burma (Myanmar) has violated the human rights systematically so that the people of Burma have faced political, social, educational, health and economic crisis for more than two decades.

Although the article 19 of Universal Human Rights Declaration clearly stated that everyone has right to freedom of expression and seek, receive and impart information, the people of Burma cannot benefit this right. For example, when 1991 Nobel Peace laureate and democracy leader Aung San Suu Kyi was released from house arrest on November 13, 2010, local weekly journals posted that news extensively. So, the several journals have been suspended by the military authorities a couple of weeks ago.

Restrictions on communication and losing the right to get information hinder the development of individual and society. Burma will become a stable society and developed one when the freedom prevail and human rights were guaranteed.

So, we, Burmese pro-democracy activists in Japan declare that we shall try restoration of freedom and human rights in our country, furthermost.

【スーチー氏「NLDを支持するなら棄権を」】

・民主化運動指導者アウンサンスーチー氏が「総選挙で
国民民主連盟(NLD)に投票したかったという人は棄権
したらどうか」と提案したと、24日に氏と面会した弁護人
が述べた。氏はまた、国民は選挙プロセスをよく観察し、
自由公正でない場合には声を上げるべきだと述べたという
(25日AFPほか)。






【NDF議長は立候補を取りやめ 選管委が妨害】

・選挙管理委員会が国民民主勢力(NDF)の幹部4人に対し、
過去に問われた反逆罪について赦免を求める申請を再度しなけ
れば立候補できないと通告していた件で、同党のキンマウンスウェ
議長は「再申請しても立候補は認められないだろう」として
再申請せず、選挙への出馬をあきらめた(25日ミジマ)。

【背景】NDFは解党したNLDの元党員が結成し7月に政党
登録を認められた。90年の総選挙でNLDが大勝利した際、
現NDFの4人もNLDから当選したが、選挙結果を受けて
軍政に代わる政府を樹立しようとしたことが反逆罪だとされ、
禁固刑に服した。


【岡田外相「色々努力してきたが全く顧みられない」】

・岡田外相は20日の記者会見で、現状下で総選挙が
行われた場合その結果を認めるかとの質問に対し「選挙が
開かれ公正だったかと、その結果を認めるかとは別の話」
とした上で「[結果が]無効というのはよほどのことがない
限り他国が言うべき言葉ではない」と述べた。また総選挙の
自由公正な実施に向けての日本の役割について「色々な努力
をしてきたにもかかわらず全く顧みられないことは大変遺憾。
今後は日本の考え方を伝える以上に出来る余地は少ないかも
しれない」と述べた(外務省発表概要)。


【国境警備隊問題  軍政、ワ軍に新たな期限を提示】

・ワ州連合軍(UWSA)高官によれば、軍政は同軍に対し
「9月4日までに国境警備隊への編入に合意しなければ違法団体
とみなす」と通告した。UWSAに応じる意向はない模様
(26日ミジマほか)。


【到着ビザ発給が休止へ】

・5月に始まった空港での到着ビザ発給が9月から休止される。
11月7日の選挙投票日を前に外国人の入国を制限する目的とみられる

သမိုင္းေႀကာင္းအဆက္ဆက္ဆီက ေဒသဆိုင္ရာလႊမ္းမိုးမႈ အေႀကာင္းေတြေဆြးေႏြးႀကတယ္။

ႏိုင္ငံတြင္းမွာ သက္ေရာက္လာႏိုင္မဲ့ အရိပ္ေတြအားလံုးကို ဖမ္းယူႀကည့္ႀကတယ္။ ႏိုင္ငံေရးသိပၸံ သုေတသနစာတမ္းေတြမွာ

အခ်က္အလက္မ်ားကိုေလ့လာၿခင္း ( Functional analysis) နဲ႔ ဆက္စပ္ဖြဲ႔စည္းမႈမ်ားကိုေလ့လာၿခင္း ( Structural analysis) ဆိုတဲ့ ရႈေထာင့္ေတြကို ကိုင္စြဲၿပီး သံုးသပ္တင္ၿပေလ့ရိွတယ္။ ကစားပြဲကို ကစားမဲ့သူေတြဟာ ရႈေထာင့္ႏွစ္ခုလံုးက အခ်က္အလက္ေတြကို

သိသာထင္ရွားေစမဲ့ ၿမင္ကြင္းေတြမွာ ခင္းက်င္းစဥ္းစားႀကည့္တယ္။

(၁) ဘယ္ဇာတ္ေကာင္ေတြ၊ ဘယ္အဖြဲ႔အစည္းေတြက အနာဂတ္မွာ အရိွန္ၿပင္းတဲ့အရာေတြၿဖစ္လာမလဲ၊

(၂) ဒီအဖြဲ႔အစည္းေတြ ကို ယွဥ္ၿပိဳင္ႏိုင္မဲ့ စီးပြားေရး၊ ႏိုင္ငံေရး၊ လူမႈေရးလႈပ္ရွားမႈေတြကို ဘယ္လိုဖန္တီးႀကမလဲ

ဆိုတဲ့ ေမးခြန္းႏွစ္ခုက အဓိက စဥ္းစားရမဲ့အရာေတြၿဖစ္လာခဲ့တယ္။

စတုတၴႏွင္းမ်ား --------



ဒီဇင္ဘာလကိုေရာက္ၿပီ ဆိုရင္ “အူလန္ဘာတာ” လို႔ေခၚတဲ့ မြန္ဂိုလီးယားႏိုင္ငံၿမိဳ႕ေတာ္မွာ ႏွင္းမႈန္ေတြဖြဖြေလးက်ေနတယ္။

