Burma: Military junta challenges opposition to contest elections ,ビルマ: 軍の会議は選挙を争うために反対に挑戦する


Rangoon, 7 July (AKI) - Burma's military government has challenged the opposition led by pro-democracy leader Aung San Suu Kyi to contest the 2010 general elections.

In an article published in the pro-government English language daily, New Light of Myanmar , the military junta also told Suu Kyi's National League for Democracy party to forget the results of the "illegal" elections in 1990 in which the NLD won a landslide victory.

The article in the newspaper was entitled "Goodbye 1990 Election Results".

In 1990, the NLD obtained 82 percent of the parliamentary seats in the first free legislative elections to be held in Burma since the military coup in 1962.

The election results were never recognised by the Burmese authorities, who banned the NLD and various other parties and also cracked down on the activists involved in the opposition movement against the junta.

The article in the state-backed newspaper also said that the results of the May referendum on a new constitution showed a clear desire on the part of the Burmese people to create "a new, modern and developed democratic nation."

The Burmese government said that more than 92 percent of the people who voted in the May referendum approved of the constitution that they had labelled "a roadmap to democracy".

FOR IMMEDIATE RELEASE: In the past year, the Chinese government has made a number of assertions about its relationship and role in Burma, many of which are misleading or inaccurate. 8-8-08 for Burma provides the following two-part analysis of Beijing’s recent statements.

The first part of the analysis addresses points publicly made by the Chinese government. The second addresses China’s response to the humanitarian disaster wrought on Burma’s southern delta region by Cyclone Nargis on May 2nd, 2008.

INTRODUCTION
Over the past three years, China has come under increasing attention for its ties to the military regime in Burma led by Senior General Than Shwe. On September 18, 2007 Burma advocates held protests in 10 countries, spanning four continents, targeting Chinese embassies and consulates and expressing solidarity with pro-democracy protests that had engulfed Burma in the previous month. On that same day, leaders of the 88 Students Generation pro-democracy movement inside Burma released a public letter to Chinese leaders. Both protesters and the 88 Students Generation condemned China’s ongoing support for the Than Shwe regime, and implored Chinese leaders to do more to encourage democratic reform in Burma. As Buddhist monks and nuns took leadership of the protests in Burma shortly thereafter, Nobel Peace laureate Jody Williams published an article in the Wall Street Journal calling on the international community “to pressure China’s leaders to use their considerable influence in Burma”.

China’s role in Burma was again brought into the spotlight when General Than Shwe blocked shipments of aid and international aid workers from reaching the 2.4 million people affected by Cyclone Nargis. These actions prompted foreign governments and human rights organizations to pursue numerous avenues of pressure and appeals, including calling on China to use its influence in Burma to remove restrictions on humanitarian access.

China has responded to this attention by making statements in international and Chinese media outlets, and at the United Nations Security Council where it is a veto-wielding member, defending its approach to Burma and denouncing the positions of its critics. China has advocated for a soft approach of “consultations” with the Burmese military junta, citing supposedly positive steps General Than Shwe and his junta have taken towards democratic reform.

A careful assessment of China’s characterization of its own actions vis-à-vis Burma fails to withstand reasonable scrutiny, revealing that China’s actions have actually hampered efforts for peace and democratic opening in Burma.

CHINA’S CLAIMS
China has defended its role in Burma in the past year by putting forward five main arguments, each of which fails to hold water.

CHINESE CLAIM 1:
There is no “special relationship” between China and Burma.

ANALYSIS:
Chinese Ambassador to the United Nations Wang Guangya has referred on numerous occasions to the facts that China is an immediate neighbor to Burma and a permanent member of the United Nations Security Council to explain why China wishes as much, if not “more than any other country in the world, to see political stability, economic development and national unity” in Burma .

China is one of Burma’s largest trading partners and foreign investors – mostly in extractive industries such as natural gas, mining, and logging – and is expected to sign a US$1 billion contract in 2008 to construct a pipeline carrying oil and natural gas through Burma and into western China . China has invested extensively in Burmese infrastructure like roads and ports on the Bay of Bengal and Andaman Sea – a strategic move to streamline China’s energy acquisition since over 90% of China’s oil is currently delivered by ocean-going tanker .

China has also been the regime’s most important defender in the United Nations, blocking and weakening measures that would compel the generals to end their widespread violence and abuse of Burma’ 55 million citizens. Moreover, while many other countries have placed arms embargoes on Burma, China has sold US$2-3 billion in weapons and military equipment to Burma .

REALITY:

In addition to being an immediate neighbor of Burma with significant geo-political interests, China also has an unparalleled economic relationship with Burma. The result is unrivaled influence upon Senior General Than Shwe and the Burmese junta. The actions of China, more than any other country, have facilitated abuse, repression, and potential crimes against humanity in Burma.

CHINESE CLAIM 2:
“Pressure would not serve any purpose” in dealing with Burma. Rather, progress “is undeniably being made, slowly and steadily,” as a result of “consultations” with the Than Shwe regime

ANALYSIS:
China’s opposition to using sanctions and pressure on the Than Shwe regime, its advocacy for soft measures (chiefly in the form of bilateral “consultations” and economic encouragement), and its insistence that the junta is making progress ignores a clear pattern of intransigence on the part of the Than Shwe regime. The disparate, even conflicting, responses of the international community have meant that ethnic cleansing continues unabated, as does widespread repression of democracy activists. Than Shwe’s regime also continues to flout international law related to forced labor, child soldiers, and the treatment of women.

Following crackdowns on monk-led protests in Burma in late 2007, China increased the strength of its rhetoric vis-à-vis Burma and the Than Shwe regime, participating in a UN Security Council Presidential Statement that “deplored” the regime’s use of force against peaceful protesters. The regime’s response – taking the violence off the streets (and into prisons), inviting two previously-barred UN envoys into the country for stage-managed visits, and reinvigorating their “7-Step Roadmap to democracy” – was emblematic of how the regime deals with soft pressure; they do the bare minimum to create an illusion of progress, only to backslide once the pressure recedes.

