CSW RENEWS CALLS FOR UN INQUIRY INTO BURMA’S CRIMES AGAINST HUMANITY ON AUNG SAN SUU KYI’S 65th BIRTHDAY
Christian Solidarity Worldwide (CSW) is marking the 65th birthday of Burma’s democracy leader Aung San Suu Kyi by renewing its call for the establishment of a United Nations Commission of Inquiry, to investigate crimes against humanity and war crimes in Burma. CSW is also calling for a universal arms embargo on the regime.
In March, the United Nations Special Rapporteur on Human Rights in Burma, Tomás Ojea Quintana, recommended a Commission of Inquiry. The recommendation followed his report to the UN Human Rights Council which concluded that the human rights violations perpetrated by the military regime against Burma's ethnic nationalities may amount to war crimes and crimes against humanity. The United Kingdom, the Czech Republic, Australia and Slovakia have expressed support for the initiative. CSW urges other countries to publicly support the idea.
Aung San Suu Kyi, a Nobel Peace Prize recipient who will celebrate her birthday on 19 June, has been held under house arrest for almost 15 years. The latest judgment by the UN Working Group on Arbitrary Detention is that her ongoing detention is in violation of international law. Her party, the National League for Democracy (NLD), won 82% of the parliamentary seats in the election in 1990, but the regime rejected the results, imprisoned the victors and intensified its grip on power with a campaign of violence. The NLD is boycotting the regime’s upcoming elections, planned for later this year, following the introduction of new electoral laws.
CSW’s East Asia Team Leader, Benedict Rogers, author of Than Shwe: Unmasking Burma’s Tyrant, said: “CSW calls for the immediate release of all political prisoners, including Aung San Suu Kyi, an end to military offensives against civilians, and an end to violations of religious freedom. In addition to a commission of inquiry, CSW urges the UN Security Council to introduce a universal arms embargo on the regime. CSW calls on the international community to reject the regime's sham elections, and to increase pressure on the regime to engage in a meaningful tripartite dialogue with Aung San Suu Kyi, the democracy movement and the ethnic nationalities.”

New election laws introduced in Burma by the regime this year effectively barred Aung San Suu Kyi and other prisoners from taking part in the elections, and as a result her party, the National League for Democracy (NLD), refused to register as a political party and thus became a banned organization. The law, based on a constitution imposed after a sham referendum in 2008, introduced conditions that left the NLD little alternative but to boycott the elections.
The human rights situation in Burma is among the worst in the world. Over 2100 political prisoners remain in jail subjected to torture, denial of medical treatment, and dire living conditions. In eastern Burma, over 3,500 villages have been destroyed and at least half a million people internally displaced. Civilians in Karen, Karenni and Shan states are sometimes killed at point-blank range. Forced labour and rape as a weapon of war are widespread and systematic, and the use of child soldiers and human minesweepers is common. In western and northern Burma, the predominantly Christian Chin and Kachin peoples, and the Muslim Rohingyas, are subjected to severe religious discrimination and persecution. Christians and Muslims in urban areas also face serious restrictions and discrimination. Buddhist monks who led peaceful pro-democracy demonstrations in 2007 have been beaten, tortured and sentenced to long prison terms.

世界一斉アクションへの参加をお願い致します。
きたる10月28日、ミャンマー軍事政権と中国政府が手を組んで
進めている「シュエ・ガス・オイル・プロジェクト」を阻止する、
世界一斉アクションを実施致します。このプロジェクトによる
ビルマ国内への深刻な影響への皆様のご理解と、我々と共に、
中国政府へプロジェクト中止を呼びかけるアクションへの参加を
お願い致します。
「シュエ・ガス・オイル・プロジェクト」は、エネルギー不足に頭を
抱える中国政府が主導して、ビルマ南部のヤカイン州沖合の
天然ガス田から、ビルマ国内を横切って、中国まで、天然ガスと
石油を届けようとするプロジェクトです。天然ガスと石油の輸送
パイプラインの建設によって、ビルマ国内への与える影響は、
深刻かつ甚大なものが予想されております。
我々ALD(アラカン民主連盟)は、中国政府等にプロジェクトの
中止を要請するべく、世界一斉に、各国にある中国大使館前で、
抗議アクションを実施致します。
このビルマの置かれている深刻な現実に目を向けて頂けますよう、
皆様のご理解とご協力をお願い致します。

