Indonesia and other Southeast Asian nations want Burma suspended from Asean for repeatedly failing to ignore requests to reform its appalling human rights record.

Marzuki Darusman, an Indonesian delegate from the Asean Inter-Parliamentary Myanmar Caucus, or AIPMC, an organization of parliamentarians from Asean countries, said Asean had been pressing Burma to reform since 2004 but it had failed to make any progress, citing political prisoners, the Rohingyas issue and its human rights record.

He said the recommendations to suspend Burma would be brought to the Asean Inter-Parliamentary Assembly (AIPA) meeting in Bangkok this August, where a decision would be made.

Since its inaugural meeting in Kuala Lumpur from Nov. 26-28 2004, the AIPMC has been calling on the military government in Burma to bring about changes and democratic reforms.

The group consists of legislators from Malaysia, Indonesia, Singapore, Thailand, Philippines, Vietnam, Laos and Cambodia. One of AIPMC’s initial campaigns was to urge Asean to deny Burma its turn at chairing the regional bloc in 2006.

“We now further call on Asean and the UN via the UN Security Council to take concrete and binding actions on the military regime of Burma as it continues to show a lack of regard for human rights and fails to adopt concrete democratic reforms in the country,” he said. “Our heart is with Burma.”

Khin Ohmar, an activist from Burma Partnership, applauded AIPMC’s recommendation to suspend Burma from Asean.

“We really support this sanction as this is the only way to fight this regime,” Khin said. “We have to cut off the financial flow to the regime, so they will come to the table with us, talk, release [Burma’s 2,100 political] prisoners and create democracy.”

WASHINGTON – America has for too long failed to adequately protect the security of its computer networks, President Barack Obama said Friday, announcing he will name a new cyber czar to take on the job.

Surrounded by a host of government officials, aides and corporate executives, Obama said this is a "transformational moment" for the country, where computer networks are probed and attacked millions of times a day.

"We're not as prepared as we should be, as a government or as a country," he said, calling cyber threats one of the most serious economic and military dangers the nation faces.

He said he will soon pick the person he wants to head up a new White House office of cyber security, and that person will report to the National Security Council as well as to the National Economic Council, in a nod to the importance of computers to the economy.

While the newly interconnected world offers great promise, Obama said it also presents significant peril as well. The president declared: "Cyberspace is real, and so is the risk that comes with it."

Laying out a broad five-point plan, the president said the U.S. needs to provide the education required to keep pace with technology and attract and retain a cyber-savvy work force. He called for a new education campaign to raise public awareness of the challenges and threats related to cyber security.

He assured the business community, however, that the government will not dictate how private industry should tighten digital defenses.

Government officials have grown increasingly alarmed as U.S. computer networks are constantly assailed by attacks and scams, ranging from nuisance hacking to more nefarious probes and attacks, including suspicions of cyber espionage by other nations, such as China.

Obama noted that his own computer system for the presidential campaign at one point last year was compromised by hackers, but said the security of the names and financial information on contributors was intact.

SEOUL, South Korea – A sea of wailing mourners filled the streets of Seoul for the funeral Friday of former President Roh Moo-hyun, whose suicide six days earlier amid a deepening corruption probe plunged South Korea into grief and anger.

Heads bowed, thousands took part in a solemn ceremony in the courtyard of the 14th-century Gyeongbok Palace before the hearse carrying Roh's body headed to a grassy plaza outside City Hall for emotional public rites attended by a reported 500,000 people. Riot police later moved in as the crush of mourners delayed the hearse from leaving the capital.

Police dispatched some 21,000 officers to quell any protests by Roh supporters who accuse conservative political opponents led by President Lee Myung-bak of driving the liberal former leader to his death with the bribery investigation.

The criticism comes as Lee faces an increasingly belligerent North Korea, which just two days after Roh's death carried out a nuclear test in a move widely condemned as a violation of U.N. resolutions.

Roh, 62, died May 23 after throwing himself off a cliff behind his home in the southern village of Bongha. Roh, president from 2003 to 2008, recently had been questioned about allegations he and his family accepted $6 million in bribes during his presidency.

He denied the bribery accusations, but they weighed heavily on a man who prided himself on his record as a "clean" politician in a country struggling to shake a deeply rooted culture of corruption.

The suicide stunned the nation of 49 million, where the outspoken Roh — a self-taught former human rights lawyer who swept into office on a populist tide — was celebrated as a leader for the people and was a favorite among young South Koreans for standing up to Washington.


Though many were critical of his antiestablishment ways, others rallied around his efforts to promote democracy, fight corruption and facilitate rapprochement with North Korea.

Roh "lived a life dedicated entirely to human rights, democracy and fight against authoritarianism," Prime Minister Han Seung-soo said at the palace funeral. "Our people won't forget what you accomplished for the country and the people despite a number of hardships."

Last weekend, Roh supporters refused to let Han and others from the ruling Grand National Party pay their respects in Bongha, with some dousing politicians with water and pelting them with eggs.

Roh supporters have called the probe against him "political revenge," and posters accusing Lee of driving Roh to his death plastered the walls of one Seoul subway station.

"I've never been so ashamed of being a citizen of this country — a country that kills its own president," said Won Seung-tae, 52, of Seoul. "It feels like we've lost all respect in pushing each other to extremes."

Opposition lawmakers jeered Lee as he and his wife approached the altar Friday to pay their respects.

"President Lee Myung-bak, apologize!" opposition lawmaker Baek Won-woo yelled, jumping to his feet and cursing Lee before security guards hauled him away. "This is political revenge, a political murder!"

A somber Lee looked back momentarily and hesitated before laying a white chrysanthemum on the altar and bowing before Roh's portrait. Lee had called Roh's death "tragic" upon learning of the suicide Saturday.

Roh's death triggered a wave of grief across South Korea, overshadowing the nuclear threat from North Korea's test blast Monday.

At City Hall, sobbing mourners wore yellow paper hats with images of Roh and waved yellow handkerchiefs as they watched the funeral on large monitors. The plaza was awash in yellow, Roh's campaign color.

"I respected him. He was a person who never compromised with injustice," said Chang Min-ki, 30, a yellow scarf tied around his neck. "I feel like I've lost everything."

The funeral procession began at dawn in Roh's hometown. Villagers lined Bongha's streets as the hearse blanketed with white chrysanthemums departed for the capital.

More than 2,500 were invited to a formal ceremony in the courtyard of the stately palace in the heart of ancient Seoul, where Roh's portrait sat on a bed of 1 million chrysanthemums laid in the shape of a Rose of Sharon, South Korea's national flower.

Roh's suicide note, in which he begs his wife and two children, "Don't be too sad" and describes his suffering as "unbearable," was read aloud.

Buddhist monks and Catholic nuns chanted prayers as part of the multifaith ceremony reflective of South Korea's changing modern history, where Confucian mourning traditions mix with Christian, shamanistic and Buddhist rites.

Roh's prime minister, Han Myung-sook, apologized for "not protecting" the late leader.

"We are sorry, we love you and we were happy with you," said Han, South Korea's first female prime minister, her voice trembling with emotion. "Please rest in peace."

At the plaza outside the City Hall that Lee built, performers in hemp mourning outfits carried out traditional Confucian rites designed to send Roh's spirit to heaven and to comfort his soul. As his hearse moved through the crowd, mourners showered it with airplanes and cranes made of yellow origami.

As some screamed "Down with Lee Myung-bak," riot police began moving in to break up the crowd before the hearse was able to depart.