Another way the regime responds to soft pressure is to ignore it altogether – for example when General Than Shwe refused to postpone its scheduled May 10 constitutional referendum or even to receive phone calls from UN Secretary General Ban Ki-Moon in the week following Cyclone Nargis.

REALITY: Than Shwe’s regime has demonstrated that it does not respond to soft measures, except with superficial developments meant to curb international pressure and continued repression, abuses, and atrocities.

CHINESE CLAIM 3:
“China firmly supports the Secretary General’s good offices” . “China supports ASEAN in playing a leading role in the Myanmar issue”.

ANALYSIS:
China has consistently undermined the good offices of the UN Secretary General, vetoing efforts to empower the UN Secretariat with a mandate from the UN Security Council and engaging in behind-the-scenes bilateral consultations with Burma’s military junta instead.

China first vetoed putting Burma on the UN Security Council agenda in 2006, and then vetoed a US-sponsored resolution on Burma on January 11, 2007. Shortly after casting its no-vote, Chinese state-owned enterprise PetroChina received extraction rights for 6.5 trillion cubic feet of natural gas off Burma’s western coast from the Than Shwe regime – despite having been outbid by India .

In May 2007, UN Secretary General Ban Ki-Moon and the Association of Southeast Asian Nations (ASEAN) expressed their concern for the lack of tangible progress towards democratic reform in Burma and called for the release of Nobel Peace laureate and General Secretary of the election-winning National League for Democracy, Aung San Suu Kyi. China refused to support these calls for Aung San Suu Kyi’s release, on the grounds that her detention is Burma’s “internal affair” .

REALITY: China has consistently undermined the ability of the United Nations and multilateral organizations like ASEAN to effectively address Burma’s human rights crisis, instead pursuing its own interests.

CHINESE CLAIM 4:
“China has made its due efforts to promote stability in Myanmar and encourage the Myanmar government to continue its engagement with the international community” .

ANALYSIS:
China has taken some positive steps on Burma, such as hosting talks between the Than Shwe regime and then-US Deputy Assistant Undersecretary of State in June 2007 and more recently stating a desire for democratic reforms and more openness in Burma. However, since 2006 when Burma was placed on the agenda of the UN Security Council – a move China opposed – China has been a relentless supporter of Burma’s military regime, continuing its economic and military support, and thwarting attempts by the United Nations to address the junta’s abuses and atrocities.

At the same time, China has increased trade with Burma, continued to sell military equipment to the regime, signed large deals for natural gas extraction, given soft loans to the generals, vetoed a non-punitive UN Security Council resolution on Burma, and weakened two UN Security Council Presidential Statements on the situation in Burma.

REALITY: For at least the past two and a half years, essentially all of China’s actions supported the military regime in Burma, enabling its atrocities and repression.

CHINESE CLAIM 5:
Linking China’s Burma policy and the Olympics would be “inappropriate and unpopular” .

ANALYSIS:
China’s goals as Olympic host to highlight its “peaceful rise” and be seen as a responsible stakeholder in the global community directly conflict with its ongoing support for Burma’s atrocity-committing regime. China’s relentless support for General Than Shwe and his junta tarnishes the ideals and legacy of the Olympic movement, and should urgently be called into question.

However, Beijing’s leaders have an opportunity to demonstrate global leadership in resolving Burma’s current crisis – one that includes the world’s longest currently-running armed conflict, the world’s largest number of child soldiers, and potential crimes against humanity. By taking a leading role in resolving Burma’s crisis, the leadership in Beijing could not only mitigate the global controversy around its hosting the Olympics, but directly do justice to the fundamental principles upon which the Olympic movement was built.

REALITY: China’s goals as Olympic host are in direct conflict with Beijing’s Burma policy, promoting repression and atrocities instead of the fundamental principles of the Olympics – human dignity, peace, and brotherhood.

CHINA’S REACTIONS TO CYCLONE NARGIS
Despite compelling evidence of a major humanitarian disaster in Burma following Cyclone Nargis, China’s ongoing defense of Burma’s military regime has hindered global efforts to accurately assess and respond to the catastrophe in the Irrawaddy delta region, potentially costing tens of thousands of lives.

ISSUE 1: CHINESE RELIEF AID TO BURMA POST-CYCLONE NARGIS
China’s humanitarian aid to Burma after Cyclone Nargis served to further Beijing’s vast economic relationship with the Than Shwe regime rather than provide timely assistance to cyclone survivors.

In the first days following Cyclone Nargis, Beijing’s leaders committed $1 million to relief in Burma. They later increased their commitment by a further $4.3 million for post-disaster reconstruction as well as relief. Incredibly, $500,000 of the initial commitment went in cash to the junta, without a public accounting as to how those funds have contributed to the relief of 2.5 million displaced by the cyclone . Moreover, China’s contribution to cyclone aid is trivial when considered in the context of its huge economic relationship with Burma – China’s total commitment is less than 3% of one interest-free loan made to the Than Shwe regime in 2006, a time when the regime was increasing attacks in eastern Burma that have displaced 1.5 million people.

ISSUE 2: CHINA ASKS INTERNATIONAL COMMUNITY NOT TO ‘POLITICIZE’ AID
China’s appeals to the international community not to ‘politicize’ cyclone relief to Burma are misplaced and call into question China’s strong and ongoing support for the Than Shwe regime’s “7-Step Roadmap to Democracy.”

While the Than Shwe regime refused to allow foreign aid and aid workers into Burma after the May 2 cyclone, and then diverted national resources from cyclone relief to a previously-scheduled constitutional referendum only one week later, China called on the international community – not Burma’s generals – not to “politicize” aid to Burma .