တခါတုန္းက ဒီေနရာေလးကို ဗဟိုၿပဳၿပီး ဂ်င္ဂ်စ္ခန္ ရဲ႕ ၿမင္းအရိုင္းခြာသံေတြဆူညံေနခဲ့တယ္။ ၿမင္းကုန္းႏွီးေပၚမွာ အိပ္ယာတခုလို အိပ္စက္၊ ေသြးစက္ေတြ အဆက္မၿပတ္စီးဆင္းေနတဲ့ ဓါးသြားေအာက္မွာ သူတို႔ရဲ႕အိပ္မက္ေတြ၊ အာရွတိုက္ကိုေက်ာ္ၿပီး ကမၻာအႏွံ႔ခ်ဲ႕ထြင္ၿဖန္႔က်က္ခဲ့တယ္။

ဆယ္စုႏွစ္ေတြၿဖတ္သန္းသြားခဲ့တယ္။

အင္ပါယာေတြ ႀကီးထြားလာခဲ့တယ္။ အင္ပါယာေတြက်ဆံုးခဲ့တယ္။

စစ္ပြဲေတြဖန္တီးခဲ့တဲ့ သူေတြအတြက္ ကံႀကမၼာရဲ႕အလွည့္အေၿပာင္းေတြ ေရာက္လာတယ္။

ဒဏ္ရာအနာတရေတြနဲ႔ၿပန္လည္ဆုတ္ခြာခဲ့ႀကတယ္။ စစ္ရႈံးမႈရဲ႕အက်ိဳးဆက္အၿဖစ္ႏိုင္ငံတြင္းမွာ စီးပြားေရး၊ လႈမႈေရး ၿပႆနာေတြ ေနာက္ဆက္တြဲပါလာတယ္။ မြန္ဂိုအင္ပါယာထဲမွာ ဘုရင္ပိုင္ႏိုင္ငံေတြ ကြဲအက္ေပၚထြက္လာခဲ့တယ္။



ဒုတိယႏွင္း



ရာစုႏွစ္ေတြေၿပာင္းသြားတိုင္း နယ္ပယ္ခ်ဲ႕ထြင္မႈ သမိုင္းအသစ္ေတြကလည္း ပံုစံမ်ိဳးစံုနဲ႔ေရာက္လာတယ္။

မန္ခ်ဴးစစ္သည္ေတာ္ေတြ နဲ႔ ခ်င္မင္းဆက္ လက္ေအာက္မွာ မြန္ဂိုလီးယားႏိုင္ငံရဲ႕အတြင္းပိုင္းနဲ႔အၿပင္ပိုင္းေဒသေတြကို အပိုင္းပိုင္းခြဲ

အုပ္ခ်ဳပ္ဖို႔ႀကိဳးစားခဲ့ႀကတယ္။ တခါတုန္းက နယ္ခ်ဲ႕အရိုင္းအစိုင္းမ်ား လို႔ နာမည္ႀကီးခဲ့တဲ့ ဂ်င္ဂ်စ္ခန္ ရဲ႕ မြန္ဂိုစစ္တပ္ဟာ ကြ်န္ဘဝကို က်ေရာက္သြားၿပန္တယ္။ ႏွင္းအရိုင္းရာသီေတြ ဆယ္စုႏွစ္ေတြဆီ တိုက္စားသြားခဲ့ၿပန္တယ္။ႏွစ္ဆယ္ရာစုရဲ႕အေစာပိုင္းကာလထဲမွာ

ၿဖစ္ပြားေတာ့မဲ့ ပထမကမၻာစစ္အတြက္ နယ္ေၿမလႊမ္းမိုးအားၿပိဳင္မႈေတြအတြက္ စတင္ၿပင္ဆင္ႀကေတာ့တယ္။

ခ်င္မင္းဆက္ၿပိဳက်သြားတဲ့ ၁၉၁၁ ခုႏွစ္မွာ မြန္ဂိုလီးယားနဲ႔ တိဘက္ ႏိုင္ငံေတြက လြတ္လပ္ေရးေႀကၿငာခဲ့တယ္။

ဒါေပမဲ့ တရုတ္အစိုးရက လက္မခံခဲ့ဘူး။



တတိယႏွင္း



၁၉၁၇ မွာ ၿဖစ္ပြားခဲ့တဲ့ ရုရွားေဘာ္လ္ရွီဗစ္ေတာ္လွန္ေရးက (၂၀) ရာစုရဲ႕ကမၻာ့ေၿမပံုေတြကို ေၿပာင္းလဲပစ္ခဲ့တယ္။

ၿပည္တြင္းစစ္မွာ စစ္ရႈံးလာတဲ့ ရုရွားၿဖဴေတြ၊မြန္ဂိုလီးယားႏိုင္ငံရဲ႕ေၿမာက္ပိုင္းဆီကို ဆုတ္ခြာတပ္စြဲလာခဲ့တယ္။

တရုတ္ၿပည္ကလည္း မြန္ဂိုလီယားအတြင္းပိုင္းေဒသေတြကို ခ်ဳပ္ကိုင္သိမ္းဆည္းထားဆဲၿဖစ္တယ္။

ရုရွားၿပည္တြင္းစစ္ကို အႏိုင္ရလိုက္တဲ့ လီနင္ရဲ႕တပ္နီေတာ္ေတြ သူတို႔ရဲ႕အင္ပါယာသစ္ကို ၿပန္လည္တည္ေဆာက္ဖို႔ အတြက္၊

မြန္ဂိုလီယားႏိုင္ငံရဲ႕ နယ္စပ္မ်ဥ္းေတြကိုၿဖတ္ေက်ာ္လာခဲ့တယ္။ ရုရွားၿဖဴေတြကိုေမာင္းထုတ္ခဲ့တယ္။

မြန္ဂိုလီးယားႏိုင္ငံအၿပင္ၿခမ္း ကို လြတ္လပ္တဲ့ႏိုင္ငံတႏိုင္ငံအၿဖစ္ဖြဲ႔စည္းေပးလို္က္တယ္။