みなさま、
いつもビルマの民主化運動へのご支援、どうもありがとうございます。
2008年11月、ビルマ民主化運動リーダー、ミンコーナイン氏は軍事
政権により懲役65年の刑に処せられました。
ミンコーナイン氏は1988年ビルマ全土に拡がった民主化運動の主役を
担った学生たちのリーダーです。1989年3月、軍事政権により逮捕され、
17年以上の獄中生活を送りました。2004年11月に釈放されましたが、
「88世代学生グループ」の主要メンバーとして2007年8~9月の反軍政
デモの口火を切ったのち再び逮捕・投獄されました。
現在は、ビルマ北東部シャン州のケントン刑務所に一人、収容されています。
視力の低下や心臓病を患っていますが、当局は適切な治療を許可していません。
今月10月18日、ミンコーナイン氏は47歳の誕生日を迎えます。
彼は家族から遠く離れた塲所にある刑務所の小さな独房の中で一人、
47歳の誕生日を迎えるのです。
刑務所の極めて不健康な環境の中、病状の悪化も進み、苛酷な毎日を
過ごしていることでしょう。
世界の仲間はあなたを忘れない、ミンコーナインは一人ぼっちではない、
世界の人々もあなたと共にビルマ民主化のために闘っている:私たちは、
みなさんと共にこのメッセージを獄中の彼に届けたいと思い、
「ミンコーナインを忘れない」というタイトルの下、彼の47歳の誕生日会を
開催します。
そして、ミンコーナイン氏を含むすべての政治囚一人ひとりに思いをはせ、
一刻も早く刑務所から釈放されるよう、アピールしたいと思います。

8月8日はビルマの民主化運動にとって、最も大切な一日です。
今から21年前の8月8日、ビルマの民主化要求運動は首都ヤンゴン
のほかビルマ全国各地で最大規模の盛り上がりを見せました。しかし
ながら、9月、軍はクーデターと無差別発砲により3,000人以上の市民を
殺害。今日もなお、国民が心から願う「民主化」は実現していません。
今この瞬間も、民主化を求め立ち上がった僧侶、活動家、サイクロン被災者
の支援を行った人気コメディアンなど、計2,100人以上が政治囚として刑務所
に収容されており、多くは激しい拷問を受けています。
また、過去15年間で少数民族が多く住むビルマ東部では3,300以上の
村々がビルマ軍により破壊されました。
その結果、100万以上の人々が国内避難民となり、約15万人がタイ・ビルマ
国境の難民キャンプでの生活を強いられています。今年の5~6月にはビル
マ軍はさらにビルマ東部カレン民族への攻撃を強め、新たに4,000人以上の
人々が家を失いました。現在もその状況は悪化するばかりです。
国際社会はこうしたビルマの状況を黙って見ていて良いのでしょうか。
今すぐアウンサンスーチーさんを含む全ての政治囚が釈放され、民主化
勢力と少数民族代表者ら全ての関係者を含めた対話の実現が何よりも必要です。
1988年からの21年間、ビルマの民主化運動に命を捧げた多くの人々、現在も
国内で闘い続ける人々を称え、また強くビルマの民主化を求めて、東京では、
在日ビルマ人の皆さんが例年通り、デモ行進を行います。
ぜひ皆さんもアウンサンスーチーさんのマスクを持って、デモに参加してください!

ビルマにおける軍事独裁主義を打倒するために、民主主義のために、学生
や僧侶、国民全員が参加した「8888ビルマ民主化運動」が2009年8月8日、
21周年目を迎えます。
私たち学生や僧侶、国民全体が闘争に加わり1988年8月8日に起きた8888
民主化運動では、ビルマ社会主義計画党の軍事独裁者らによる虐殺行為にも
かかわらず、私たちは一党独裁制を打倒しました。
しかしながら国民全員が待ち望んでいる真の民主主義はまだ実現しておりませ
ん。8888民主化運動のなかで命を落とされた勇敢な人々、運動の代価となっ
た数々の負傷や流血、軍靴の下からの解放、国民の願い・・・これらのための闘
争はまだ終わっていません。
私たちの闘争を支援してくれた、支援してくれている、各国際機関・団体や個
々人の皆さんに改めてここに感謝の意を表するものです。今後ともビルマの民主
主義獲得のために、皆さんが輪になって支援してくださいますよう、お願い申し
上げます。

民主化蜂起20周年、ビルマ人活動家が団結と日本の支援を訴える

ビルマ(ミャンマー)の民主化蜂起から20周年の8月8日、在日ビルマ人と
支援者ら約千人が東京・品川区でミャンマー大使館への抗議デモをおこなった。
翌9日には、同国の民主化を支援する諸団体の連合体、ビルマ・パートナーシップ
(本部、タイ・チェンマイ)のコーディネーター、キンオーンマーさんが都内の集会
(主催・ビルマ市民フォーラム)で講演、自らの体験を振り返りながら祖国の
現状と民主化へのおもいを語った。彼女は、「この20年間に民主化が実現
できなかったことに失望・落胆する必要はない」と述べ、「正義の闘い」の
勝利をめざして在日ビルマ人が結束するとともに日本の人々が粘り強い
支援をしてほしいと訴えた。(永井浩)

ビルマ(ミャンマー)の民主化リーダーで、ノーベル平和賞受賞者の
アウンサンスーチーさんは、過去19年のうち13年以上もの間を
自宅軟禁下におかれてきました。その拘束期限がやっと切れた今、
不当な起訴によりさらに拘束期間が延期されようとしています。
こうした中、先日お知らせしましたが、スーチーさんの釈放を求め、
応援のメッセージを送ろうという「64語キャンペーン」が行われています。

A mishmash of disparate anti-government groups has not been able to persuade foreign powers to push for Aung San Suu Kyi's freedom.