By discouraging international pressure on the junta to allow unfettered aid and access into Burma and yet again pursuing bilateral consultations instead, China undermined the efforts of the international community to find a comprehensive solution to Burma’s post-cyclone humanitarian crisis. At the writing of this paper, aid continued to only trickle in and the small measures taken by the Than Shwe regime – such as allowing in a 50-person Chinese medical team – are having only a trifling impact on a major humanitarian disaster. In contrast to its timely and appropriate reaction to its own May 12 earthquake, China facilitated the denial of life-saving aid to the 2.4 million people affected by Cyclone Nargis in Burma.

URGENT ACTION NEEDED ON BURMA
Following last fall’s uprisings and Cyclone Nargis, the situation in Burma is dire and in need of radical change. Significant pressure urgently needs to be exerted on the Than Shwe regime from the international community as well as from inside the country. Because of its unrivaled influence with the Than Shwe regime, China should drastically increase the strength of its public statements on Burma and call for genuine dialog between the Than Shwe regime, ethnic representatives, and the democracy movement led by Nobel Peace laureate Aung San Suu Kyi. China should also join the international community in taking concrete steps to cut the Than Shwe regime off from the flow of arms.

If China fails to use its leverage with the Than Shwe regime to facilitate genuine democratic reforms and the creation of a political environment conducive to humanitarian relief before the Olympics, it will be regarded as culpable for the deaths of countless thousands of innocent civilians. China will be seen as a country that chose to pursue its own interests in Burma at devastating human cost – characteristics unbefitting an Olympic host.

The Beijing Games are set to open approximately one year after Burma’s Saffron Revolution, and exactly twenty years after a months-long democracy movement in Burma that culminated in nation-wide protests on August 8, 1988. China should take immediate action to help bring Burma’s crisis to an end before this important day.

August 8, 2008 can be a day to celebrate human achievement and perseverance - in China, in Burma, everywhere. But only if China takes action now.

Repressive regimes continue to play the sovereignty card regardless of international condemnation, and the military regime in Burma is no exception. The military regime's decision to block humanitarian aid following the cyclone disaster should really come as no surprise. The international community clearly remains at the mercy of regimes that scoff at the Responsibility to Protect.

The Responsibility to Protect (or R2P, as endorsed by UN Security Council Resolution 1674, affirming the responsibility of all to prevent or stop genocide, war crimes, ethnic cleansing, or crimes against humanity) is a noble principle: sovereignty is contingent upon the state's ability to protect its citizens. Burma's military regime has shown absolutely no interest in doing so, but quite the opposite -- even in the case of a "natural" disaster. French Foreign Minister Bernard Kouchner has advocated that the principle of R2P justifies overruling the Burmese military junta's right to territorial sovereignty.

Originally, Gareth Evans, Director of the International Crisis Group, strongly disagreed, arguing that Kouchner's approach would create a precedent to intervene in post-disaster environments, which would potentially undermine the general consensus that currently exists in the developing world vis-à-vis R2P. Many other humanitarians have also voiced their opposition to engaging in non-authorized intervention. They (mistakenly) assumed such intervention requires the use of force. The result? An international community yet again bowing down to the wishes of a repressive regime; a terribly inadequate in-country humanitarian response to save lives; and an increasingly high death toll. It is high time that alternative approaches to humanitarian intervention be considered that depend less on potentially resistant governments -- approaches such as people-centered tactics and nonviolent action. In other words, what nonviolent options exist for civilian protection and non-consensual humanitarian intervention?

Supplying Civilians In Defiance of Governments: the Berlin Airlift and Biafran War

Turning to history provides some insights. The Berlin Airlift, for example, is renowned for its logistic bravado and accomplishment but not appreciated enough as an imaginative and in many ways last-ditch effort to avoid a descent into what might have become a third world war. The division of Germany under Allied Occupation after World War II took place under increasing tensions between the Allies and the Soviet Union.

Berlin, geographically isolated in the Soviet-controlled section of Germany (East Germany), remained under four-country jurisdiction (France, Great Britain, US, and the USSR). In 1948 these tensions came to a head as Stalin sought to force the Allies from the city of Berlin by blocking all land (road and rail) and water access to the city. From June of 1948 through September of 1949 -- under orders from President Truman -- food, fuel, and emergency medical material were flown into West Berlin by air. In spite of some extremely harsh weather, the US Air Force, with some British support, managed to fly more than two million tons of goods into West Berlin in 270,000 flights. Granted, the Berlin airlift was carried out by the military under conditions of nuclear brinkspersonship, but the airlift itself demonstrated that even a large city could be supplied through surprisingly nonviolent means.

Another example of non-traditional intervention was in response to the military blockade of Biafra in the late 1960s. The political leadership of the southeastern Biafra region of Nigeria, inhabited largely by members of the Ibgo ethnic group, attempted to secede after a dubiously-conducted Nigerian national election. Biafra declared independence in 1967. The Nigerian government responded with a military blockade to retake the secessionist and oil-rich territory.

Thus began the catastrophe of Nigeria's civil war. Western governments simply stood by, more concerned about access to oil than about the unfolding atrocities. Unlike the Berlin Airlift, the intervention in Biafra was led by a group of faith-based organizations. According to an article by Hugh McCullum on AfricaFiles.org [5], for almost two years their unsanctioned airlifts "kept a small, breakaway West African state alive, refusing to allow starvation to be used as a weapon of war." This was perhaps one of the most audacious and activist leadership roles ever taken on by non-state actors.