“ဒမ္ဒင္ ဆူကာဘက္တာ” ဆိုတဲ့ မြန္ဂိုစစ္ေခါင္းေဆာင္ရဲ႕တိုက္ခိုက္မႈစြမ္းရည္ ကို ရုရုားစစ္ေခါင္းေဆာင္ေတြက ေလးေလးစားစား

အသိအမွတ္ၿပဳဆက္ဆံခဲ့ႀကတယ္။ မြန္ဂိုလီးယားႏိုင္ငံရဲ႕ၿပည္သူ႔ရင္ၿပင္မွာ “ဒမ္ဒင္ ဆူကာဘက္တာ” ရဲ႕ ရုပ္ထုႀကီးေတြ ေရာက္လာတယ္။

ေဗာ္ရွီဗစ္စစ္ခ်ီေတးေတြလို အားေကာင္းၿပင္းထန္တဲ့ ေႀကြးေႀကာ္သံေတြ၊ အေရာင္ေတြ၊ စုေပါင္းဘံုယာစခန္းေတြ ေရာက္ရိွလာခဲ့တယ္။ စီးပြားေရး၊ ႏိုင္ငံေရး၊ စစ္ေရး န႔ဲသက္ဆိုင္တဲ့ ေနရာအားလံုးမွာ ရုရွားလူမ်ိဳး အႀကံေပးအရာရိွေတြ၊ စီးပြားေရးသမားေတြ၊ အတတ္ပညာရွင္ေတြ လႊမ္းမိုးလာခဲ့တယ္။ မြန္ဂိုလီးယားႏိုင္ငံရဲ႕လြတ္ေၿမာက္ေရးကို ဆိုဗီယက္ ကြန္ၿမဴနစ္ေတြက ကူညီေဖၚေဆာင္ေပးခဲ့တယ္ လို႔ ယံုႀကည္ေနတဲ့

မြန္ဂိုႏိုင္ငံေရး ေခါင္းေဆာင္ေတြဟာ ဆိုဗီယက္ေတြနဲ႔ အေတြးအေခၚ ပဋိပကၡမၿဖစ္ေအာင္ ၿပဳမူေနထိုင္ခဲ့တယ္။

စတာလင္ လို ၿပင္းထန္ခိုင္မာတဲ့ ႏိုင္ငံေရးေခါင္းေဆာင္ေတြ မြန္ဂိုလီးယားႏိုင္ငံကို ၁၉၈၉ အထိ ခ်ဳပ္ကိုင္ထားခဲ့တယ္။



စတုတၳႏွင္း



“ ေအးစက္ေနတဲ့ ႏွင္းေတြကို မခံစားခ်င္ေတာ့ဘူး။ တိတ္ဆိတ္မႈေတြကို က်မတို႔ေဖာက္ခြဲမွၿဖစ္ေတာ့မယ္။ က်မတို႔မြန္ဂိုလီးယားႏိုင္ငံဟာ ဘာေႀကာင့္ အထီးက်န္ဆန္ၿပီးဆင္းရဲဆုတ္ၿပတ္ေနရတာလဲ။ ႏိုင္ငံတကာက သင္ႀကားလာတဲ့ ပညာေတြကို က်မတို႔ႏိုင္ငံထဲမွာ

ၿပန္လည္အသံုးခ်ဖို႔အတြက္ ဒီႏိုင္ငံမွာ ၿဖစ္ပ်က္ေနတဲ့ အစိုးရရဲ႕ “ဗ်ဴရိုကရက္တစ္ ဖိႏွိပ္မႈေတြ” ကို ရႈတ္ခ်ၿငင္းဆန္မွၿဖစ္ေတာ့မယ္”



“ဒမ္ဒင္ ဆူကာဘက္တာ” ရဲ႕ ရုပ္ထုေရွ႕မွာ ေႀကကြဲမ်က္ရည္က်ေနတဲ့ ေက်ာင္းသူ၊ ေက်ာင္းသားေတြ---

ႏွင္းမႈန္ေဝေနတဲ့ ညေနခင္းေတြထဲ တေရြ႕ေရြ႕လႈပ္ရွားဖို႔ၿပင္ဆင္လိုက္ႀကတယ္။ သူတို႔ဟာ ကြန္ၿမဴနစ္ပါတီေခါင္းေဆာင္ေတြရဲ႕

သားသမီးေတြၿဖစ္ႀကတယ္။ ဆိုဗီယက္ၿပည္ေထာင္စုႀကီးဆီက ပညာသင္ႀကားလာႀကသူေတြၿဖစ္ႀကတယ္။

ဆိုဗီယက္ၿပည္ေထာင္စုႀကီးဆီမွာ ႀကံဳေတြ႔ေနရတဲ့ စီးပြားေရး၊ လူမႈေရး၊ ႏိုင္ငံေရးအႀကပ္အတည္းေတြကို ကိုယ္တိုင္သိၿမင္ခဲ့ႀက

သူေတြၿဖစ္တယ္။ မြန္ဂိုလီးယားႏိုင္ငံဆီကို ၿပန္ေရာက္လာတဲ့ အခါ သူတို႔ၿမင္ေတြ႔လိုက္ရတဲ့ ဖခင္ႏိုင္ငံေတာ္ကိုႀကည့္ၿပီး ရင္နာခဲ့ႀကတယ္။

“ယဥ္ေက်းမႈ ဗဟို”အၿဖစ္ဖြင့္လွစ္ထားတဲ့ေနရာေတြမွာ လူငယ္ေတြနဲ႔ေတြ႔ဆံုေဆြးေႏြးႀကတယ္။

ကြန္ၿမဴနစ္အစိုးရ ကို ေဝဖန္ေထာက္ၿပတဲ့ စာတမ္းေတြထုတ္ေဝႀကတယ္။

၁၉၈၉ ဒီဇင္ဘာ (၁၀)ရက္ေန႔၊ လူ႔အခြင့္အေရးေန႔မွာ “ဖိႏွိပ္မႈေတြကို တြန္းလွန္ႀက”ဆိုတဲ့ ေခါင္းစီးစာတန္းေတြ၊ အလံေတြ ကို ကိုင္ၿပီး