Roh's ashes were to return to his village to be buried with a small gravestone as he wished.

TV showed the funeral live, as well as footage of Roh in more lighthearted moments: serenading his wife with a guitar, feeding ducklings and taking his granddaughter for a bike ride.

South Koreans mourned online, too, with some portals carrying live broadcasts of the funeral and users flooding bulletin boards and Roh's own Web site with hundreds of thousands of condolence messages.

"You didn't bow to any other country but you bowed to us citizens. You'll always be the father of the nation," wrote one user, Choi Jae-chul. "Rest in peace and please protect South Korea from heaven."

Movement to Suspend Burma from Asean Grows

The Irrawaddy has conducted a random, unscientific opinion poll on its magazine Web site, asking readers if they would vote “Yes” or “No” to the question: Should Burma be suspended from Asean?

More than 90 percent of the respondents answered “Yes,” based on the results at 6:30 pm on Friday. Ten percent voted “No.” The vote is on-going and the results are immediately displayed.

Meanwhile, a number of Southeast Asian politicians have urged the Association of Southeast Asian Nations (Asean) to suspend Burma's membership in the regional grouping if the military government does not release pro-democracy icon Aung San Suu Kyi.


Asean diplomatic sources told The Irrawaddy on Friday that leading members of the regional bloc such as Thailand, Indonesia, Singapore and the Philippines are considering suspending Burma’s membership if the junta extends Suu Kyi’s detention or sentences her to prison on trumped-up charges.

The Asean Inter-Parliamentary Myanmar Caucus (AIPMC), a watchdog group based in Malaysia, this week called for tough action against Burma, including suspending its membership in the regional organization. Only three Asean member countries—Brunei, Vietnam and Laos—have yet to join the caucus.

Charles Chong, a Singaporean lawmaker, said, "More and more parliamentarians within Asean are beginning to lose their patience with Burma. And, we are calling upon our governments to do more than just expressions of dismay, regret, grave concern and so on, and seriously look at suspending Burma's membership in Asean."

Kavi Chongkittavorn, an editorial columnist on The Nation in Bangkok, said some Cambodian lawmakers have joined AIPMC, increasing the pressure on Burma to open up. Cambodian Prime Minister Hun Sen, who has been a strong supporter of the Burmese junta, told AIPMC delegates that Burma needs to implement political reforms.

Kavi Chongkittavorn wrote that Asean's experience with Burma allows pro-reform members to argue strongly in favor of greater flexibility in exercising its non-interference principle.

Debbie Stothard, coordinator of the Alternative Asean Network (Altsean), said, “It is pretty clear that SPDC has been consistently undermining Asean.”

“Asean should consider some type of action against the regime. AIPMC demands that Asean should suspend Burma. It is quite reasonable,” she said.

Speaking to The Irrawaddy on Thursday, defense lawyer Nyan Win said that Burmese pro-democracy icon Aung San Suu Kyi privately told him that the charges against her are invalid as she was charged under the 1975 State Security law, which was annulled by the 2008 constitution.



“We are facing a crisis of constitution, not a constitutional crisis,” she reportedly told him on Thursday.



The lawyer said that Suu Kyi was referring to a 1975 law enacted under the 1974 constitution, which became invalidated when the military seized power in 1988. In addition, under the junta’s “seven-step road map,” the country approved a new constitution in May 2008 by national referendum, which would also invalidate the 1975 act.



Defense witness Kyi Win (no relation to Suu Kyi’s lawyer Kyi Win) echoed Suu Kyi’s sentiments in the courtroom on Thursday, testifying that if the 1974 constitution was still in effect, then the existing constitution was “null and void,” according to a report in the state-run The New Light of Myanmar on Friday.



Kyi Win testified on the ninth day of Suu Kyi’s trial on Thursday. He was the sole witness that the defense team was allowed to call; however, three other defense witnesses were denied the opportunity to testify, although the court gave no reason for their disqualification.



Kyi Win also questioned the junta’s claims that Suu Kyi was responsible for the intruder in her compound on May 3-5, according to The New Light of Myanmar.



Although misleading, it is believed the state-run newspaper was attempting to translate Kyi Win’s testimony to read that if the State employed guards around Suu Kyi’s property, then the security of the house was its responsibility, not Suu Kyi’s.



Although the official version of Kyi Win’s statement reads otherwise, it is believed he said that the Law to Safeguard the State against the Dangers of Those Desiring to Cause Subversive Acts has already been invalidated.



Meanwhile, on Thursday afternoon after court proceedings, Rangoon Northern District Court authorities escorted defendant John William Yettaw to Suu Kyi’s lakeside residence to describe how he had entered and left the compound on May 3-5, Burma’s state-run media reported on Friday.



On the ninth day of the trial, Yettaw reportedly testified to the court that he entered Suu Kyi’s compound in the morning on May 4 and he left just before midnight on May 5, and that he had undertaken to go to the Nobel Peace Prize laureate’s house of his own accord.



Speaking to The Irrawaddy on Friday, Nyan Win said Suu Kyi’s defense team had not been informed that court authorities intended to take the American intruder to the lakeside compound.



“The government has just done whatever they wanted,” he said. “In fact, if they want to do something regarding the trial, they must inform us.”



Yettaw reportedly confessed to the court that he accepted that he had broken Burmese immigration law and the law of Rangoon City Development Committee by secretly entering Suu Kyi’s residence at night without asking permission, even though he knew that the house was guarded by security members, the New Light of Myanmar reported.

Asean Parliamentarians Turn Heat on Burma

BANGKOK — In a move reflecting growing anger towards Burma, parliamentarians from across Southeast Asia want the military-ruled country suspended from a 10-member regional bloc for the unjust treatment of Aung San Suu Kyi, Burma’s pro-democracy leader.

The comments made in Singapore’s legislature during the current parliamentary session offers a window onto the growing pressure that Burma is up against from the countries that belong to the Association of Southeast Asian Nations.

"There have been calls in Singapore’s parliament for Myanmar’s [Burma's] membership [in Asean] to be suspended," says Charles Chong, who has been a legislator for 21 years in the ruling People’s Action Party. "This reflects a growing frustration with Myanmar."

Chong personally feels that the 42-year-old regional bloc, which has just transformed itself into a rules-based entity, should even consider more punitive measures. "Asean should also consider doing more. We should not rule out targeted sanctions," he said during a press conference this week in the Thai capital.

A fellow legislator from neighbouring Malaysia echoes Chong’s sentiments. "Asean should seriously consider the issue of sanctions," says Lim Kit Siang, of Malaysia’s opposition Democratic Action Party.



Both lawmakers are members of a regional caucus of parliamentarians created in 2004 to lobby for political reform and democracy in military-ruled Burma. And the Asean Inter-Parliamentary Myanmar Caucus (AIPMC) has not shied away from strong language as a means of applying pressure on the region’s governments to achieve concrete change within the pariah in their midst.

"AIPMC parliamentarians strongly call on Asean to stop protecting Myanmar’s regime and instead remove them from the grouping until and unless Aung San Suu Kyi is free and genuine efforts to begin national reconciliation are underway," the caucus declared this week in a statement.

"The AIPMC further urges Asean member states to consider imposing targeted sanctions on the military regime generals, and its administration, should they still fail to respect the Asean Charter and continue to oppress its people," it added.

AIPMC’s members come from parliaments in six Asean countries: Cambodia, Indonesia, Malaysia, Philippines, Singapore and Thailand. The other countries in the regional bloc are Brunei, under an absolute monarchy; Laos and Vietnam, ruled by communist regimes; and Burma.