Reporting from Bangkok, Thailand -- Even as the trial of activist Aung San Suu Kyi approaches a predictable conclusion in a tumbledown prison courtroom in Yangon, the verdict may already be in for Myanmar's pro-democracy movement.
The opposition, already reeling before Suu Kyi's arrest, increasingly appears powerless, divided and incapable of mustering the international intervention needed to topple the country's long-ruling military government. As one opposition leader put it, the prevailing sentiment within the opposition is "outrage and utter hopelessness."
A mishmash of acronyms, ethnic divisions and agendas, seven alliances of about 100 anti-government groups operate inside and outside Myanmar. Galvanized by recent events, the disparate groups have led a chorus of derision for the arrest and trial of Suu Kyi.
International outrage has followed, with President Obama calling the drama a "show trial." But there have been no changes in the government's stance that Suu Kyi, a Nobel Peace Prize laureate, violated the terms of her house arrest by allowing an uninvited American to spend two nights at her highly guarded compound. She faces three to five years in jail.
Hard-core activists are not impressed by the international response.
"We are very thankful the international community is on our side. But this is only lip service," Khin Maung Swe, an executive committee member of Suu Kyi's National League for Democracy, said by phone from Yangon.
Western threats of crippling economic sanctions have yet to materialize, and the government's closest allies, China, Russia and India, have remained silent.
Sources in Myanmar, also known as Burma, have confirmed that officials from China, Myanmar's biggest supplier of consumer goods and the main investor in the resource-rich country's energy and mineral sectors, have visited in recent days to meet with the ruling generals and hold unofficial talks with opposition leaders.
Political scientist and author Aung Naing Oo was once foreign secretary of the All Burma Students' Democratic Front, an armed group involved in the violent 1988 protests that catapulted Suu Kyi to prominence. More recently, Aung Naing Oo, who studied at Harvard and now lives in exile in Thailand, has advocated dialogue between the regime and the opposition.
"Throwing sanctions from 10,000 miles away" won't change the xenophobic mind-set of the regime, he said.
He blames both the opposition and the regime for stubbornness and inaction, what he calls "old general syndrome."
"I'll give you an example: A 16-year-old fights his whole life for what he thinks is right. Now he's a general, he's 70, that's all he knows. These old politicians won't change their minds for the country even if they know this is the right way," Aung Naing Oo said.
With Suu Kyi again detained and many other leaders jailed, the National League for Democracy is facing a crisis of leadership and morale. Moral authority, according to Aung Naing Oo and others, is not enough to carry the day.
"Moral authority has kept the movement alive, given it a lifeline," he said. But "you need to bring pragmatism into the game. As Bill Clinton said, politics is rhetoric and reality. How to combine the two in Burma, I don't know."
Meanwhile, sources in Myanmar say the streets of Yangon, the former capital, are cloaked in a renewed reign of fear, rage and helplessness.
"In every neighborhood of Yangon, there is always one former political prisoner or a family whose son or husband is in jail for political reasons. People are too afraid and too poor to take risks," former prisoner Swe Win said. "Only if someone or some group can successfully initiate a movement so big and so strong for the ordinary people to participate will protests erupt."
As the trial of Suu Kyi resumes, and the reeling opposition scrambles to rally universal support, the people of Myanmar are left with little more than a day-to-day existence and wishful thinking.
"Hope is something that keeps Burmese going," Aung Naing Oo said. "When you are Burmese, you have to have hope; otherwise, you have nothing."

スーチーさんは6月19日に64歳の誕生日を迎えます。これに合わせ、動画や画像、
文、Twitterなどを使ってスーチーさんを応援する「64語のメッセージ」を送ろう
という企画です。
ブラッド・ピット、デイビッド・ベッカム、ボノ、スカーレット・ヨハンソン、ニ

ビルマの民主化運動指導者アウンサンスーチー氏とすべての政治囚の釈放を求める
新しいウェブサイト(64forSuu.org)が、著名人や、非政府組織(NGO)と労働組合
などの賛同を受けて、本日スタートする。このウェブサイトは、アウンサンスーチー
氏釈放を求める国際キャンペーンの拠点となる。
当キャンペーンが開始する本日は、アウンサンスーチー氏の自宅軟禁期限が切れる
とビルマ軍政が定めた日に重なる。国連は、スーチー氏に対する拘束を不法と判断し
ている。他方でビルマ国内では2,100人以上の政治囚が投獄されている。
当サイト「64forSuu.org」には、ビルマで拘束されている民主化運動指導者アウン
サンスーチー氏を支援する動画や文、画像やTwitterのメッセージを誰でも投稿する
ことができる。「64forSuu.org」は、各界の著名人や世界中の人々に64語でメッセー
ジを書くことを呼びかけ、スーチー氏が依然として自由を奪われている状況に対して
世界が強い怒りを感じていることを示すのが目的だ。この「64語メッセージ」は、来
る 6月19日のスーチー氏の64回目の誕生日に公開される。