The effort, called Joint Church Aid (JCA), flew over 5,000 missions (up to 50 flights per night) delivering some "60,000 tons of humanitarian aid and saved millions of lives." Each flight violated one or more international laws. The pilots remained undaunted despite the extreme danger posed by the guns and bombs of the Nigerian forces intent on enforcing the Biafran blockade. According to a 1999 account of the mission published in Flight Journal magazine:

"Each night their pilots would be given a new password for clearance to land at Uli airfield… As many as 20 aircraft at once, in total darkness, would circle a directional beacon hung from a tree… they were allowed only dim kerosene lantern runway lights for the final few seconds of their approach. The instant their tires touched, the lights were extinguished."

Biafran workers took just 20 minutes to unload each flight; the commodities then made their way to a network of more than 2,000 feeding centers. The JCA lost 25 pilots and crew. "Despite JCA's best efforts," says McCullum, "it is estimated some 2 million Biafrans starved to death." Without significant political pressure from the West, Nigeria's central government prevailed.

Technologies for Nonviolent Humanitarian Interventions

Airdrops are another option and need not be limited to material supplies. Trained personnel could be parachuted in and picked up again at designated sites to ensure that medical services are provided in addition to the material. High-resolution satellite imagery is already available for Burma, which would greatly facilitate the coordination of non-authorized, nonviolent intervention. Days after the cyclone, cargo planes loaded with food and medical supplies still remained grounded on the tarmac of Bangkok's international airport while the death toll in Burma increased.

Conversations among several non-profit organizations are taking place about the potential use of un-piloted aerial vehicles, or UAVs, for humanitarian response. SnowGoose, for example, is a UAV designed for cargo delivery. The aerial vehicle can carry more than 500 pounds and has a range of 200 miles. The UAVs could be used to support the informal humanitarian response network in Burma, which the Wall Street Journal (May 23, 2008) reports has sprung into action to fill the vacuum left by the inaction of the military junta.

The response network includes Buddhist monks, Internet-savvy activists, and pro-democracy students. UAVs are increasingly affordable and easy to fly. Indeed, a group from Torino, Italy, has developed a prototype that costs less than $12,000 and uses Global Positioning Systems (GPS) to fly to designated points. Furthermore, one would not need to enter Burma to use the UAVs, but rather could operate the planes from the Thai-Burmese border. Indeed, UAVs could be used to monitor the movement of military units within Burma and to communicate this information via radio to local villages or via mobile phones and SMS to members of the informal network distributing food and medical supplies. In addition, UAVs can provide evidence of human rights violations and atrocities.

Inflatable satellite communication devices also exist. GATR-Com, for example, is an "ultralight, ultraportable antenna tucked inside an inflatable shell that can pull down a superfast broadband satellite connection at any location," according to Popsci.com. The beach-ball-like device easily fits into a backpack and is inflated with a small pump. While only for short-term use, GATR can be used to provide additional geospatial imagery and communication channels for Burmese relief workers to coordinate the distribution of supplies.

Mobile phones and radios can also play an important role in coordinating non-authorized humanitarian response. Even before the cyclone, the Burmese opposition was coordinating their efforts using these technologies. According to a Burmese dissident in hiding speaking to the Asia Times in February 2008:

"The phone and the radio are very important now. I always take them wherever I go. They are next to me when I sleep. The radio has become a social weapon for me and for our movement. It is how the messages against the military regime are broadcast by us and others against them."

Groups like InSTEDD.org [6], a new nonprofit organization, are already developing technologies that integrate Google Earth, Global Positioning Systems, and mobile phones. This means that anyone in Burma with a mobile phone and GPS unit could text an alert in real time, which would immediately be geo-located on a password-protected Google Earth interface. With one click, the text message can be automatically forwarded to any number of mobile phone users within a given perimeter, allowing for truly networked communications and real-time situational awareness.

These text messages can also be encrypted as needed to ensure data security, and different SIM cards can be used to ensure that the military is unable to trace the phones to their users. The current resistance movement in Burma is particularly savvy in using such tactics. Furthermore, activist communications networks like DigiActive, Frontline SMS, and MobileActive continue to identify and/or develop new tactics that successfully ensure data security.

It is not acceptable to let regimes like Burma's military junta dictate the rules of humanitarian intervention. With each day that cargo planes were forced to remain grounded, thousands of additional lives were lost. When a coercive regime like Burma's fails to uphold its responsibility to protect, the obligation becomes squarely ours, which means that we, the humanitarian community, also failed in Burma. Diplomatic pressure, lobbying, and advocacy are certainly important and necessary actions. However, this top-down pressure needs to be complemented with nonviolent, tactical, proactive, and bottom-up response measures that draw on existing networks, local capacities, and available technologies.

Helping Burmese

Post-cyclone, global nonprofit organizations are struggling to help Burmese meet their needs.

The American Friends Service Committee (www.afsc.org [7]) is assisting the monastic school network, providing medical supplies, food, fuel, shelter materials, and water purification equipment. Donations are needed.

အရင္ကေတာ့ ထိုရြာသားမ်ားသည္ ဒီေရေတာ၀င္အပင္မ်ားကိုထင္းအျဖစ္လည္းေကာင္း၊ အိမ္ေဆာက္သည့္အခါ လိုိအပ္ ေသာ တိုင္အျဖစ္ မဒမ ပင္မ်ားကိုလည္းေကာင္း ခုတ္ယူကာ အပင္ငယ္မ်ားကို ႏြားစာအျဖစ္ ရိတ္ယူသံုးစြဲ ခဲ့ၿပီး ထူးထူး ေထြေထြ တန္ဖိုးထားျခင္း မရွိခဲ့ၾကေပ။

ဧရာ၀တီတိုင္းအတြင္းမွ ေဒသခံမ်ားအေနျဖင့္ ဒီေရေတာမ်ား၏ တန္ဖိုးကို နားမလည္ျခင္းမွာ ၀မ္းနည္းဖြယ္ရာ ျဖစ္ၿပီး အစိုးရႏွင့္ သဘာ၀ပတ္၀န္းက်င္ထိန္းသိမ္းေရးအဖြဲ႕မ်ားအေနႏွင့္ ေဒသခံမ်ားကို ဒီေရေတာမ်ားအေၾကာင္း ပညာေပးမႈ အားနည္းခဲ့ဟန္တူေၾကာင္း သူက သံုးသပ္ေျပာဆိုသည္။