The parliamentarians’ call to suspend Burma from Asean stems from the on-going trial that Nobel Peace laureate Suu Kyi has been subject to since May 18 in Rangoon’s notorious Insein prison.

The regime has accused the 63-year-old opposition leader of violating the terms of her house arrest - now in its 13th year. If found guilty in this largely secret trial, Suu Kyi could be sentenced to a further five-year jail term.

The junta’s charge followed revelations of a bizarre tale involving a U.S. citizen who had entered Suu Kyi’s house on the banks of a lake in Burma’s former capital and stayed there for a few days as an uninvited guest earlier this month. John William Yettaw, the 53-year-old former Vietnam War veteran, had crept in by swimming across the lake.

Yettaw, a Mormon who had gone on this mission reportedly out of religious zeal, is also facing charges in the on-going trial. So are two female housekeepers of Suu Kyi.

The junta’s latest effort to oppress Suu Kyi is viewed by Burma watchers as an attempt to keep the widely popular pro-democracy icon from playing a pivotal role in a planned general election in 2010.

The junta has billed next year’s poll as a part of its "roadmap to democracy," even though restrictive measures have already been put into place through a new constitution approved last year under questionable circumstances, including blatant reports of fraud.

It is of little wonder why such an attempt at political reform has failed to convince a growing number of concerned countries in the international community. Foreign ministers from Asia and Europe gathered Tuesday in Hanoi for the Asia-Europe Meeting (Asem) issued a statement that gave the Burmese junta little room to maneuver.

A joint press statement by Asem members - which happen to include Burma - appealed to the junta to lift all restrictions placed on political parties, free Suu Kyi, and release the over 2,100 political prisoners languishing in the many jails that dot the country.

For its part, the US government announced that it would extend the harsh economic sanctions Washington has imposed on Burma for another year. UN Secretary-General Ban Ki-moon has also stepped into the fray, announcing plans to visit Burma, which has been under successive military regimes since a 1962 coup.


"The military regime is aware of the growing pressure and it is feeling the heat," says Soe Aung, spokesman for the Forum for Democracy in Burma, a group of Burmese political activists living in exile. "And it is pressure of the regime’s own making, nobody else."

"[This] has happened when the US government was talking of reviewing its sanctions policy towards Burma," Soe Aung added during an interview. "There is also a debate in the European Union about the sanctions… the European Union may strengthen its sanctions on Burma."

BURMA - FORUM-ASIA condemns new charges against Aung San Suu Kyi

FORUM-ASIA issued a statement on the new charges leveled against Burma's democracy leader Aung Sang Suu Kyi on 16 may 2009. The statement urged ASEAN leaders to take a firm stand by urging Burmese authorities to release Suu Kyi unconditionally. Please read rest of the statement below.

The Asian Forum for Human Rights and Development (FORUM-ASIA), which represents 42 member organisations in Asia, condemns the charges leveled against Burmese democracy leader, Daw Aung San Suu Kyi, by the military authorities. FORUM-ASIA calls for an unconditional and immediate release of Suu Kyi, her two aides and around 2,100 political prisoners and urges ASEAN to demand the military authorities to end Suu Kyi's 13-year detention.

The new charges are said to be in connection with the recent intrusion of an American citizen, John William Yettaw, who swam across Inya Lake and entered the home of Suu Kyi uninvited. He was also not prevented from doing so by the guards. Suu Kyi allegedly failed to report to the authorities about the matter. According to Burmese's State Protection law, it is mandatory to notify the military authorities about any overnight visitor and foreigners who spend the night in a Burmese home.

On 14 May, Suu Kyi and her two aides were taken from her home and sent to the notorious Inseon Prison on a charge of breaching the conditions of her house arrest order. They appeared before a special court and were charged under article 22 of the State Protection law. Their trial is scheduled for 18 May. The State Protection Act is frequently used against democratic activists. Other members of National League for Democracy (NLD) party have been imprisoned for similar offences.
We have received reports that Suu Kyi is in poor health and has recently been on an intravenous drip. Her doctors have been repeatedly prevented from giving her the care that she requires and her personal physician was arrested a few weeks ago.

"What happened to Suu Kyi is very upsetting. More over, the basis of the new charges is outrageous" said Yap Swee Seng, the Executive Director of FORUM-ASIA. He added that her imprisonment is illegal under international law.

Therefore, FORUM-ASIA strongly calls for ASEAN leaders to immediately take a firm stand by urging Burmese authorities to release Aung San Suu Kyi unconditionally, while demanding that they urgently respect the principles of rule of law, good governance, and democracy as stipulated in the ASEAN Charter, which entered into force on 15 December 2008, said Yap.

"The behavior and abuse of the military authorities is totally unacceptable and must be urgently terminated without delay. The regime must be held accountable. ASEAN country leaders have the responsibility to protect the rights of Burma People by sending an envoy immediately to Burma to ensure the release of Aung San Suu Kyi and other political prisoners. The Burmese government must observe the protection of human rights spelt out in the ASEAN Charter", he stressed.

Suu Kyi has been under house arrest for almost 14 of the last 19 years at her home in Rangoon. Her house arrest contravenes Articles 9, 10 and 19 of the Universal Declaration of Human Rights, as well as the State Protection Act under which she was initially charged in 2003. This act allows for a maximum of five years' detention, which means that she should have been released in 2008.

This incident is said to be a ploy of the Burmese authorities to prevent her participation in the coming state elections in March 2010. The authorities intend to prohibit any controversy in the elections by prolonging her detention and delaying her release.

The verdict on Aung San Suu Kyi has already been decided
The British ambassador in Burma, Mark Canning, is one of the few outsiders to have been allowed into the courtroom to witness parts of the trial of Aung San Suu Kyi. In the first part of a series on her trial, he recounts his experiences


Perhaps only here in Burma could the bizarre events of the last few days have unfolded. Out of the blue, a show trial has been mounted by the country's military rulers against Aung San Suu Kyi. Her offence? To allow an American intruder into her property, thereby breaching the terms of the detention to which she's been subject since May 2003. This is surely the only place where the victim of the break-in ends up being charged.
Lying behind this is the regime's plan for stage-managed elections in 2010. Suu Kyi spoiled the party in 1990, and they are not about to allow it to happen again. So when the generals learned of the strange happenings in Rangoon, they must have seized on it with some joy: here was a way to negotiate the awkwardness of the expiry of her current term of house arrest and to set the custodial clock ticking afresh.

Things haven't gone quite to plan. The trial has whipped up a storm of criticism. Burma's neighbours have been outspoken, making clear that the "honour and credibility" of the country is at stake. It's brought Suu Kyi back to centre stage and reminded everyone what an important figure she is. It's provided further evidence – if it was needed – of how the 2010 polls will be conducted. In the face of all this, the generals have tacked and conceded access to the courtroom for foreign diplomats.