ေႀကြးေႀကာ္ခ်ီတက္လာတဲ့ တကၠသိုလ္ေက်ာင္းသားေတြကို မြန္ဂိုကြန္ၿမဴနစ္ပါတီေခါင္းေဆာင္ေတြ အထိတ္တလန္႔ေတြ႔ၿမင္လိုက္ရတယ္။



ၿပီးခဲ့တဲ့ အပတ္၊ အဂၤ ါေန႔ညက အဲ့ဒီ “စတုတၳႏွင္းေတြ”အေႀကာင္း ကို လြတ္လပ္တဲ့အာရွအသံမွာ တင္ၿပခဲ့တယ္။





ေသာတရွင္မ်ားခင္ဗ်ား



“ၿမင္းစီးသူရဲမ်ား” လို႔ နာမည္ႀကီးခဲ့တဲ့ ဂ်င္ဂ်စ္ခန္ရဲ႕မြန္ဂိုအင္ပါရာအေႀကာင္းႀကားဘူးမိႀကပါလိမ့္မယ္။

ဂ်င္ဂ်စ္ခန္ေသဆံုးၿပီး ဘုရင္ပိုင္ႏိုင္ငံ(၄) ခုကြဲခဲ့ခ်ိန္ကအစၿပဳကာ၊ ၁၇ ရာစုမွာေတာ့ အတြင္းပိုင္းမြန္ဂိုလီးယား ဟာ မန္ခ်ဴးလက္ေအာက္ကို

က်ေရာက္ခဲ့ၿပီး၊အေနာက္ၿခမ္းကေတာ့ တရုတ္ၿပည္ ခ်င္မင္းဆက္လက္ေအာက္ကိုက်ေရာက္ခဲ့ပါတယ္။

“၁၉၁၁ ခ်င္မင္းဆက္ၿပိဳက်သြားၿပီးေတာ့ေနာက္မွာ မြန္ဂိုလီးယားႏိုင္ငံ က သူ႔ရဲ႕လြတ္လပ္ေရးကို ေႀကၿငာခဲ့ပါတယ္။

တရုတ္ၿပည္က လက္မခံခဲ့ပါဘူး။ါေပမဲ့ ၁၉၂၀ မွာေတာ့ ရုရွားၿပည္တြင္းစစ္မွာအႏိုင္ရလိုက္တဲ့ဆိုဗီယက္ကြန္ၿမဴနစ္ေတြဟာ

မြန္ဂိုလီးယားႏိုင္ငံကို လြတ္လပ္တဲ့ ကြန္ၿမဴနစ္ႏိုင္ငံတခုအၿဖစ္ဖြဲ႔စည္းေပးလိုက္ပါေတာ့တယ္။”



စတာလင္ရဲ႕အေတြးအေခၚလႊမ္းမိုးမႈေအာက္ မြန္ဂိုလီးယားႏိုင္ငံမွာ စုေပါင္းလယ္ယာစခန္းေတြ တည္ေဆာက္လာခဲ့သလို၊

၁၉၄၅ အတြင္းမွာလည္း ဆိုဗီယက္ေတြရဲ႕မြန္ဂိုလီးယားအတြင္းပိုင္းေဒသဆီကို ဗမာဗ်ဴဟာ က်က် တိုက္ခိုက္စစ္ဆင္မႈ တခုထဲမွာလည္း

ပါဝင္ခဲ့ပါတယ္။ မြန္ဂိုလီးယားႏိုင္ငံေရးသမားေတြဟာ ဆိုဗီယက္ေခါင္းေဆာင္ေတြနဲ႔မ်က္ႏွာပ်က္ေစမဲ့အရာမွန္သမွ်ကိုေရွာင္က်ဥ္ခဲ့ပါတယ္။

ဒါေႀကာင့္လည္း ၁၉၅၃ ေနာက္ပိုင္းစတာလင္ေသဆံုးသြားအၿပီး တရုတ္-ဆိုဗီယက္အေတြးအေခၚအကြဲအၿပဲ ေပၚေပါက္လာတဲ့အခါ

ဆိုဗီယက္ၿပည္ေထာင္စုနဲ႔အတူ နီးနီးကပ္ကပ္ရပ္တည္လာခဲ့ပါတယ္။



“ ဆိုဗီယက္ၿပည္ေထာင္စုရဲ႕တကၠသိုလ္ေတြကေန ပညာသင္ၿပန္လာတဲ့အခါတိုင္း အစိုးရရဲ႕ဥေပကၡာၿပဳမႈေတြ၊ အထီးက်န္ဆန္မႈေတြ၊

ဆင္းရဲစုတ္ၿပတ္မႈေတြကိုခါးစီးခံေနရတဲ့ က်မတို႔ရဲ႕မြန္ဂိုလီးယားႏိုင္ငံကိုေတြ႕လိုက္ရတဲ့ အခါတိုင္း မ်က္ရည္က်ခဲ့ရတယ္။”

“ဟက္ရွ္ဘက္ဟူလန္” လို႔ေခၚတဲ့ မြန္ဂိုေက်ာင္းသူေလးတေယာက္ဟာ သူမရဲ႕ အေဖက မြန္ဂိုလီးယားကြန္ၿမဴနစ္ေခါင္းေဆာင္

တဦးၿဖစ္တာေႀကာင့္ ႏိုင္ငံတကာကိုထြက္ပညာသင္ခြင့္ရခဲ့ပါတယ္။ ဒါေႀကာင့္လည္း ဆိုဗီယက္ၿပည္ေထာင္စုႀကီးဆီမွာ ဘာေတြၿဖစ္ပ်က္ေနၿပီ ဆိုတာကို သေဘာေပါက္ေနတဲ့ ဟူလန္ ဟာ ႏိုင္ငံကိုၿပန္ေရာက္တဲ့အခါ