今年3月13日より世界各地で実施しておりました、ビルマの政治囚の釈放を
求めるグローバル署名キャンペーンが、5月24日に終了いたしました。
日本からの1万4890筆を含め、世界中から合計65万2179筆の署名が
あつまりました(5月26日現在)。
この間の皆様のご協力に心から感謝申し上げます。
ちょうどこのキャンペーンの取組みのさなかに、アウンサンスーチー氏が
新たな罪状で逮捕されるという報が流れました。
このビルマ軍事政権は、政権維持のためならどんな手段でも用いようと
するところであることがはっきりしています。私たちは、ビルマの解放と
民主化を願う日本と世界中の声をこれからも届け続けたいと思います。
そのことが民主化を推進する大きな歴史の流れをつくるものであり、

ビルマの政治囚の釈放を最優先課題に
播其文国連事務総長に世界中から650,000以上の署名

タイ・バンコク
ビルマ(ミャンマー)の政治囚の釈放を求める署名キャンペーンが
国際的に行われ、たった10週間で世界220の国と地域から65万を超える
署名が集まった。呼びかけ団体の一つ、ビルマ民主主義フォーラム
(FDB)のナインアウン事務局長は「ビルマのためにこれほど多くの
世界中の人々が一丸となって取り組んだキャンペーンは初めてだ」と
述べた。
署名文は、播其文国連事務総長に対して、ビルマの民主化に向けた
重要な一歩として、すべての政治囚の釈放を事務総長自身が最優先
課題とするよう求めている。おりしも事務総長はビルマを訪問する
ため軍事政権と交渉しており、アウンサンスーチー氏の拘束につい
ても「深く懸念している」と述べている。ノーベル平和賞受賞者で
国民民主連盟(NLD)を率いるスーチー氏の非公開裁判は、今日で
7日目を迎える。今回の裁判に対しては、ASEANからのかつてない
ほどの批判を始めとして、国際社会から強い非難が相次いでいる。
2008年10月以降、ビルマにいる政治囚2,100人のうち、350人以上
が同様に非公開の裁判で有罪判決を宣告された。もっとも長いもの
では禁固104年という厳しい判決が出ている。
ビルマ政治囚支援協会の共同設立者であるボーチー氏は、「世界は
播其文国連事務総長に注目している。事務総長は(軍政との交渉で)
あらゆる手段を用い、アウンサンスーチー氏と全ての政治囚の即時・
無条件の釈放を実現させなければならない。政治囚の釈放なしに
国民和解などあり得ないのだから」と述べた。
署名キャンペーンは、元政治囚や民主化活動家からなるビルマ政治囚
支援協会とビルマ民主主義フォーラムが呼びかけて行われた。世界
各国のビルマ人民主化団体や支援団体に、活動家のオンライン・コミュ
ニティであるAvaazが加わり、署名を集めた。
Avaaz のリッケン・パテル事務局長は、「アウンサンスーチーはビルマの
ネルソン・マンデラだ。国連事務総長は軍事政権に対し、国際社会と
関係を持ち続けるには、アウンサンスーチー氏を釈放することが条件と

2. ビルマの政治囚について

・2008年10月以降、350人以上の民主化活動家が最長で禁固104年と
いう非常に厳しい判決を言い渡された。2008年11月以降、230人以上が
家族と遠く離れたビルマ各地の刑務所に移送された。

アウンサンスーチーさんの起訴に対して抗議する在日ミャンマー人たち=東京都品川区のミャンマー大使館前で2009年5月14日午後3時23分、山本晋撮影 ミャンマーの軍事政権が軟禁中の民主化運動指導者、アウンサンスーチーさん(63)を特別法廷のある刑務所に連行し、起訴した問題で、在日ミャンマー人ら約150人が14日、東京都品川区の同国大使館前で、早期釈放を求める抗議活動をした。
在日ミャンマー人らは同日昼、大使館前に集まり始め、スーチーさんの状況について説明を要求。応答がなかったため約1時間にわたり「民主化の指導者、スーチー氏を釈放しろ」とシュプレヒコールをあげた。15日も抗議を続けるという。
約20年前にスーチーさんのボディーガードをしていたという同区の会社員、フォンミントンさん(39)は「健康不安が伝えられるスーチーさんを訴追するのは暴挙。(今月末に期限が切れる)軟禁の期間を延ばすための口実作りだ」と語気を荒らげた。【前谷宏】