We've been allowed in twice, last week and this. The court is situated in the compound of the notorious Insein jail, a grim and forbidding place shaped like a cake tin, where many of Burma's political prisoners are housed. It has the familiar trappings: two robed judges, defence, prosecution, motions, civility. An ancient typewriter clacks out the record. Carbon paper is stacked ready to go. Dogs bark. Ceiling fans whirr. Prison staff crane to catch a glimpse of the Lady.
To one side is the paraphernalia confiscated from the intruder. No James Bond devices. No stealth submersibles. No CO2 rebreathers. Just a pair of home-made fins, a flotation device fashioned from water bottles, assorted bits and pieces and – most intriguingly – the robes and Jackie O sunglasses in which Suu Kyi was to be asked to make her escape from Rangoon. Two bemused police ladies were asked at one point to model these outfits, complete with glasses, for the benefit of the court.
One of the curiosities of this affair is how, in the most tightly guarded corner of one of the most tightly controlled countries, a visitor from overseas was able, not once but twice, to bob across the fetid waters of Inya Lake to Suu Kyi's home.
The entry of Suu Kyi was a memorable moment. Aside from some TV pictures of her meeting visiting UN envoys, she hasn't been seen since for six years. Despite almost two decades of extraordinary pressure – more than half of it in detention – and agonising personal sacrifices, she looked in remarkable shape. Calm, dignified, upright, exuding quiet authority but no hint of bitterness towards the prosecution side. She commanded her team and in many ways the room.
There was a telling moment as she entered when the police guards rose to their feet before lowering themselves sheepishly down. She welcomed our presence. She hoped to meet us in better times and said how good it was to see people from the outside world. It was deeply impressive and one was left wondering how she managed to display no trace of indignation at this latest twist.
It was good to get access, but I don't imagine anyone will confuse two short trips to the courtroom with the fundamental issue: the illegality of her detention and that of the 2,000 other political prisoners held in Burma. We're often told Suu Kyi is no longer relevant, but what went on in court told a very different story. She remains a towering and respected figure across the political spectrum and the Burmese people, despite living in one of the most disconnected and isolated countries in the world, are agog at what's happening.

The trial is a glaring injustice. But there's an important wider picture that gets less attention: the 2,000 other political prisoners who languish in Burma's jails and work camps, the repression heaped on many of Burma's ethnic minority peoples and the persistent denial of almost all human rights. Suu Kyi is in many ways a symbol of a much broader misery and is one among many brave people who are struggling to achieve a better future for this country.

So where's the trial going? It's difficult to see anything but a guilty verdict. Despite the familiar judicial trappings, these trials tend to be pre-scripted. All decisions of any significance in Burma are made by the ubiquitous "higher authority". This will be no exception and the outcome will be determined many miles from the courtroom. The generals will want to make sure Suu Kyi is unable to play a role in the elections next year. So the betting is on a sentence that extends her house arrest well into 2010 or beyond, although there could be some unforeseen twists along the way.
The prosecution yesterday rejected three of the four defence witnesses her team asked to bring forward. The government called 14. The trial wrapped up for the day a short while ago, and we're told proceedings will reconvene on Monday for final statements. A verdict could follow the same day. Nobody expects it to be anything other than bad news. The heavy security presence on the streets suggests the same.
The government newspaper trumpets that this will have no bearing on the election plans: "The government is determined to continue hand-in-hand with the people to implement the Seven-Step Road Map in accordance with their aspirations. " Other important news jockeys for position on the New Light's front page: "PTT lubricants introduced", "Thayet maintaining development momentum", "Nation now on path to development" .

スーチー氏判決は来週以降

・インセイン刑務所の特別法廷で18日から開かれていた
民主化指導者アウンサンスーチー氏の公判で、全証人の
証言が終了した。スーチー氏本人も証言し、「事件の発端
(米国人男性の自宅侵入)は警備の不備によるのに、私だけが
起訴されたのは不当」などとする陳述書も提出した。
6月1日に最終弁論が行われ、その後判決が出るものと見られる。
なお、軍政は26日付でスーチー氏の自宅軟禁を解除したが、
裁判のため拘束は続いている(28日付APほか)。

・国連安保理は22日、報道向け声明を出し、政治囚の釈放の
重要性、そして軍政が「アウンサンスーチー氏を始めとした
すべての関係者を含めた真の対話を行うことのできる状況
をつくりだす」必要性を改めて表明した。

・オバマ米大統領は26日に声明を出し、スーチー氏の拘束を
強く非難し、即時・無条件釈放を求めた。またASEAN国会議員
によるミャンマー議連(AIPMC)は26日の声明で、スーチー氏の
拘束が続くならASEANはビルマを除名するべきだと述べた。

・中曽根外務大臣は25日、軍政のニャンウィン外相と会談し、
スーチー氏の訴追は「司法の問題であることは理解する」、
また「(スーチー氏への)医師・弁護士の提供や外交団による
(裁判の)傍聴などの努力は評価する」などと述べた。

【背景】軍政は14日、突然訪れた米国人男性を家に入れた
ことが来客を禁じる自宅軟禁の規則に違反したとして、
スーチー氏を起訴した。起訴の背景には、来年予定の
総選挙を前に国民の支持を集める氏の拘束期間を延長
したいという軍政の政治的動機があり、有罪判決
(最長禁固5年)が出るとの見方が大勢。

問題を協議する「日メコン首脳会議」を今秋にも日本で開催
することを決めた。この地域で中国の影響力が増している
ことに対抗する狙いがある。具体的には、ダナン(ベトナム)
とモーラミャイン(ビルマ)を結ぶ「東西回廊」での通関機能
強化や人材育成などを柱に、物流効率化への支援策を
打ち出す。
中曽根外務大臣は25日、軍政のニャンウィン外相にビルマ
からの出席を要請した(20日付毎日、外務省ほか)。

・3月に始まった「ビルマの政治囚の釈放を求める署名キャンペーン」
が24日に終了。世界中から65万2,179筆の署名(日本からの
1万4,890筆を含む)が集まり、近く国連事務総長に届けられる予定。

・スーチー氏率いる国民民主連盟(NLD)が大勝利を収めた
1990年5月の総選挙から19年。記念日の27日、在日ビルマ
人約650人が都内をデモ行進し、政治囚の釈放などについて
軍政に圧力をかけるよう日本政府に訴えた。「ミャンマーの
民主化を支援する議員連盟」や連合、日本の支援団体も
参加した。

アウンサンスーチーさんの釈放を求める新しい国際キャンペーンが始まりました。

スーチーさんは6月19日に64歳の誕生日を迎えます。これに合わせ、動画や画像、
文、Twitterなどを使ってスーチーさんを応援する「64語のメッセージ」を送ろう
という企画です。

ブラッド・ピット、デイビッド・ベッカム、ボノ、スカーレット・ヨハンソン、ニ
コール・キッドマン、マドンナなども参加します。
また、イギリスのブラウン首相の公式サイト(http://www.number10.gov.uk/)で
も、現在このキャンペーンが大きく紹介されています。

本キャンペーンはこれから、さらに広く展開する予定です。
日本語でもメッセージを寄せられるよう、現在準備をすすめています。準備が出来次

 ビルマの民主化運動指導者アウンサンスーチー氏とすべての政治囚の釈放を求める
新しいウェブサイト(64forSuu.org)が、著名人や、非政府組織(NGO)と労働組合
などの賛同を受けて、本日スタートする。このウェブサイトは、アウンサンスーチー
氏釈放を求める国際キャンペーンの拠点となる。

 当キャンペーンが開始する本日は、アウンサンスーチー氏の自宅軟禁期限が切れる
とビルマ軍政が定めた日に重なる。国連は、スーチー氏に対する拘束を不法と判断し
ている。他方でビルマ国内では2,100人以上の政治囚が投獄されている。

 当サイト「64forSuu.org」には、ビルマで拘束されている民主化運動指導者アウン
サンスーチー氏を支援する動画や文、画像やTwitterのメッセージを誰でも投稿する
ことができる。「64forSuu.org」は、各界の著名人や世界中の人々に64語でメッセー
ジを書くことを呼びかけ、スーチー氏が依然として自由を奪われている状況に対して
世界が強い怒りを感じていることを示すのが目的だ。この「64語メッセージ」は、来
る 6月19日のスーチー氏の64回目の誕生日に公開される。

 以下の団体が当サイトを支援している:英国ビルマ・キャンペーン、アムネス
ティ・インターナショナル、英国労働組合会議、Not On Our Watch、クリスチャン・
ソリダリティ・ワールドワイド、オープン・ソサエティ・インスティテュート、

Obama condemns Suu Kyi's house arrest

WASHINGTON, May 27 (UPI) -- U.S. President Barack Obama, condemning Myanmar opposition leader Aung San Suu Kyi's house arrest, called for her immediate and unconditional release.