ယဥ္ေက်းမႈဗဟိုသင္တန္းေက်ာင္းဆီက ေက်ာင္းသူေက်ာင္းသားေတြနဲ႔လွ်ိဳ႕ဝွက္ေတြ႔ခဲ့ပါတယ္။

“ စတာလင္ပံုစံအုပ္ခ်ဳပ္လာခဲ့တဲ့ မြန္ဂိုလီးယားကြန္ၿမဴနစ္ေခါင္းေဆာင္ ေမာ္စကုိဆီကို ေဆးကုသဖို႔ထြက္ခြာသြားတဲ့အခါ

သူ႔ရဲ႕ၿပိဳင္ဘက္ၿဖစ္တဲ့ Batmunkh က အာဏာသိမ္းယူလိုက္တယ္။

သူက ေဂၚဘာေခ်ာ့ဗ္ လိုပဲ။ စီးပြားေရးၿပဳၿပင္ေၿပာင္းလဲမႈေတြလုပ္ရမယ္။

ႏွစ္ေသာင္းေက်ာ္အေႀကာင္းထုတ္ေဖၚေၿပာလာခဲ့ႀကပါတယ္။ သေဘာထားေပ်ာ့ေၿပာင္းတဲ့ ကြန္ၿမဳနစ္ေခါင္းေဆာင္ေတြက

Japan urges Myanmar to release Suu Kyi, hold free, fair election+

TOKYO, Aug. 20 (AP) - (Kyodo)—Japan has urged Myanmar to release political prisoners including pro-democracy leader Aung San Suu Kyi and conduct its general election slated for Nov. 7 in an open, free and fair manner, Foreign Minister Katsuya Okada said Friday.
The minister told a press conference that the Japanese government conveyed Thursday its concern over the November poll, which will be held for the first time in two decades, through Myanmar's ambassador to Japan.

"If Myanmar holds the general election without releasing political prisoners including Ms. Suu Kyi, it would not be a free, fair and open election that the international community has called for and thus would be regrettable," Okada said.

He called on the Myanmar government to swiftly hold a substantive dialogue with Suu Kyi and conduct the general election by including all the concerned parties.

Suu Kyi's National League for Democracy won the 1990 election in a landslide, but it has decided to boycott the upcoming election. The party became legally defunct after failing to re-register with the election commission by a deadline.

The pro-democracy leader has been under some form of detention, mostly house arrest, for 15 of the past 21 years.

 ミャンマーが11月にアウン・サン・スー・チーさんを排除したまま20年ぶりの総選挙を行うことについて、岡田外務大臣は公正な選挙をミャンマー政府に求めたことを明らかにしました。

 「ミャンマー政府が、アウン・サン・スー・チー女史を含む政治犯の釈放を行わないまま総選挙を実施するのであれば、わが国を含む国際社会がこれまで求めてきた自由公正で開かれた総選挙の実施とは異なるもので、遺憾である」(岡田克也 外相)

 岡田外務大臣は会見で、自宅軟禁中の民主化運動指導者、アウン・サン・スー・チーさんを釈放して公正な選挙を行うよう、ミャンマー大使館を通じて軍事政権側に求めたことを明らかにしました。

 ミャンマーでは11月7日に総選挙が行われることになっていますが、スー・チーさんの自宅軟禁の期限は11月中旬で、スー・チーさんは選挙から事実上、排除された格好となっています。(20日20:33)

【NDF幹部、立候補困難か NLDはボイコット決定】

・選挙管理委員会が国民民主勢力(NDF)の幹部4人に対し、
過去に問われた反逆罪について赦免を求める申請を再度しなければ
立候補できないと通告していたことがわかった。
4人は7月末に同様の通告を受けて申請をしたが、それに不備が
あったとされた。
他方、アウンサンスーチー氏率いる国民民主連盟(NLD)は19日、
選挙をボイコットすることを正式に決めた(20日イラワディ)。

【背景】90年の総選挙でNLDが議席の80%を獲得した際、
現NDFの4人もNLDから当選した。しかし選挙結果を受けて
軍政に代わる政府を樹立しようとしたことが反逆罪だとされ、禁固刑に服した。


【バークレイズが対ビルマ等制裁に違反 罰金支払へ】




・英金融大手バークレイズがキューバやイラン、ビルマ等との取引を
禁じる米国の経済制裁に違反したとして米当局に2億9,800万ドルを
支払う和解案が18日、米連邦裁判所に承認された(19日ワシントン・ポストほか)。
イギリス労働組合会議(TUC)は19日、バークレイズが対ビルマ制裁
に違反していたことを「不名誉だ」とし、ビルマ関連の取引について
情報を公開するよう求めた。


【米国が国連の調査委員会設置を支持】

・米政府は18日、ビルマで「人道に対する罪」などが起きている
疑いについて、国連による調査委員会設置を支持すると表明した。
オバマ政権が始めた軍政との直接対話路線が成果を上げていないこと
が背景にあると見られる(18日ワシントン・ポスト、WSJほか)。
国民民主連盟(NLD)のティンウー副議長は米国の支持表明を歓迎(19日AP)。

【国連調査委員会設置とは】軍政指揮下で国軍が民間人を
狙って攻撃を仕掛けたり、強制労働の使用や少数民族女性の
強かん等深刻な人権侵害が組織的かつ広範に行われている
疑いを国連が正式に調査すること。国際刑事裁判所(ICC)等
への付託の準備とも言える手続きで、英米を含め5か国が支持。

Myanmar junta sets election date for Nov 7

YANGON, Myanmar – Myanmar's ruling junta set Nov. 7 as the date for the country's first election in two decades, but made no concessions to critics who say the rules favor the army and its allies and bar democracy leader Aung San Suu Kyi from taking part.