သူသည္ ရန္ကုန္ၿမိဳ႕မွ ဧရာ၀တီတိုင္းရွိ ေလေဘးဒုကၡသည္မ်ားကို ဆန္ႏွင့္ အ၀တ္အထည္မ်ား သြားေရာက္ လွဴဒါန္းေသာ အလွဴရွင္တဦးျဖစ္သကဲ့သို႔ ျမန္မာႏိုင္ငံ သဘာ၀ပတ္၀န္းက်င္ ထိန္းသိမ္းေရးအဖြဲ႕မွ အဖြဲ႕၀င္ ပညာရွင္ တဦးလည္း ျဖစ္သည္။

“အရင္ လြန္ခဲ့တဲ့ ငါးႏွစ္ေလာက္တုန္းက သံဒိတ္ရြာကေန အေပၚ ႏွစ္ရြာ သံုးရြာေလာက္ထိ ဒီေရေတာေတြရွိေသး တယ္။ ၿပီးခဲ့တဲ့ သံုးႏွစ္ေလာက္ကမွ အစိုးရက လယ္ယာခ်ဲ႕ထြင္ခိုင္းေတာ့ အေရွ႕ရြာေတြက ဒီေရေတာေတြကို ခုတ္လိုက္ၾကၿပီး လယ္ယာေတြ လုပ္လိုက္ၾကလို႔ ဒီအပင္ေတြက သံဒိတ္ရြာနားမွာပဲ က်န္ေနခဲ့တာလို႔ ရြာခံေတြက ေျပာတယ္”ဟု သူၾကားခဲ့ရသည္ကို ျပန္ေျပာျပခဲ့သည္။

ထိုသံဒိတ္ေက်းရြာလိုပင္ ဧရာ၀တီတိုင္းအတြင္း ဒီေရေတာမ်ားက်န္ရွိေနေသးေသာ ေနရာေဒသမ်ားျဖစ္ၾကသည့္ ဘိုကေလး ၿမိဳ႕နယ္တြင္းမွ မိန္းမလွကၽြန္း၊ ပ်ဥ္ဒရယ္ ႀကိဳး၀ိုင္းအနီးရွိ ရြာမ်ား စသည့္ေနရာမ်ားမွာ မုန္တိုင္းဒဏ္ခံခဲ့ ရ ေသာ္လည္း ျပင္းျပင္းထန္ထန္ ခံရျခင္းမရွိဘဲ လူအေသအေပ်ာက္လည္း လံုး၀ မရွိခဲ့ေၾကာင္း သိရွိခဲ့ရသည္။

ဧရာ၀တီတိုင္းအတြင္း ဒီေရေတာပမာဏေလ်ာ့နည္းလာျခင္းေၾကာင့္ နာဂစ္မုန္တိုင္းဒဏ္ကို ျပင္းထန္စြာခံရၿပီး လူ အေျမာက္အမ်ားေသဆံုးရျခင္းျဖစ္ေၾကာင္း အက္ဖ္ေအအိုမွ သစ္ေတာေရးရာပညာရွင္ ဂ်န္ဟိုင္ႏိုက ေျပာၾကားခဲ့ သည္။

ဧရာ၀တီတိုင္းအတြင္းရွိ ဒီေရေတာအမ်ားစုကို လယ္ေျမခ်ဲ႕ထြင္ရန္အတြက္ ခုတ္ၿပီး လယ္ယာေျမ အသြင္ေျပာင္းခဲ့ သကဲ့သို႔ ငါးေမြးကန္မ်ား၊ ပုစြန္ေမြးလုပ္ငန္းမ်ားအျဖစ္လည္း ေျပာင္းလဲခဲ့ေသာေၾကာင့္ ထိုေနရာေဒသမ်ားတြင္ ေန ထိုင္ၾကေသာ ေဒသခံမ်ားမွာ နာဂစ္မုန္တိုင္းက်ေရာက္သည့္အခါ ေလျပင္းတိုက္ခတ္မႈကို အကာအကြယ္မဲ့ခံၾကရ သျဖင့္ လူအေသ အေပ်ာက္ မ်ားရျခင္းျဖစ္ေၾကာင္း သူကလည္း သံုးသပ္ေျပာဆိုခဲ့သည္။

ျမန္မာႏိုင္ငံတြင္ ယခင္က ဒီေရေတာ ပမာဏ ဧကေပါင္း ၅၇၀၀၀၀ ေက်ာ္ရွိခဲ့ၿပီး ၂၀၀၆ ခုနစ္တြင္ ဧက ေပါင္း ၇၀၀၀၀ ခန္႔သာ က်န္ေတာ့သည္ဟု သဘာ၀ပတ္၀န္းက်င္ ထိန္းသိမ္းေရးပညာရွင္မ်ား၏ သုေတသနျပဳခ်က္မ်ား အရ သိရွိရသည္။

ျမန္မာႏိုင္ငံတြင္ ဒီေရေတာမ်ားကို ဧရာ၀တီတိုင္း၊ ရခိုင္ျပည္နယ္၊ မြန္ျပည္နယ္တို႔တြင္ အမ်ားဆံုးေတြ႕ရၿပီး ဧရာ၀တီတိုင္းမွာ တႏိုင္ငံလံုးရွိ ဒီေရေတာပမာဏ အမ်ားဆံုးေပါက္ေရာက္ရာ ေဒသျဖစ္ေၾကာင္း သစ္ေတာဦးစီး ႒ာနမွ ထုတ္ျပန္ခ်က္အရ သိရွိရသည္။