seek justice and criminal accountability for victims of heinous crimes in
Burma/ Myanmar
Dear Your Excellency,
I would like to request your kind attention in regard to heinous crimes being committed by the ruling military regime in Burma, SPDC, against its own people, particularly for those offenses, which constitute international crimes such as crime against humanity, genocide and war crimes, since the emergence of the International Criminal Court, July 1, 2002, inter alias, as follows:
1. The regime used about 5,000 members of its lackey organization, namely Union Solidarity and Development Association (USDA) and crashed down Daw Aung San Suu Kyi, democracy icon in Burma, and members of the National League for Democracy (NLD) while making organizing trip at Depayin in upper Burma on May 30, 2003. Since that time, Daw Aung San Suu Kyi has been victim of crime and she has been under detention for almost six years. In recent month, UN Working Group on Arbitrary Detention made a ruling that detention of Daw Aung Sun Suu Kyi is against the national laws as well as international laws.
2. The International Committee of the Red Cross issued a global alert on Burma, on June
29, 2007, verifying the regime's criminal violations of the Geneva Conventions, stating that such violations were personally observed by ICRC delegates, that all confidential bilateral negotiations had broken down, and that the crimes by the government were likely to be ongoing. The president of the International Committee of the Red Cross (ICRC), Jakob Kellenberger, stated as follows:
"…I urge the government of Myanmar to put a stop to all violations of international humanitarian law and to ensure that they do not recur. ... I would also like to remind all States party to the Geneva Conventions of their obligation, under Article 1, to respect and to ensurerespect for the Conventions."
3. In September 2007, the military regime brutally suppressed peaceful demonstration of
several thousands of monks, and killed and tortured them. Without paying any regard to the effective Criminal Procedural Code in Burma, the military security forces of the SPDC raided the monasteries, searched the campuses, ruined the properties of Buddhist religion, and seriously tortured the monks.
4. In June 2008, the Amnesty International reported that for 2½ years a human rights
emergency has been occurring in the form of a military offensive by the SPDC army waged against ethnic Karen civilians in Kayin (Karen) State and Bago (Pagu) Division. Accordingly, an estimate of 147,800 people have been and remain internally displaced in Kayin State and Bago Division and many of these people have been subject to widespread and systematic human rights violations including unlawful killings, torture and other ill-treatment, enforced disappearances and arbitrary arrests, the imposition of forced labour including portering, the destruction of homes and villages, and the destruction or confiscation of crops and food stocks and other forms of collective punishment. The research undertaken by AI raises grave concerns that the violations of international human right and humanitarian law against the Karen have been part of a widespread and systematic pattern of crimes which may constitute a crime against humanity.
5. In the wake of the SPDC's criminal negligence after Cyclone Nargis occurred in delta
area of Burma, on May 22, 2008, European Parliament made a resolution on the tragic
situation in Burma, as follows:
Takes the view that, if the Burmese authorities continue to prevent aid from reaching those in danger, they should be held accountable for crimes against humanity and calls on EU Member States to press for a UN Security Council resolution referring the case to the ICC for investigation and prosecution.
6. On 27 February 2009, John Hopkins Bloomberg School of Public Health in the United
States and Emergency Assistance Team (Burma) jointly released a report entitled "After
the Storm; Voices from the Delta" and mention that the SPDC obstructed relief to victims
of the cyclone, arrested aid workers and severely restrained accurate information in the
wake of the worst natural disaster to befall modern Burma. The report charges these
abuses may constitute crimes against humanity through the creation of condition whereby
the basic survival needs of victims cannot be adequately met, "intentionally causing great
suffering, or serious injury to body or to mental or physical health" violating Article
7(1)(k) of the Rome Statue of the International Criminal Court.
7. Rape reports published by ethnic women in Burma including the Shan, Mon, Karen,
Palaung, and Chin (Shan Women’s Action Network, Shan Human Rights Foundation,
Human Rights Foundation of Mon land, Karen Women’s Organization, Palaung’s
Women Organization, Women League of Chin Land and Women’s League of Burma as
well as by Refugees International, document sexual and other forms of violence against
women systematically perpetrated by the junta and even identify perpetrators, give
relevant dates and the battalion numbers of the rapists. Despite that the military regime committed heinous crimes one period after another consistently, the judiciary inside Burma has been keeping silent and no legal action has been taken on the perpetrators for those heinous crimes. The military regime and its lackey perpetrators have been enjoying impunity endlessly and people in Burma lack any protection.
The Responsibility to Protect Doctrine or R2P is a catalyst in transforming the meaning of UN membership and participation in the international community by affirming that with state sovereignty comes the “obligation of a State to protect the welfare of its own people.” It makes clear that in exceptional cases where a State cannot or will not protect civilians the international community has a right to act, and a responsibility to do so. The legal import of UNSCR 1325 to Security Council Actions is that when the council is confronted with evidence of systematic crimes including rape in the context of conflict there should exist a presumption of a threat to international peace and security. In this case such presumption should require a UN Charter Chapter VII referral to the ICC.
In conclusion, I would like to request your Excellency to lead Swedish government and, if possible, European Union to press for a UN Security Council resolution referring the situation of Burma/Myanmar to the ICC for investigation and prosecution in order to seek justice and criminal accountability for victims of heinous crimes there. Only then, repeated crimes will be prevented; the rule of law will be restored; a genuine stability will be established; and a peaceful democratization process will also be facilitated in Burma.