Foreign governments renewed calls for urgent changes allowing a free-and-fair vote. Suu Kyi's National League for Democracy already announced it was boycotting the polls and other parties are wary of participating.

Friday's brief election-date announcement by the Election Commission was carried on state TV and radio.

"Multiparty general elections for the country's parliament will be held on Sunday Nov. 7," said the announcement, which called on political parties to submit their candidate lists starting Monday through Aug. 30.

The elections are part of the junta's "roadmap to democracy," a seven-step program which it says will shift the nation from almost 50 years of military rule in Myanmar, also known as Burma. But critics charge the rules and army-guided constitution are meant to perpetuate the military's commanding role in politics.

The National League for Democracy won a landslide victory in the last elections in 1990. But the junta refused to honor the results and has kept the Nobel laureate Suu Kyi locked away, mostly under house arrest, for 15 of the past 21 years, ignoring worldwide pleas for her freedom.

The NLD and others said the election date would not allow sufficient time for campaigning, which cannot officially begin until the junta announces a campaign period.

"Without freedom of media or expression, the elections cannot be either free or fair," NLD party spokesman Nyan Win said.

Election laws passed ahead of the voting have been criticized as undemocratic by the international community. They effectively bar Suu Kyi and other political prisoners — estimated at more than 2,000 — and members of religious orders from taking part in the elections. Suu Kyi's party was also automatically disbanded under the laws for refusing to register for the elections.

Strict rules for campaigning bar parties from chanting, marching or saying anything at rallies that could tarnish the country's image.

"For these elections to have any credibility, the regime must allow a free and fair campaign and polling process; release all political prisoners, including Aung San Suu Kyi, and instigate an inclusive dialogue with the full participation of all opposition and ethnic groups, towards genuine and lasting national reconciliation," Britain's foreign ministry said in a statement.

The United States holds a similar position. After visiting with Myanmar officials in May, U.S. Assistant Secretary of State for East Asia Kurt Campbell said the junta's unwillingness to compromise and reform the electoral process led Washington "to believe that these elections will lack international legitimacy."

With the NLD out of the race, it appears likely the junta-backed Union Solidarity and Development Party will get the most votes. The USDP was set up and supported by the generals since 1993. It has unrivaled access to funds, a nationwide presence, and a claimed official membership of tens of millions.

The only other party with widespread organization and sufficient funding — but little popular appeal — is the National Unity Party, descendant of the Burmese Socialist Programme Party that ruled under late strongman Ne Win, who held power until 1988.

Out of 40 new political parties, all but four or five are almost unknown. Many will have trouble raising the necessary expenses, which include a 500,000 kyat ($500) for each candidate, more than half a year's salary for the average schoolteacher.

A total of 498 seats will be contested, while another 166 seats will be taken by representatives of the military. A 2008 constitution adopted under the junta's roadmap reserves 25 percent of parliamentary seats for the military and says more than 75 percent of the lawmakers must approve any amendments to the charter.

"I am happy that the government has finally set the date as there had been rumors that elections will not be held this year," said Thu Wai, chairman of the Democratic Party.

However, Thu Wai, 77, a longtime democracy activist and former political prisoner, complained that, "We have very little time for party campaigning and we are short of funds."

The Democratic Party earlier this week protested to the Election Commission that police were intimidating its members.

"Nothing has been free or fair since the start," said Khin Maung Swe, leader of the National Democratic Force. "Despite all the obstacles we are determined to contest the elections."

SEAPA Alert: Military authorities ban Burmese artists for backing Suu Kyi, satirizing government officials

Burma's Ministry of Information ordered eight FM radio stations in
the final week of November not to interview or even broadcast the
works of more than 11 performers, a radio station employee said.

The move appears part of a program by Burma's military regime to
get back at artists who have satirized the junta or shown support
for pro-democracy leader Aung San Suu Kyi.

The ministry sent letters to the stations callnig a halt to
broadcasts of singers Saung Oo Hlaing, Anaggha, Thanthawin and
Kyarpauk; bass guitarist Ye Lwin; film directors Myo Min, Min Htin
Ko Ko Gyi and Cho Too Zaw; actor Kyaw Thu and his wife Shwe Zigwet;
and writer Than Myint Aung, the station employee said.

"The Ministry of Information ordered us to stop broadcasting their
interviews and performances," the employee said on condition of
anonymity.

The letters gave no reason for the ban and failed to say when the
ban would expire, the employee said.

Mizzima contacted one of those performers who requested anonymity,
but said: "After the election, we tried to express what we felt.
It's just another example of their attitude on controlling the
media."

He added that the ministry failed to inform the performers about
the ban.

Singers, including Anaggha, Thanthawin and Kyarpauk, also visited
the South Dagon Township HIV/AIDS Salvation Center run by the NLD
and gave donations.

Meanwhile, the junta banned from the film industry former actor
Kyaw Thu, founder of the Free Funeral Services Society, because of
his activities in the nationwide monk-led protests known as the
"Saffron Revolution" in 2007. He also met Suu Kyi at her home on 14
November, the day after her release from house arrest.

Local journals were also told not to write stories about actors Nay
Toe, Ye Lay, Tun Tun, Kyaw Kyaw Bo and Moe Moe after they gave a
satirical performance named "Htarwara Hninzi" ("Eternal Rose"),
which criticized the authorities.

In the traditional performance, Nay Toe sang a satirical song, the
lyrics of which included: "I swear ... roads were built reluctantly ...
and they were incomplete, so we cannot use them well ...".