"I call on the Burmese government to release National League for Democracy Secretary-General and Nobel Peace Prize winner Aung San Suu Kyi from detention immediately and unconditionally," the president said in a statement released by the White House Tuesday.

Burma is the former name of Myanmar. Suu Kyi is on trial on subversion charges arising from an incident this month in which an American was accused of swimming across a lake to her house and staying there for at least one night. She has been held under house arrest in 13 of the past 19 years by Myanmar's military junta.

Obama said Suu Kyi's "continued detention, isolation and show trial based on spurious charges" cast serious doubt on the regime's willingness to be a "responsible member of the international community."

He said Suu Kyi, through her action, has represented profound patriotism, sacrifice, and the vision of a democratic and prosperous Burma. He said it is time for the government to drop all charges against her and unconditionally release her and her fellow political prisoners.

今年3月13日より世界各地で実施しておりました、ビルマの政治囚の釈放を
求めるグローバル署名キャンペーンが、5月24日に終了いたしました。
日本からの1万4890筆を含め、世界中から合計65万2179筆の署名が
あつまりました(5月26日現在)。

この間の皆様のご協力に心から感謝申し上げます。

ちょうどこのキャンペーンの取組みのさなかに、アウンサンスーチー氏が
新たな罪状で逮捕されるという報が流れました。
このビルマ軍事政権は、政権維持のためならどんな手段でも用いようと
するところであることがはっきりしています。私たちは、ビルマの解放と
民主化を願う日本と世界中の声をこれからも届け続けたいと思います。

そのことが民主化を推進する大きな歴史の流れをつくるものであり、
そしてビルマの国内で抑圧されている活動家を励ますものであることを

ビルマの政治囚の釈放を最優先課題に
播其文国連事務総長に世界中から650,000以上の署名

ビルマ(ミャンマー)の政治囚の釈放を求める署名キャンペーンが
国際的に行われ、たった10週間で世界220の国と地域から65万を超える
署名が集まった。呼びかけ団体の一つ、ビルマ民主主義フォーラム
(FDB)のナインアウン事務局長は「ビルマのためにこれほど多くの
世界中の人々が一丸となって取り組んだキャンペーンは初めてだ」と
述べた。

署名文は、播其文国連事務総長に対して、ビルマの民主化に向けた
重要な一歩として、すべての政治囚の釈放を事務総長自身が最優先
課題とするよう求めている。おりしも事務総長はビルマを訪問する
ため軍事政権と交渉しており、アウンサンスーチー氏の拘束につい
ても「深く懸念している」と述べている。ノーベル平和賞受賞者で
国民民主連盟(NLD)を率いるスーチー氏の非公開裁判は、今日で
7日目を迎える。今回の裁判に対しては、ASEANからのかつてない
ほどの批判を始めとして、国際社会から強い非難が相次いでいる。
2008年10月以降、ビルマにいる政治囚2,100人のうち、350人以上
が同様に非公開の裁判で有罪判決を宣告された。もっとも長いもの
では禁固104年という厳しい判決が出ている。

ビルマ政治囚支援協会の共同設立者であるボーチー氏は、「世界は
播其文国連事務総長に注目している。事務総長は(軍政との交渉で)
あらゆる手段を用い、アウンサンスーチー氏と全ての政治囚の即時・
無条件の釈放を実現させなければならない。政治囚の釈放なしに
国民和解などあり得ないのだから」と述べた。

署名キャンペーンは、元政治囚や民主化活動家からなるビルマ政治囚
支援協会とビルマ民主主義フォーラムが呼びかけて行われた。世界
各国のビルマ人民主化団体や支援団体に、活動家のオンライン・コミュ
ニティであるAvaazが加わり、署名を集めた。

Avaaz のリッケン・パテル事務局長は、「アウンサンスーチーはビルマの
ネルソン・マンデラだ。国連事務総長は軍事政権に対し、国際社会と
関係を持ち続けるには、アウンサンスーチー氏を釈放することが条件と
なると強く主張するべきだ」と述べた。

「ビルマ人権の日」にあたる3月13日にキャンペーンが始まって以来、
10秒に1人が署名した計算になる。

・2008年10月以降、350人以上の民主化活動家が最長で禁固104年と
 いう非常に厳しい判決を言い渡された。2008年11月以降、230人以上が
 家族と遠く離れたビルマ各地の刑務所に移送された。

Suu Kyi denies charges at trial



The Burmese democracy leader, Aung San Suu Kyi, has spoken for the first time at her trial, and denied breaking the terms of her house arrest.

She was charged after an American swam across a lake to visit her at her home, where she has been detained for 13 of the last 19 years.

တစ္နည္းနည္းျဖင့္ အသိအမွတ္ျပဳေရး၊ ေနာင္လာမည့္ ေရြးေကာက္ပဲြမ်ားအေရး၊ လက္ရိွျပည္သူ
လူထု၏ ဘဝအေျခအေနမ်ား တိုးတက္ေကာင္းမြန္လာေစေရး စသည္တို ့ပါဝင္ေစရန္၊
(ဂ) ေဆြးေႏြးပဲြမွ ထြက္ေပၚလာမည့္ရလာဒ္မ်ားကို ျပည္သူ ့လႊတ္ေတာ္ေရြးေကာက္ပဲြဥပေဒအရ
ဖဲြ ့စည္းမည့္ ျပည္သူ ့လႊတ္ေတာ္တြင္ အတည္ျပဳခ်က္ရယူျခင္းျဖင့္ ၁၉၉၀ ျပည့္နွစ္ေရြးေကာက္ပဲြ
ရလာဒ္ကို အသိအမွတ္ျပဳရာေရာက္ေအာင္ စီစဥ္ရန္၊
(ဃ) လႊတ္ေတာ္က အတည္ျပဳျပီးေသာ သေဘာတူဆုံးျဖတ္ခ်က္မ်ားအရ ထြက္ေပၚလာမည့္
အနာဂတ္နိုင္ငံေရးလမ္းေႀကာင္းအတိုင္း သက္ဆိုင္သူအားလုံးက ဒီမိုကေရစီနိင္ငံေတာ္သစ္
အတြက္ တစ္ညီ တစ္ညြတ္တညး ဆက္လက္ ေဖာ္ေဆာင္သြားရန္တို ့ ျဖစ္သည္။