2009年3月13日、「ビルマ人権の日」に当たるこの日、署名キャンペーン「Free Burma’s Political Prisoners Now!」が始まりました(5月24日まで)。4月21日現在、世界5大陸32カ国で199の在外ビルマ人団体やビルマの民主化を求めるグループが参加しています。
これは、国連の播其文事務総長に対して、ビルマ軍政に全ての政治囚を釈放させることを事務総長自身が最重要課題とするよう、求めるものです。
キャンペーンでは、今年2009年5月24日(アウンサンスーチー氏の自宅軟禁をこれ以上延長できない、とビルマの法律上定められた期限)までに888,888筆の署名を集めることを目標にしています。“888888”という数字は、ビルマで過去最大の民主化運動が燃え上がり、そして軍事政権によって弾圧された1988年8月8日(ビルマ人にとっては忘れられない日です)を象徴したものです。
軍事政権が長く続くビルマでは、人権の抑圧が激しく、政治活動の自由や表現の自由はほとんどありません。その結果、現在2,100人以上の政治囚がビルマ各地の刑務所に捕らわれています。軍事政権は、昨年5月の「憲法草案に対する国民投票」など、「見せかけの民主化」プロセスを進めていますが、アウンサンスーチー氏も指摘するとおり、全ての政治囚の即時・無条件釈放がなければ、本当の民主化プロセスとはいえません。

日本では、在日ビルマ人各団体のほか、ビルマの民主化を目指して活動するNGOが協力して、この署名キャンペーンに取り組んでいます。

I am writing as I'd like to request a special favor from you.
I know some of you have already know about the Global signature campaign
" Free Burma 's Political Prisoners Now !!(organized by AAPP and FDB)
" and work so hard for the campaign here in Japan.
The petition calls on the UN Secretary General Ban Ki-moon to make it his
personal priority to secure the release of all political prisoners in Burma, as
the essential first step towards national reconciliation and democratization in
the country. The target symbolizes 8.8.88, the day the junta massacred some
3,000 people who courageously protested in Burma’s largest democracy uprising.
Besides that, in Japan, we added one more point in this letter that; calling on
"the Japanese Government" to give more pressure on SPDC to release of
all political prisoners in Burma. And we will submit the signatures that we
collect in Japan not only to the UN Secretary General Ban Ki-moon but also to
the MOFA.

New Delhi (Mizzima) - The Japanese government has provided election training to Burmese officials, as the Southeast Asian Nation gears up for its general elections in 2010, sources said.
The training on how to conduct an election was given to five Burmese military officials by Japan as part of its support to the junta’s seven-step roadmap to democracy, of which the general election is the fifth step.
Yuki Akimoto, a Japanese activist with the Burma Information Network (Japan) told Mizzima on Monday that she was aware of the training given to the Burmese officials by the Japanese government.
“I am aware that Japan hosted a training facility on how to conduct elections to five officers from the military regime,” said Akimoto, adding that it made her sad to think that Japan is strongly supporting the regime’s election.
The news of Japan’s secret training came as a not-so-surprising fact to Burma observers as Japan has maintained its support towards the Burmese military regime’s roadmap to democracy.
Akimoto said, Japan has encouraged the Burmese junta to conduct a free and fair election and believes that it could bring about a change in Burma through the process.
But she argues that Japan, being Asia’s strongest democracy, should give a closer look at the Junta’s 2008 constitution and urged for a more inclusive process.
Japan, which has created little pressure regarding the junta’s behaviour, voiced its concern over the appalling human rights situation in Burma, when a Japanese photojournalist Kenji Nagai was killed by the military during its crackdown on monk-led peaceful demonstrations in September 2007.
But the Japanese mission to probe the killing of Nagai has revealed little facts and has been left without any official announcement on the punishment to the perpetrator.
Fellow journalists around the world, including press freedom groups, have called on the Japanese government to press Burma to reveal the truth about Nagai’s killing and to take effective action on the perpetrators.
Against this backdrop, Japan has maintained a ‘Quiet Diplomacy’ and has not made public its dealings with Burma’s military government, said Professor Chosein Yamahata, organiser of an international conference on Burma in the Japanese city of Nagoya during the weekend.
Prof. Yamahata said, Japan prefers to be quiet about its relationship with Burma and does not favour the western style of sanctions or the regional countries approach of constructive engagement.
He said it is partly because there is little information about Burma to convince the Japanese government for a policy review towards Burma.
“This conference aims to highlight awareness for both the Japanese people as well as the government on the situation in Burma,” said Yamahata, referring to a conference, held from March 13 – 15, where several Burma analysts, former ambassadors, academicians and intellectuals gathered.
He said the conference is the first of its kind and organisers plan to continue organising such events in order to raise further awareness on Burma.
Japan’s role
Japan, which has been providing Burma in recent years about 3 billion Yen (approximately US $ 18.2 million) in aid, is Burma’s biggest donor. Most of the aids are given in the form of human resources development aid.
But Mark Farmaner, director of the Burma Campaign UK, who was in Nagoya for the conference, said Japan could play a significant role in the process of change in Burma.
He said, Japan is the only country in Asia that can balance the power of China, and is also a member of the Security Council.
But he said the Japanese government’s policy towards Burma is deteriorating in terms of support towards the democracy movement. And Japan seems to be endorsing the junta’s planned 2010 election, which is part of the roadmap that will cement military rule in Burma.
Farmaner added that there is also a lack of awareness among the Japanese people regarding the situation in Burma that could act as a pressure on its government.
Japan’s reluctance
One factor for the Japanese government to maintain its support to Burma’s military rulers is the lack of proper information that could make Japan see the situation in Burma genuinely, Farmaner said.
Akimoto said, there is little media coverage in Japan on Burma, and the Japanese government relies on its embassy in Rangoon for most of its information.
She said, Japan is also reluctant to engage with opposition members but prefers dealing with officials, which leaves its Burma policy at a distance from the reality.
“I think it is really important that the Japanese government expand its source of information [on Burma],” Farmaner said.
Besides, he said, the Japanese people need to be aware of the situation in Burma so as to be able to pressure its government’s policy.
“So far, I don’t think the Japanese government is facing any kind of pressure from its people to change its policy on Burma,” he added.
He said, while in Japan, he along with fellow activists are planning to meet Japanese parliamentarians, the foreign ministry and other civil society groups to raise awareness on the situation in Burma.