The song was a popular jibe aimed possibly at Rangoon mayor and
Union Solidarity and Development Party candidate lawmaker-elect
Aung Thein Lin. Having promised to build new roads to garner
support for the elections on November 7, the mayor apparently
became the first politician to renege on an election promise.
Residents and witnesses say construction has come to a halt in the
post-election period on the half-finished "Aung Thein Lin" roads,
which only cover half of some streets in the former Burmese capital.

A journal editor told Mizzima, "When I went to the junta's
censorship board, they told me to remove an interview of a comedian
who had performed on 'Eternal Rose'. They informed me that the five
actors and movie director Myo Min were banned from journals."

Subject to the ban were Rangoon City FM, Mandalay City FM, Padauk
Myay Service, Shwe FM, Paddamya FM, Pyinsawaddy FM, Cherry FM and
Bagan FM.

Dear your Excellency,
First of all, let me introduce myself. My name is Tin Win and I am a Burmese democratic
and human right activist living in Japan.
I would like to welcome you to Japan as, first ever UN General Secretary who attend
the Peace Memorial Ceremony in Hiroshima and the first to visit Nagasaki. I also
enthusiastically welcome Your Excellency’s words on intensifying efforts toward nuclear
abolishment. I share Your Excellency’s view that the need to work together toward the
day when governments no longer have a choice but to respond to the will of the people
for a nuclear-free world, by way of Your Excellency have termed in the message to the
Hiroshima Conference for the Total Abolition of Nuclear Weapons by 2020.
As a democratic activist living in Japan I had seen first-hand the drastic reality caused
by the nuclear war. Furthermore, I have been working very closely with the Japanese
Unionists and other Japanese people to send the same massages as Your Excellency
had mentioned in your letter.
I would like to inform Your Excellency that these generals have banned basic human
rights, but spent tens of millions of dollars building the bases with the reported help of
nuclear experts from Russia and North Korea. The first indications of its nuclear
ambitions came last February when army Major Sai Thein Win defected with a dossier
on the secret sites. The several hundred photographs of the plants that Major Win
brought with him have aroused huge interest among defense chiefs in neighboring
Asian countries and western governments.

The Directorate of Defense Services, Science and Technology Research Centre in Pyin
Oo Lwin city at the Defense Services Technological Academy manage the country’s
nuclear effort. Evidence has also emerged of a “nuclear battalion” is working at a place
called Thabeikkyin where there are also extensive mining and ore concentrations.
There are suggestions that they are trying to produce yellowcake, a kind of uranium
concentrate powder, for possible use in processing uranium.
Moreover, Burma has obsoleted agreements with the Geneva-based International
Atomic Energy Agency but has not signed protocols that would allow detailed
inspections of the factories. The generals have ignored requests to improve the
agreements that mean the country is virtually exempt from inspections. Nevertheless,
with the generals’ current freedom from sanctions and relative economic prosperity, it is
highly likely that the junta may be able to outsource the technical expertise and tools to
reach its goals far sooner than expected.
In addition to that, Professor Yozo Yokota who was the UN Special Rapporteur on the
Situation of Human Rights in Burma had recently wrote in the Jakarta Post that impunity
prevails in Burma and no action has been taken to bring an end to the war crimes and
crimes against humanity committed by the generals of Burma. That is why he said that
he believe the United Nations has an obligation to respond to the current rapporteur’s
recommendation, establish a commission of inquiry, and propose action.
Given the Balkan-like nature of Burma's domestic situation and its strategic position
between India and China, a nuclear Burma will probably present the single greatest
threat to regional security and will in the long run be very bad for ASEAN countries. The
US and other Asia-Pacific countries have expressed concern that North Korean may
help Burma to become the first nuclear-armed nation in the Southeast Asia, saying the
military ties with North Korea are breaking UN Security Council Resolution 1874.

For those reason mentioned above, I would like to appeal Your Excellency to make
every effort, using your good office, to investigate the above mentioned information and
take appropriate actions to halt the doomsday scenario of our future.
Please kindly be warned that rogue nation as North Korea has developed the nuclear
capability by the failure on part of UN to make a concerted actions appropriately and
timely. Please do not allow the generals of Burma to create a new rogue state with
nuclear armaments and with Weapon of Mass Destruction. If Your Excellency fail to
take a timely action, the words you had pronounced in your message will never
materialized.

Human Rights Should Be Kan's Foreign Policy Priority

Now that the Upper House elections are over, Prime Minister Kan Naoto can at last concentrate on governing and making good on his pledge to build a "society with the minimum level of unhappiness." One way Prime Minister Kan could carry out this pledge would be to declare a commitment to "human rights diplomacy" and begin by formulating a vision for eliminating "unhappiness" not just in Japan, but also elsewhere in Asia and around the world.

Looking at only our nearest neighbors in Asia, it is easy to find many people suffering horrendous "unhappiness" - massacres, rape as a weapon of war, arbitrary arrest and torture in detention, the criminalization of free expression, association and assembly, and other forms of political oppression. While non-state actors such as armed insurgents are responsible for some of these horrors, many others are caused by abusive governments.

As a major aid donor to many Asian countries, the Japanese government is in a unique position to assert its leadership to stop these governments from inflicting "grave unhappiness." Japan should be using its membership on various important international bodies such as the United Nations Security Council to raise its voice against these rights abuses. Instead, Japan has been reticent to speak out publicly on behalf of victims of human rights abuses.

China's fast rise presents a special challenge to the world in this area. China claims to be a "responsible power," yet it is also a major human rights abuser. It censors its own people, oppresses ethnic minorities in Tibet and Xinjiang, and imprisons many people for exercising their rights to free expression.



China also faces strong international criticism for its core policy of "non-interference" in the internal affairs of other states. That approach translates into providing considerable quantities of unconditional economic aid to governments regardless of their rights records, and maintaining close bilateral relations with abusive governments such as Burma, Sudan and Zimbabwe.