သစ္ေတာ႒ာန၏ တရား၀င္စာရင္းမ်ားအရ ၁၉၂၄ ခုႏွစ္တြင္ ဧရာ၀တီတိုင္းရွိ ဒီေရေတာ ဧကေပါင္း ဟက္တာ ၂၅၀၀၀၀ ေက်ာ္ရွိခဲ့ၿပီး ၂၀၀၂ခုႏွစ္တြင္ ဧရာ၀တီ တိုင္းအတြင္း ဒီေရေတာ ဧကေပါင္း ဟက္တာ ၁၁၀၀၀၀ ေက်ာ္သာ က်န္ရွိေတာ့ ေၾကာင္း ၇၇ ႏွစ္ အတြင္း ဒီေရေတာ ဆံုး႐ႈံးမႈမွာ ၅၅ ရာခိုင္ႏႈန္း ျဖစ္ေၾကာင္း တရား၀င္ စာရင္း ထုတ္ျပန္မႈ မ်ားအရ သိရွိရသည္။

“အစိုးရရဲ႕ပညာနည္းမႈနဲ႔ အေျမာ္အျမင္နည္းပါးမႈေတြက ဧရာ၀တီတိုင္းတခုလံုးကို ပ်က္စီးေစေတာ့တာပဲ။ ဒီေရ ေတာေတြရဲ႕ တန္ဖိုးကို ေဒသခံေတြ မသိသလို အစိုးရ ကိုယ္တိုင္ကိုက မသိတာ ဆိုးတယ္” ဟု သဘာ၀ ပတ္၀န္းက်င္ ထိန္းသိမ္းေရး အဖြဲ႕မွ အဖြဲ႕၀င္ ပညာရွင္ တဦးက ေျပာဆိုသည္။

ဧရာ၀တီတိုင္းရွိ ဒီေရေတာ ဆံုး႐ႈံးမႈ အမ်ားဆံုးမွာ ၁၉၉၅ ခုႏွစ္မွ ၂၀၀၁ ခုႏွစ္အတြင္းျဖစ္ျပီး အဆိုပါႏွစ္မ်ားတြင္ စစ္အစိုးရမွ ဒီေရေတာမ်ားအတြင္း ငါးေမြးျမဴေရးလုပ္ငန္းမ်ားႏွင့္ ပုစြန္ေမြးျမဴေရးလုပ္ငန္းမ်ားကို ပုဂၢလိက လုပ္ငန္းရွင္မ်ားသို႔ လုပ္ေစခဲ့ သလို၊ လယ္ယာေျမခ်ဲ႕ထြင္ျခင္းလည္း ရွိခဲ့ေၾကာင္း သဘာ၀ပတ္၀န္းက်င္ ထိန္းသိမ္း ေရး ပညာရွင္ တခ်ိဳ႕၏ သုေတသန ျပဳခ်က္မ်ားအရ သိရွိရသည္။

“က်ေနာ္တို႔ ႏိုင္ငံမွာ ဒီေရေတာေတြရဲ႕ ၅ ရာခိုင္ႏႈန္းကို ႏွစ္စဥ္ ျဖဳန္းတီးခဲ့ၾကတယ္။ အဓိကကေတာ့ လယ္ယာ စုိက္ပစ္တယ္။ ငါးကန္ ပုစြန္ကန္ေတြ လုပ္တယ္။ ၿပီးေတာ့ ေဒသခံေတြက သူတို႔ ၀မ္းစာအတြက္ ဒီေရေတာေတြ ကို ခုတ္ၿပီး မီးေသြးဖိုေတြ ဆီကို ပို႔ပစ္ခဲ့ၾကတယ္”ဟု သဘာ၀ပတ္၀န္းက်င္ ထိန္းသိမ္းေရးႏွင့္ပတ္သက္ၿပီး စာတမ္း ျပဳစုေနသူ သုေတသီတဦးက ေျပာဆိုသည္။

ယခုအခါ ျမန္မာႏိုင္ငံမွ သဘာ၀ပတ္၀န္းက်င္ထိန္းသိမ္းေရးအဖြဲ႕၊ ဒီေရေတာ ထိန္းသိမ္းေစာင့္ေရွာက္ေရးအဖြဲ႕မ်ားအေနနွင့္ ဧရာ၀တီတိုင္းအတြင္း ဒီေရေတာမ်ား ျပန္လည္စိုက္ပ်ိဳးႏိုင္ေရးအတြက္ စီစဥ္ေဆာင္ရြက္လ်က္ရွိ ေၾကာင္း ဒီေရေတာ ထိန္းသိမ္းေစာင့္ေရွာက္ေရးလုပ္ငန္းမ်ားကို ေဆာင္ရြက္လ်က္ရွိေသာအဖြဲ႕မွ ကၽြမ္းက်င္ လက္ေထာက္တဦး၏ ေျပာျပခ်က္ အရ သိရွိရသည္။ [Top]

When the Myanmar junta failed to allow assistance to reach victims of Cyclone Nagris, not a single member state of ASEAN called for the suspension of Burma. Nor, last year, in the wake of the bloody crackdown against protesting Burmese monks, did any member of ASEAN hold the Burmese regime to account for its crimes.

On the other hand, on Monday, while the African Union conference convened in Sharm el-Sheikh, Kenyan Prime Minister Raila Odinga called for the suspension of Robert Mugabe from the African Union, until he allows a "free and fair" election. AllAfrica.com reports:


Odinga told a press conference in Nairobi that 'Mugabe should be suspended until he allows the AU to facilitate free and fair elections,' adding that the AU will be setting a dangerous precedent if Mugabe is allowed to participate in it's meetings. The African Union has a rule not to accept leaders who have not been democratically elected, but observers say it is unlikely the AU will immediately take strong action against Mugabe.
Of course, the African Union's record on the Zimbabwe question has been nothing short of appalling. But surely the first step toward raising the standards of an organization is when a prominent national leader speaks out, as Kenyan leader Odinga just did.