BANGKOK, Mar 16 (IPS) - It is a photograph from happier times. Nilar Thein and her husband Kyaw Min Yu look relaxed and free. They both sport warm smiles. Kyaw Min Yu, or ‘Jimmy’, is carrying the couple’s baby daughter.
But it was a brief spark of happiness for the Burmese couple. They are paying a hevy price for being in the vanguard of the country’s pro-democracy struggle, challenging the oppressive grip of the ruling military regime.
The baby was born in May 2007. Three months later, on Aug. 21, Jimmy was arrested with other leading pro-democracy activists for staging street protests against the rise in the prices of oil and commodities in the already impoverished South-east Asian nation.
Nilar Thein’s luck ran out after being on the run for over a year. She was arrested in September 2008. It was not for the first time that she, like her husband, had been jailed for being a political activist. After all, they had met in prison, when they were serving long sentences previously.
But the sentences that the 37-year-old Nilar Thein and the 40-year-old Jimmy received in November 2008 pointed to a sinister plan by the junta, to crush any hint of opposition ahead of the planned general elections in 2010. Nilar Thein and Jimmy, who had served nine-year and 15-year terms respectively, were each slapped with 65-year prison sentences.
Their story – and the picture of the once free couple - is expected to traverse across the globe as part of the largest international signature campaign launched by 150 Burmese groups to secure the release of all political prisoners in Burma, or Myanmar.
The organisers of the Free Burma’s Political Prisoners Now! (FBPPN) campaign hope to collect nearly one million signatures before May 24, the day pro-democracy leader Aung San Suu Kyi is to be released after six years of house arrest, if the junta abides by the law.
Such a high number of endorsements during the 11-week campaign are expected to turn the heat on U.N. Secretary-General Ban Ki-moon, target of the global signature campaign. The FBPPN wants the world body’s top diplomat to ‘’make it his personal priority to secure the release of all political prisoners in Burma, as the essential first step towards democracy in the country.’’
‘’The freedom for all the political prisoners in Burma has become an international benchmark to judge the state of democracy in the country,’’ Soe Aung, spokesperson for the FBPPN campaign, told IPS. ‘’The campaign hopes to reach to a larger group of people concerned about the repression in Burma.’’
‘’As long as political prisoners stay in the jails, there will not be peace and development in Burma,’’ says Su Mon Aye, who became the youngest female political prisoner in the country when she was arrested in April 2000. She was 19 years at the time and an undergraduate student of chemistry.
‘’Those who are released never give up their political activity. They refuse to sign statements promising to stay away from politics,’’ added Su Mon Aye during the Bangkok launch of the global campaign. ‘’We have to fight the government to get our freedoms.’’
Other activists who also served prison terms for their political beliefs are as adamant. ‘’It is high time for the Burmese authorities to release all political prisoners,’’ says Moe Zaw Oo, who was jailed in Rangoon’s notorious Insein prison for nine years following his 1990 arrest for being a political activist. ‘’They are not criminals.’’
Currently, Burmese jails hold over 2,100 political prisoners, up from the 1,200 activists in jails in mid-2007. This jump follows the wave of arrests that followed the peaceful, pro-democracy street protests led by Buddhist monks in September 2007, which was harshly suppressed.
Nilar Thein and Jimmy are among the 23 leaders of the 88 Generation Students group of pro-democracy activists who have received 65-year prison sentences each. The group gets its name from giving leadership as students during the August 1988 pro-democracy uprising, which was brutally crushed by the military - resulting in close to 3,000 deaths.
Burma’s jails hold 220 monks and six nuns, all of whom ‘’have been forcibly stripped of their robes by the authorities and many of them have been tortured,’’ says the FBPPN in a campaign note.
The other political prisoners include 456 members of the National League for Democracy (NLD), the opposition party led by Suu Kyi, 186 female prisoners, and 20 men and women who were volunteers assisting victims of the devastating cyclone that crashed through Burma’s Irrawaddy delta in May last year, killing tens of thousands of people.
The move by the FBPPN to turn to the Internet to secure the nearly million signatures by calling for sympathisers to endorse the on-line petition also places this drive in a new league. It marks a steady shift away from the traditional form such campaigns took – writing letters that were sent in the mail.
‘’The campaign is taking advantage of a medium that has become a powerful tool to get information out of Burma,’’ says David Scott Mathieson, Burma consultant for the global rights lobby Human Rights Watch (HRW). ‘’It is a smart move.’’
‘’Ban Ki-moon will have to redouble the U.N.’s efforts since this campaign will mean a million people will be aware of Burma’s political prisoners,’’ Mathieson told IPS. ‘’This is one the biggest campaigns that aims to show the world just how serious the problem is.’’
The campaign could unnerve the military which has held the country in its grip since a 1962 coup. ‘’Burma’s military leaders could not ignore this unified call,’’ says Aung Zaw, editor of ‘The Irrawaddy,’ a current affairs magazine published by Burmese journalists living in exile. ‘’They are afraid of it, we have heard from our sources.’’