Since our neighbor China is making such strides in its efforts to emerge as a world power, it becomes all the more important for Japan to revive its profile in the world as a leader, not only in terms of its "hard" power of economic might but also its "soft" power, by strongly promoting a diplomacy based on human rights and the rule of law. However, in reality, Japan has been extremely hesitant in publicly raising human rights issues with its counterparts, including China. Defending its position, Japanese diplomats refer to variety of obstacles including Japan's past abuses in China and elsewhere during the Second World War. While it goes without saying that the Kan administration must be mindful of Japan's past with China, the past abuses should not be a reason to be less vigorous in its support for universal human rights standards. Rather, as a past abuser, Japan has a moral responsibility to protect the victims of on-going abuses.

Further, promoting and protecting human rights in Asia is necessary from a pragmatic standpoint, and consistent with Japan's national interests. In its Manifesto, the Kan administration promised that, "for the creation of an East Asian Community, we will make our best efforts to forge relationships of trust with China, Korea and other Asian countries." But being able to truly trust China should mean pressing it to demonstrate its respect for human rights, instead of borrowing a page from China's strategy of turning a blind eye to abuse.

An independent judiciary and free media can help monitor and ultimately prevent corruption and injustice by government and corporations. Judges and reporters focused on accountability and upholding the rule of law can function as a self-cleansing mechanism for governance, such as doctors who drain the pus before a festering boil of corruption gets out of hand. However, there is neither an independent judiciary nor free media in today's China, leading to a creeping accumulation of dissatisfaction among its people that may explode at any time.

From a long-term strategic perspective, Japan should gradually press China to expand respect for human rights and political freedoms if we are to create an "East Asian Community" with genuine prosperity and stability. This is not only necessary for Japan, but would benefit China as well.

The fight against impunity is another issue on which Japan's principles are being tested. When there is evidence that a war crime may have been committed and the state concerned fails to fulfill its international obligation to investigate, an independent international inquiry is called for, led by a respected body such as the United Nations. Will Japan raise a principled voice in support of justice for the civilian victims of a conflict, or will it tolerate impunity for senior government officials and rebel leaders who abuse human rights? This issue confronts Japan at this very moment over Israel and the Palestinians, as well as Sri Lanka, and Burma.

Ending impunity is essential to prevent future atrocities. As a leading democracy in Asia, Japan should firmly uphold the principle of justice and accountability in its relations with other governments.

Human Rights diplomacy also comes into play with Japan's Official Development Assistance (ODA). It has been two decades since Japan pledged to pay full attention to "the situation regarding the protection of basic human rights and freedoms in the recipient country" as one of the four principles of its ODA Charter, but implementation of these principles has lacked transparency, and at times, disregarded the substance of the principles altogether. We have to remember that China is not the only country criticized for its unconditional financial support to abusive governments. Japan has been a long time major financial supporter to some of the governments with notorious human rights record, including countries such as Sri Lanka, Vietnam, and Burma.

Japan should clearly state that non-humanitarian aid is conditional on the efforts of the recipient government to protect and promote basic human rights, as measured by a concrete set of indicators. If the government is found to be violating basic human rights, based on the indicators, Japan should postpone extending financial aid until the country meets the standards.

With its declining birthrate and aging population, Japan today is feeling increasingly that it is being eclipsed by China and is in need of a positive future vision. Precisely because Japan finds itself in this state, the Kan administration should present a vision of a Japan as a nation that used its diplomatic influence to put a stop to the serious human rights violations around the world. This is Japan's responsibility as a major Asian democracy and a sign that it truly has reached maturity.

UN ‘working behind the scenes’ on Burma

The UN has been forced to defend its record on Burma in recent days with the fallout from a leaked memo that slated Ban Ki-moon’s impact on the pariah state showing no signs of easing.

The now-infamous 50-page report, written by Inga-Britt Ahlenius and leaked to the Washington Post in mid-July, said that the UN secretariat is in a “process of decay” after three years of “absence of strategic guidance and leadership” under Ban.

The comments were a parting shot from Ahlenius, who recently finished her post as chief of the UN’s anti-corruption agency, the Office of Internal Oversight (UNOIOS).

“We seem to be seen less and less as a relevant partner in the resolution of world problems,” she said, questioning the UN’s “capacity to protect civilians in conflict and distress…What relevance do we have in disarmament, in Myanmar [Burma], Darfur, Afghanistan, Cyprus, G20…?”



The secretary general used one of his first speeches as UN chief in January 2007 to urge for the release of Burma’s political prisoners, but since his last, and widely criticised, visit to Burma in June last year, he has barely mentioned the country in public.

Moreover, the UN is yet to appoint a successor to Ibrahim Gambari, the equally maligned UN special envoy to Burma who was reassigned to Sudan in late 2009. In January this year it defended the hiatus on reappointing an envoy by claiming that UN Chief of Staff Vijay Nambiar was temporarily filling the role.

But it has again been forced to defend accusations in the wake of the leaked report that it has been lax on pressuring the Burmese junta to reform. One reporter asked Ban’s spokesperson, Martin Nesirky, on 23 July whether the UN had indeed accomplished anything on Burma, which is heading towards widely-criticised elections this year.

“We continue to work, as I also said to you before; the good offices [team] is not one individual, if you like, it’s people working behind the scenes,” he said. “Not everything that happens is in the public eye…Sometimes you see those results quickly, sometimes it takes longer. Certainly we’ve been very public about the need for credible elections in Myanmar.

Nambiar also responded to the Ahlenius report by saying that Ban’s work as secretary general had been “visionary” and that he had balanced his UN role with “providing truly global leadership.”

But critics have argued that his method of dealing in “soft power” has reinforced the growing influence of China within the UN, at a time when Western nations are in a face-off over China’s support for the Burmese junta. Ahlenius said that Ban was “spineless and charmless” and was “struggling to show leadership”, an accusation that has apparently rattled his office.