(၅) ေနာင္ေပၚေပါက္လာနိုင္မည့္ ေရြးေကာက္ပဲြဆိုင္ရာသေဘာထား

အခ်က္မ်ားကို ျပင္ဆင္ေပးလွ်င္၊
(ဂ) အားလုံးလႊမ္းျခံဳ ပါဝင္နိုင္မည့္ လြတ္လုပ္၍ တရားမွ်တေသာ ေရြးေကာက္ပဲြအျဖစ္
နိုင္ငံတကာက ေစာင့္ႀကည့္ေလ့လာမႈကို ခြင့္ျပဳလ်က္ က်င္းပမည္ဆိုလွ်င္၊
အမ်ိဳးသားဒီမိုကေရစီအဖဲြ ့ခ်ဳပ္သည္ ျပည္သူတစ္ရပ္လုံး၏ အက်ိဳးစီးပြားကို သယ္ေဆာင္
နိုင္ေရး ရည္ေမွ်ာ္၍ ေပၚေပါက္လာမည့္ နိုင္ငံေရးပါတီမ်ား မွတ္ပုံတင္ျခင္းဥပေဒနွင့္ ေရြးေကာက္ပဲြနွင့္
စပ္လ်ဥ္းေသာဥပေဒတို ့ကို ေလ့လာျပီး အထူးကိစၥတစ္ရပ္အေနျဖင့္ အေလးထားစဥ္းစား၍ ေရြးေကာက္
ပဲြကို ဝင္ေရာက္ယွဥ္ျပိဳင္နိုင္ရန္ ရည္ရြယ္ေႀကာင္း ဤေရႊဂုံတိုင္ေႀကျငာစာတမ္းကို အေလးအနက္ ထုတ္ျပန္
ေႀကညာလိုက္သည္ ဟုေတြ ့ရိွရပါတယ္။

ဒီေႀကျငာခ်က္အရ NLD အေနနဲ ့တိုင္းရင္းသားေတြ နဲ ့ေရာ ျပည္သူလူထုႀကီးတရပ္လုံးနဲ ့ပါ
တသားတည္းရိွေႀကာင္းျပသလိုက္တာျဖစ္ျပီး လူထုအက်ိဳးစီးပြားတခုတည္းကိုဘဲဦးထိပ္ထားျပီးလုပ္
ေဆာင္ေနတယ္ဆိုတာကိုထင္ဟပ္ေပၚလြင္ေစျပီး နိုင္ငံေရးဦးေဆာင္မႈကိုတကယ္ေပးနိုင္တဲ့အဖဲြ ့အစည္း
ျဖစ္ေႀကာင္းလဲ ကမၻာကိုျပသလိုက္တာျဖစ္ပါတယ္။
တဖက္မွာ နအဖဟာ ျငိမ္းအဖဲြ ့ေတြရဲ့လက္နက္ကိုင္တပ္ဖဲြ ့ေတြကို နယ္ျခားေစာင့္တပ္အျဖစ္
ေျပာင္းလဲဖို ့ေဆာ္ႀသေနေပမဲ့ မေအာင္မျမင္ျဖစ္ေနတာကိုေတြ ့ရပါတယ္။ ေရႊဂုံတိုင္ေႀကျငာခ်က္ေႀကာင့္

ဒါေႀကာင့္ေဒၚေအာင္ဆန္းစုႀကည္ကို ဆက္လက္ထိန္းသိမ္းထားနိုင္ေအာင္အခုအခါမွာမတရားတရားစဲြဆို
ျပီးေထာင္ခ်နိုင္ေအာင္ႀကိဳးစားေနပါျပီ ။ျမန္မာျပည္မွာတိုင္းရင္းသားျပည္သူလူထုႀကီးတရပ္လုံးကယုံႀကည္
ေလးစားျခင္းခံရတဲ့ပုဂၢိဳလ္ဟာေဒၚေအာင္ဆန္းစုႀကည္တေယာက္ဘဲရိွတာေႀကာင့္ အမ်ိဳးသားျပန္လည္
ရင္ႀကားေစ့ေရးနဲ ့လြတ္လပ္တဲ့လူ ့အဖဲြ ့အစည္းထဲကိုျမန္မာနိုင္ငံျပန္လည္ေရာက္ရိွဖို ့မရိွမျဖစ္လိုအပ္တဲ့
အမ်ိဳးသားေခါင္းေဆာင္ျဖစ္ပါတယ္။တာေႀကာင့္ နအဖ တို ့ရဲ့လုပ္ရပ္ဟာ သူတို ့အာဏာဆက္လက္ခ်ဳပ္
ကိုင္နိုင္ေရးဆီကိုဘဲဦးတည္ေနတယ္ဆိုတာထင္ရွားပါတယ္။

2010 Burmese Election may be Illegitimate: Clinton

WASHINGTON — US Secretary of State Hillary Clinton on Wednesday said the Burmese regime’s 2010 national election could be considered illegitimate and not be recognized, if it continues on its current path.

The statement from the US secretary of state may indicate a tougher stand in the Obama administration, which after coming to power had shown earlier signs of considering a softer approach towards the Burmese junta, announcing a review of the US policy on Burma.

Clinton herself had gone on record to say that US economic sanctions against Burma had not worked.

However, the ongoing trial against Aung San Suu Kyi, the Burmese pro-democracy leader, appears to have resulted in a tougher stand from the US.

“We reject their (junta’s) baseless charges against Aung San Suu Kyi, their continuing resistance to a free and open electoral process,” Clinton told senators at a hearing on Wednesday, in reply to a question while testifying before the Senate Appropriations Committee Subcommittee on State and Foreign Affairs.

“If they stay on the track they're on, their elections in 2010 will be totally illegitimate and without any meaning in the international community,” Clinton said in a warning to the Burmese military.


Referring to the ongoing review of its Burma policy, Clinton said: “We are absolutely committed to trying to come up with an approach that might influence the regime.”

A senator asked if it was time for the US to take more affirmative actions to try to influence the military regime.

Clinton said there are several countries that have influence on the Burmese junta. “We are going to try to do our best to influence them to see that this repressive regime is not one that we should continue to support, and hopefully get a greater international base to take action against them,” she said.

Referring to the response the US has received from these countries, Clinton said: “I have been heartened by the response that we have received. I have spoken to a number of the foreign secretaries of Asean countries, who've issued strong statements.”

The United States is working to get more support in the United Nations, Clinton said.

Isolating Burma Isn’t Helpful

The reclusive Burma, a Southeast Asian nation, has once again made headlines in international newspapers and television networks with the arrest of John William Yettaw, an American man on May 6, and the subsequent events.

The charges leveled against Aung San Suu Kyi and her arraignment at the notorious Insein prison has drawn the attention of the world. The detention of Suu Kyi, general secretary of the National League for Democracy, was set to expire on May 27.

Although the whole purpose of the secretive visit has not yet been fully disclosed, it is very likely that the man might have wanted to write about the ordeals Suu Kyi went through during the years of her house arrest. It could also be that the man wanted to know the lady’s views on the future of Burma, especially before the scheduled 2010 election.

The charges and a possible extension of Suu Kyi’s detention have outraged many world leaders from the east to the west. A member from the traditionally silent Association of Southeast Asian Nations (ASEAN) has spoken up against the military junta, this time

"We urge the government of Myanmar to resolve the matter speedily and to release Aung San Suu Kyi immediately and unconditionally, " said Philippine foreign affairs secretary Alberto Romulo on May 17.

While this comment from fellow ASEAN member may have led some to believe that a new tone has come, but this will have very little or no impact on how the Burmese military decides the fate of Aung San Suu Kyi. Under the military dictatorship, the decision of the military leaders becomes the law of the land.

Criticisms have also come in from the western world – leaders from the United Kingdom, European Union, the United Nations, and the United States of America.