It is a shame that Southeast Asia has lacked a statesman of Odinga's courage.

I guess I will never know all that God intends to do with the country of Burma but there are some things that have happened in recent years that has caused the world to pay attention to this small Southeast Asian country.

Twelve years ago, Burmse native Aung San Suu Kyi., won the Noble Peace Prize. She was subsequently put under house arrest.

Around three years ago my friend Tom White with the Voice of the Martyrs called for prayer for the people of Burma, highlighting it in their monthly magazine.

About two years ago the Buddhist monks of Burma protested against the government and were incarcerated.

A couple of months ago cyclone Nargis devasted Burma and many people died from tidal surge. First lady, Laura Bush had an unprecedented press conference requesting the free flow of emergency provisions in the light of the recent cyclone.

Two weeks ago international publication Reader’s Digest, did an article in the July edition on page 128 about the plight of the Burmese.

When you take all of these things together you see a great big spot light on Burma with the international community asking the question of the ruling military junta, “What in the world are you doing to your people?” Although the human suffering and death is hard to accept, I wonder if there might be some some global perspective changes ahead for the people of Burma. We need to pray for the people of Burma. Particular lift up the Christians who are being subjected to persecution and martyrdom.

In case you wonder why I call this country Burma, it is because our nation, America, has never recognized the military junta. The politically correct have adopted the illegal junta’s name of Myanmar.

So, with a week to go until Japan’s G8 in Hokkaido, how are things looking? If you want the comprehensive answer, you should head straight for Jenilee Geubert’s excellent dossier on the website of the University of Toronto’s G8 research group - but here are a few highlights.

First, climate change. A draft communique seen by Dow Jones suggests there are four options on the table: a 50% emissions reduction by 2050 [from what year's level isn't specified]; an unspecified percentage cut by 2050; a 50% cut by 2051 or later; or a more than 50% cut by 2051 or later.

If you’re wondering where the magical figure of 50% comes from, it’s from the IPCC estimate of what it’ll take to limit average temperature rises to between 2.0 and 2.4 Celsius - though note that (a) the IPCC says 50 to 85%, and (b) that this is before the [rapid] rate of sink failure is taken into account. So 50% by 2050 is already too low.

Fukuda has said that the G8 will not aim to set medium term targets. Tony Blair’s big new report says it must. So does Avaaz. The US says a 25-40% cut by 2020 is “frankly not do-able“. The US is meanwhile extolling the benefits of its Major Economies Meeting, but last week’s MEM in South Korea didn’t go so great.

Next: energy. Oil’s just flown past $143 on the back of geopolitical tensions, so all the signs are that the issue will be charged when leaders gather next week. Fukuda wants to see more oil production, but after Saudi Arabia’s pledge of only 200,000 more barrels a day last week, it’s hard to see much sign of it - and even harder to detect any sign of join-up between Fukuda’s calls for OPEC to open the tap up a bit more, and Japan’s stated goal of something called a “Cool Earth“.

Meanwhile, biofuels might conceivably also come up, as Fukuda’s not a fan (”it is a fact that the production of bioethanol in some cases compete with food production”) - though Japan will want to avoid putting its American buddies on the spot. For its part, the US will point to IEA data that shows that biofuels have become crucial for meeting marginal oil demand (want to know how much non-OPEC oil supply growth is from biofuels this year? 63 per cent.)

And then there’s food. Sir John Holmes’s UN task force will be presenting its final report at the Summit. Leaders will probably pledge to do everything they can to increase food production and increase investment in agriculture - which is a good idea, though it does still leave the small fact that enough food is produced for everyone to eat today, but there are still 850-950 million undernourished people. Increasing yields isn’t the whole story.

One thing the G8 leaders could do is issue a strong statement of intent on the Doha trade round - and perhaps, if they want to be really relevant, taking security of supply issues into account at the same time. More generally, World Bank President Bob Zoellick’s ten point plan on food prices will doubtless be referred back to as a good and brief overview of the challenges - worth having another look at that ahead of the summit.

All in all, the three scarcity issues of climate, energy and food will dominate centre stage at Tokayo. It’s welcome that the G8 is focusing on them, but unclear that G8 leaders know what kinds of deal they should be agreeing on them - or how to get there. And G8 leaders also appear not to have figured out yet that scarcity issues are uniquely integrated, while the multilateral response to them is anything but. New Delhi – Strange as it may seem though many of the survivors of last month's killer Cyclone Nargis are yet to receive relief supplies, there has been no reports of the situation worsening or a major outbreak of diseases, local aid workers said.

Despite inadequate aid supplies, survivors have resisted a 'second wave death' from diseases which are normal after a natural disaster of the magnitude of Cyclone Nargis, local aid workers said.

A local aid worker in Rangoon, who returned from the Irrawaddy delta said, "Aid has not reached all survivors but people are proving their ability to resist."

But he said survivors could do better if the aid supply process was more adequate and timely.

"It is sad that people have to depend on nature to heal their wounds in the absence of proper and systematic medical treatment," the aid worker said.

The United Nations' World Food Programme earlier told Mizzima that despite deploying 10 helicopters to airlift aid supplies, several villages in remote areas still remain unreachable.

Paul Risley, spokesperson of WFP in Bangkok, said lack of transportation and communication are the main reasons for failing to reach remote areas.

The aid worker, who is working with an international aid agency, said while there are cases of diseases including cholera and diarrhea, there has been no severe outbreak.

"Due to decades of hardship, the people in Burma are more resistant to diseases," the aid worker said. "So, may be this is one reason we have not seen serious health hazards as yet.'