A STATEMENT ON 21TH ANNIVERSARY OF BURMA’S HUMAN RIGHTS DAY
(March 13, 1988)
The brutal gunned down death of an engineering student of the famed Rangoon Institute of Technology (RIT) named Phone Maw on this day 21 years ago, ultimately culminated in the toppling of 26-year authoritarian rule of the late military despot Ne Win and another two successive rules of his Burma Socialist Program Party.
The students’ demands for justice for Phone Maw’s death led subsequently to Daw Aung San Suu Kyi’s debut on the political scene of Burma, heralding an era where the people of Burma made public their desire for freedom and majority rule worldwide. Non-violent political confrontation against the brutality was born along with the death of Ko Phone Maw, and widespread among the political oppositions ever since then.
Over twenty years, a sophisticated “symbolic action” by way of non-violence was overwhelmed among the oppositions both inside and overseas. It was very powerful movement appealing the international community’s sympathy and intervention against the regime’s continuous atrocities and human rights violations. We the oppositions had done a remarkable job pushing Burma’s agenda at the UNSC table to do what the world body has supposed to act upon finally.
The failure part of the UN with its useless rules and regulations, which kept on sending ineffective missions consecutively to Burma, had prolonged the confusion of the international community hoping something good might eventually came out of it for more than a decade. Finally, the UN’s failure to intervene the “Saffron Revolution” in 2007 has concluded that UN has no clue how to handle the regime that has set to go on its own legalizing its endless rule via 2010 elections regardless.
As a result, more than 2000 political prisoners are still held in prisons, not to mention Daw Aung San Suu Kyi and others deprived of their freedom and right to participate in the politics of their country also, has added much credulity and less credibility on the upcoming military farce 2010 elections, certainly to be rigged as most believed.
The prevailing circumstances have reminded us especially the opposition leaders and the ethnic leaders that this is the time for us to find an alternative way to go on our fight to bring down the regime. Remember, we did what we supposed to for twenty years. The failure part is not ours but the UN itself. As a result it is the time for us to abandon the ”UN Approach” and to engage in the “strategic action” that allow the people to join in our struggle by giving them the hope they desperately needed and by convincing them that we can bring down the regime on our own if we really are united. Daw Suu had repeatedly said that if you really want democracy, put your own effort. Don't wait for somebody else. You are the master of your soul. We are on our own to fight back the regime. We are the ones who can make up our own history by showing the world that we can achieve the international standard democracy at our own cost. Our courage, determination and unity will be tested in this battle.
Since we have been calling on the Anti-Dictatorship, People’s Freedom Movement for quite sometime, we strongly believe in the power of the people. While marking the 21TH ANNIVERSARY OF BURMA’S HUMAN RIGHTS DAY, we vow to fight for freedom and democracy in Burma along with the people of Burma until victory.

Ending Burma’s Disconnect

Madame Secretary acknowledges reality:
“Clearly, the path we have taken in imposing sanctions hasn’t influenced the Burmese junta,” she said, adding that the route taken by Burma’s neighbors of “reaching out and trying to engage them has not influenced them, either.”
The best possible policy the US could pursue at this point would be to connect Burma to American products, ideas and influence, rather than ceding them completely over to India, China and Thailand. While the generals skillfully play off their neighbors over gas and other resource exploitation contracts, America is shut out in the cold with little to show for it.
Pointing our fingers and chanting “Bad, Bad” is not going to dissuade the junta’s behavior nor convince its neighbors to change course.
A more engaged America can find ways to finesse the worst aspects of Burma’s misrule (the rampant drug trade, the hazardous health pandemic incubation policies, increased instability from conflicts within and around its borders) while profitably (in an advancement of national interest sense) exploiting suspicions among its neighbors about each other’s intentions to the hilt.