"I have determined that it is necessary to continue the national emergency with respect to Burma and maintain in force the sanctions against Burma to respond to this threat," president Obama said in a message to the U.S. Congress on May 15.

While it is not a preposterous development for the United States to extend its traditional policy of sanctions, it is time the administration realizes the limitations of sanctions alone. As long as the U.S. is bent only on sanctions, it will continue to see the deterioration of Burma in the hands of the recalcitrant military rulers.

The policy of isolation minimizes the leverage the United States has on the military leaders. This does not, however, justifies that sanctions do not hurt the military regime. It definitely hurts Burma as a whole, but it simply is not enough to bring a democratic change.

If Washington were to launch a military strike against Naypyitaw, the U.S. isolationist policy will be sufficiently effective. However, this is not the case. The U.S. must engage the military leaders in one way or another. A direct dialogue between heads of states may not be an immediate option; nonetheless the U.S. should somehow engage Burma, possibly through an envoy.

Though China and India have immense business deals with the Burmese military junta, the Burmese people still largely believe that the United States can deliver a solution to the decades-old socio-political problems.

The latest move against Aung San Suu Kyi is not surprising at all. The military understands very well the sympathy and overwhelming support the lady has garnered across the country and around the world. The military still considers Suu Kyi as one of the greatest threats to its government.

The military is unlikely to release the 1991 Nobel laureate before the 2010 election; even if there is any consideration, it will be with condition, such as limiting her movement inside the country.

Taking Burma’s case to the U.N. Security Council will again be unyielding. Even if a presidential statement could be agreed upon, it will largely be a symbolic one, as happened in the past

To have influence on Burma, the United States and European Union, in consultation with Asian nations, should formulate a strategy to engage the military generals. Without a new strategy, the U.S. will continue to have a limited leverage on Burma.

Though it has not contributed to a democratic change, the Asian community has already engaged Burma. It will be easier for the United States and European Union to convince the Asian community to formulate a common engagement strategy on Burma, than asking them to pursue isolationist policy.

The release of political prisoners, including Aung San Suu Kyi, is one concern the east and the west share in common. This can serve as a basis of forming a common strategy.

The military junta is at it again in Myanmar, going after democracy advocate and Nobel Peace Prize winner Aung San Suu Kyi just days before her latest detention sentence was to expire. After an American man visited Ms. Suu Kyi's home and spoke with her, she was arrested.

The charge? Violating the conditions of her house arrest by sheltering the American. Ms. Suu Kyi has been in detention 13 of the last 19 years after her party won the national election in 1990. The generals are afraid of her because she is beloved by her countrymen and symbolizes their quest for freedom.

It will be no surprise if the junta finds another excuse to keep Ms. Suu Kyi under house arrest. The generals seem impervious to international sanctions and other pressures to unshackle Ms. Suu Kyi and Myanmar's suffering people. But that doesn't mean any country should ease up on the military autocrats. Ms. Suu Kyi needs every bit of international support and attention possible to keep her, if not free, at least safe.

Burma exiles warn of growing public outrage





The Burmese government in exile has alerted global governments and organisations
about increasing anger among the population as the trumped-up case against democracy
leader Aung San Suu Kyi begins its second day in Rangoon this morning, Burma time.
The National Coalition Government for the Union of Burma has advised the international
community to have contingency plans in place should the situation boil over in the
coming days.
The area around the prison compound is heavily guarded, roads have been blocked off
and, markets and shops have been told to shut down, as the military regime bolsters itself
for a possible outcry at the treatment of the democracy icon and Nobel Peace Prize
laureate.
Around 70 Burmese were killed and hundreds were imprisoned following the last major
public demonstrations, known as the Saffron Revolution, broke out late in 2007.
"A concerted effort is needed," says the NCGUB's United Nations co-ordinator Dr.
Thaung Htun.
"Major powers like India, China, the US and the EU, as well as regional bodies like
ASEAN, must work together to find a solution to this untenable situation, especially as
things may escalate in the coming days." The UN provides the most effective means of
doing this, says Thaung Htun.
The UN has two viable options, say the NCGUB.
One, is the immediate visit to Rangoon of a Special Advisor to be dispatched from the
United Nations Secretary-General' s office. This advisor would work to defuse current
tensions and to secure the release of all political prisoners, including Aung San Suu Kyi.

Two, an emergency session of the Security Council should be convened to urgently
discuss the situation in Burma and to decide upon what collective action can be taken in
the medium to longer term.
Speaking to both proposals, the NCGUB's UN office co-ordinator, Dr. Thaung Htun says,
"This is exactly the moment the UN was established for. Now is the time when the UN
must lead, to rally all powers, and to show the world it is not prepared to sit idly by as a
massive injustice is perpetrated on the Aung San Suu Kyi and on the people of Burma."
"We call for immediate action through the UN to put an end to this outrageous action on
the part of Burma's military junta."

Junta's 'Machinations' To Keep Daw Aung San Suu Kyi under Arrest Condemned

The National Coalition Government of the Union of Burma (NCGUB) is appalled by machinations of the Burmese military regime to extend the detention of Aung San Suu Kyi on the basis of an uninvited visit to her residence by an American citizen -- John William Yettaw -- who swam across Inya Lake.



She was last heard to be escorted by police to a Special Court inside Insein Prison "to face charges" over the intrusion by the American. Her personal physician Dr Tin Myo Win and her two female companions at home are also expected to appear in court in connection with the case.

Daw Aung San Suu Kyi's residence was already a fortress, heavily guarded by armed personnel at the time of the intrusion and if anyone is to be charged it should be the junta for failing to provide security to the Nobel Laureate under its charge.



The junta has not made any public statement about the case but blogs set up by the junta's Ministry of Information has been claiming that Daw Aung San Suu Kyi can face up to three years imprisonment under Article 22 of the 1975 State Protection Law for breaching the restriction order.



Prime Minister Dr Sein Win said, "It is nothing more than a political ploy to hoodwink the international community so that they can keep Daw Aung San Suu Kyi under lock and key while the military maneuvers its way to election victory in 2010. This should not be allowed to happen."



It is time to stop the generals. The international community should closely monitor the situation and take effective action if the generals decide to continue persecuting Daw Aung San Suu Kyi.



Lest we forget, Daw Aung San Suu Kyi is Burma's democracy icon and only hope for long-lasting peace in the country.

China, India and ASEAN silent over Suu Kyi’s trial

New Delhi (Mizzima) – In the wake of the charges leveled by the Burmese military junta against the country’s pro-democracy leader Aung San Suu Kyi and a trial in Insein prison, there has been mounting international outcry condemning the regime.

But surprisingly, Burma’s neighbours China, India and the Association of Southeast Asian Nations, are conspicuous by their silence.

Nobel Peace Laureate Aung San Suu Kyi was charged for breaching her detention law after an American, John William Yettaw, allegedly swam across Rangoon’s Innya Lake and entered her house.

Regime authorities on Friday formally announced her trial and on Monday held the first hearing.

The junta’s move, however, sparked outrage among the Burmese as well as the international community ranging from intellectuals, campaigners, activists, writers, artists, human rights group, and world leaders.



The United Nations, United States and European Union (EU) lambasted Burma’s ruling junta and demanded the immediate release of Aung San Suu Kyi and other political prisoners. Asian countries including Japan, the Philippines, Indonesia, Malaysia, and Singapore also joined the call.

Foreign Ministers of EU on Monday called for review of fresh sanctions against the junta and urged China and other regional countries to pressurize the Burmese regime to release the opposition leader.

But China, the junta’s closest ally, India and the ASEAN as a group, has so far remained silent over the events unfolding in Burma.

Debbie Stothard, coordinator of Alternative ASEAN network on Burma (Altsean Burma), a group working to promote human rights and democracy in Burma, on Monday said the ASEAN, of which Burma is a member, has the responsibility to pressurize the Burmese regime over its actions as part of enforcing the group’s charter that was ratified last year.

“I am very shocked to see how quite ASEAN’s General Secretary has been, especially since they are supposed to be the main body promoting implementation of the ASEAN charter,” Stothard said.

“We don’t know where he [the Secretary General] is? We don’t hear his voice in this matter,” she added.

Debbie said ASEAN’s silence over the injustice done to Aung San Suu Kyi would encourage the Burmese regime to be more aggressive against her and commit more human rights violations in the country, which will become a threat to regional countries.

“The quieter the ASEAN remains the worse things the SPDC will commit, not just to Aung San Suu Kyi but also to the regional countries,” she said, referring to the junta by its official name – the State Peace and Development Council.

“All these are creating problems for ASEAN,” she added.

Following China is its main rival, India.

India the world’s largest democracy, which is currently busy in the aftermath of the Parliamentary elections, has officially made no statements on Aung San Suu Kyi’s trial.

Tint Swe, Information minister of the Burmese government - National Coalition Government of Union of Burma (NCGUB) in exile - said avoiding criticism of Burma’s military regime is not unusual but has been a tradition for the two regional powers - India and China.

When it comes to human rights and democracy in Burma, both China and India choose to remain silent as they look forward to maintaining a good relationship with the junta, he said.

“It is strange that the two regional powers, India and China, are silent regarding Aung San Suu Kyi but it doesn’t make any difference to us since these two countries have vested interest in Burma,” Tint Swe told Mizzima.

“It has become a tradition for these two countries to keep quite as much as they can when it comes to Burma’s issues,” he added.

Tint Swe said, the recently concluded Parliamentary elections, might be a good excuse for India to remain silent.

“We also don’t expect too much criticism from India of Burma since India has a foreign policy that doesn’t care which government rules Burma. It will try to better relations with it for its own national interest,” Tint Swe added.

India, since 1994 introduced the ‘Look East Policy’ and chose to appease Burma’s military regime rather than condemn its human rights records as it cosies up and looks forward to a warm relationship with the country.

Aung Kyaw Zaw, a Sino-Burma border based observer said, China’s reluctance to criticize the Burmese regime for their injustice against Aung San Suu Kyi could be because of its policy of non-interference in other country’s domestic affairs.

“Simply, they [China] will say Aung San Suu Kyi’s case is Burma’s internal affair,” Aung Kyaw Zaw said.

China is one of the few countries that have maintained friendly relations with Burma’s military rulers. China along with Russia had vetoed a United Nations Security Council Resolution on Burma in January 2007.

Aung Kyaw Zaw said, China’s current interest is to immediately implement the construction of the gas pipeline that will connect Burma’s Arakan state and China’s Yunnan province.

The junta’s move against Aung San Suu Kyi is possibly a kind of amusement for China as it needs a stable regime in power so it can exploit and extract mineral resources from Burma, he added.

Another outrage in Myanmar

It was always a safe bet that the military junta that rules Myanmar was going to come up with some way to extend the house arrest of Ms. Aung San Suu Kyi, Nobel Peace Prize laureate and leader of the prodemocracy forces in her country. The absurd charges leveled against her last week is proof yet again that the government is truly shameless. Responding effectively to this latest outrage poses a challenge - not only for countries that have preferred to turn a blind eye to the junta?s transgressions, but also for regime critics like the United States whose policies have been equally ineffectual in promoting change in Myanmar.
Myanmar, once known as Burma, has been ruled by military juntas since 1962. Their misguided, ill-conceived and paranoid policies have turned one of Asia?s potentially richest countries into an economic nightmare. In 1990, the leadership thought it enjoyed enough legitimacy to hold national elections. It was shocked to discover that the people preferred a representative government. The opposition National League of Democracy (NLD), led by Ms. Suu Kyi, won a landslide victory, but the government refused to honor the results. Instead, it imprisoned thousands of democracy activists, Ms. Suu Kyi among them. While Ms. Suu Kyi has been spared the worst abuses by being subject to house arrest rather than the horrors of Insein Prison, she has nevertheless had her movements restricted for 13 of the last 19 years, and been held virtually incommunicado.



The democracy movement refuses to die in Myanmar, however. Ms. Suu Kyi remains a focal point for human rights advocates around the world, and the NLD continues to press for reform in Myanmar. Their refusal to give up should motivate their friends and allies to maintain their own vigil and to keep pressure on the junta. Plainly, the government - known as the State Peace and Development Council - is not oblivious to international censure. release the democracy activists, the government has developed a "road map to democracy" that is intended to

provide a veneer of legitimacy for its continued rule. Among the markers on that road map are general elections scheduled to be held next year. It has been widely speculated that the junta was looking for a way to hold elections without risking a loss and thereby perpetuate its rule: Having ignored one ballot, that option seemed hard to repeat. Instead, the actions of a U.S. citizen have given the junta the pretext it needed. Mr. John William Yettaw reportedly swam across Inya Lake in Yangon, and spent two days in Ms. Suu Kyi?s lakeside compound earlier this month. Harboring the visitor gave the government the excuse it needed to charge her with violating the terms of her detention; her trial at a special court at Insein Prison begins on May 18. She could be sentenced to up to five years in prison for the offense. Two women who work for Ms. Suu Kyi were also charged. Little is known about Mr. Yettaw. He is said to be a war veteran who lives on disability pay. He is alleged to have visited Ms. Suu Kyi last year as well, but was told to leave. This time, he reportedly swam across the lake and, complaining of diabetes and exhaustion, insisted on staying. He too has been arrested and charged with violating Myanmar?s immigration laws. Ms. Suu Kyi?s house arrest was scheduled to expire May 27. Her supporters expected the order would be extended, even though Myanmar?s law limits house arrest to five consecutive years before the accused must be freed or face trial. Extension of the detention last year - for a sixth year - triggered an appeal by Ms. Suu Kyi, but the junta denied it. This move gives the junta the pretext it needs to extend her arrest and isolation. It also violates one of the three conditions the NLD demanded for its participation in next year?s ballot - the release of Ms. Suu Kyi. An NLD decision to boycott the election would be fine with the junta, as it would ensure a junta win with a minimum of vote chicanery. The rest of the world cannot acquiesce to this farce. All parties must condemn this transparent move to rig the election and silence Ms. Suu Kyi. But condemnation is not enough. There must be actions that send an unequivocal message to Myanmar?s government that business as usual cannot continue. Especially important are the efforts of the Association of Southeast Asian Nations, which has pleaded for engagement with Myanmar - with very little result - and Another outrage in Myanmar |

China, which has hesitated to take action on the pretext of respecting the internal affairs of a neighbor. Neither policy has worked and both undercut desires by ASEAN and China to play a larger regional role. At the same time, however, it must be noted that the hardline position that calls for isolating Myanmar has not worked either. Plainly, a strategy of carrots and sticks is only effective when it is coordinated and all nations work together. The junta must learn that its indifference to accepted norms of international behavior have negative consequences. But there must also be incentives for it to move closer to the international mainstream. That strategy has yet to be developed. The time to do so is now