Medicines San Frontieres (MSF), a French medical team which had been helping cyclone victims in Burma's Irrawaddy delta earlier told Mizzima that while several survivors, particularly children were detected with cholera and diarrhea there has so far been no sign of an outbreak.

Meanwhile on Thursday Dr. Surin Pitsuwan, Secretary-General of ASEAN and Chair of the ASEAN Humanitarian Task Force visited Bogale Township, Set San village and Kyein Chaung Gyi village in the Irrawaddy Delta to witness first hand the devastation caused by the cyclone.

Cylcone Nargis, which lashed Burma's southwestern coastal divisions of Irrawaddy and Rangoon, left at least 138,000 dead and missing, according to the government's latest figures. The United Nations estimates that at least 2.4 million lives have been devastated.

Dr Surin, witnessing the survivors' struggles, in a statement said, "To see how they suffer is heartbreak. To observe how they refuse to surrender and their determination to rebuild their lives is certainly an inspiration."

High-Tech Japan Running Out of Engineers

TOKYO — Japan is running out of engineers.
After years of fretting over coming shortages, the country is actually facing a dwindling number of young
people entering engineering and technology-related fields.

Universities call it “rikei banare,” or “flight from science.” The decline is growing so drastic that industry has
begun advertising campaigns intended to make engineering look sexy and cool, and companies are slowly
starting to import foreign workers, or sending jobs to where the engineers are, in Vietnam and India.
It was engineering prowess that lifted this nation from postwar defeat to economic superpower. But
according to educators, executives and young Japanese themselves, the young here are behaving more like
Americans: choosing better-paying fields like finance and medicine, or more purely creative careers, like the
arts, rather than following their salaryman fathers into the unglamorous world of manufacturing.
The problem did not catch Japan by surprise. The first signs of declining interest among the young in science
and engineering appeared almost two decades ago, after Japan reached first-world living standards, and in
recent years there has been a steady decline in the number of science and engineering students. But only
now are Japanese companies starting to feel the real pinch.
By one ministry of internal affairs estimate, the digital technology industry here is already short almost half a
million engineers.
Headhunters have begun poaching engineers midcareer with fat signing bonuses, a predatory practice once
unheard-of in Japan’s less-cutthroat version of capitalism.
The problem is likely to worsen because Japan has one of the lowest birthrates in the world. “Japan is sitting
on a demographic time bomb,” said Kazuhiro Asakawa, a professor of business at Keio University. “An
explosion is going to take place. They see it coming, but no one is doing enough about it.”
The shortage is causing rising anxiety about Japan’s competitiveness. China turns out some 400,000
engineers every year, hoping to usurp Japan’s place one day as Asia’s greatest economic power.
Afraid of a hollowing-out of its vaunted technology industries, Japan has been scrambling to entice more of
its younger citizens back into the sciences and engineering. But labor experts say the belated measures are
limited and unlikely to fix the problem.

In the meantime, the country has slowly begun to accept more foreign engineers, but nowhere near the
number that industry needs.
While ingrained xenophobia is partly to blame, companies say Japan’s language and closed corporate culture
also create barriers so high that many foreign engineers simply refuse to come, even when they are
recruited.
As a result, some companies are moving research jobs to India and Vietnam because they say it is easier
than bringing non-Japanese employees here.
Japan’s biggest problem may be the attitudes of affluence. Some young Japanese, products of a rich society,
unfamiliar with the postwar hardships many of their parents and grandparents knew, do not see the value in
slaving over plans and numbers when they could make money, have more contact with other people or have
more fun.
Since 1999, the number of undergraduates majoring in sciences and engineering has fallen 10 percent to
503,026, according to the education ministry. (Just 1.1 percent of those students were foreign students.)
The number of students majoring in creative arts and health-related fields rose during that time, the ministry
said.
Applications to the engineering program at Utsunomiya University, an hour north of Tokyo, have fallen onethird
since 1999. Starting last year, the school has tried to attract students by adding practical instruction to
its theory-laden curriculum. One addition was a class in making camera lenses, offered in partnership with
Canon, which drew 70 students, twice the expected turnout, said Toyohiko Yatagai, head of the university’s
center for optics research.
But engineering students see themselves as a vanishing breed. Masafumi Hikita, a 24-year-old electric
engineering senior, said most of his former high school classmates chose college majors in economics to
pursue “easier money” in finance and banking. In fact, friends and neighbors were surprised he picked a
difficult field like engineering, he said, with a reputation for long hours.
Mr. Hikita and other engineering students say their dwindling numbers offer one benefit: they are a hot
commodity among corporate recruiters. A labor ministry survey last year showed there were 4.5 job
openings for every graduate specializing in fields like electronic machinery.
“We don’t need to find jobs,” said Kenta Yaegashi, 24, another electrical engineering senior. “They find us.”
He said his father, also an engineer, was envious of the current sellers’ market, much less crowded than the
packed field he faced 30 years ago. Even top manufacturers, who once had their pick of elite universities,
say they now have to court talent. This means companies must adapt their recruiting pitches to appeal to
changing social attitudes.
So, Nissan tells students they can advance their careers more quickly there than at more traditional
Japanese companies. The carmaker emphasizes that it offers faster promotions, bigger pay raises and even
“career coaches” to help young talent ascend the corporate ladder.

“Students today are more demanding and individualistic, like Westerners,” said Hitoshi Kawaguchi, senior
vice president in charge of human resources at Nissan.
On the more offbeat side, an ad for the steel industry features a long-haired guitarist in spandex pants
shouting, “Metal rocks!”
One source Japan has not yet fully tapped is foreign workers — unlike Silicon Valley, filled with specialists in
information technology, or IT, from developing nations like India and China.
According to government statistics, Japan had 157,719 foreigners working in highly skilled professions in
2006, twice as many as a decade ago, but still a far cry from the 7.8 million in the United States. Britain has
also been aggressively recruiting foreign engineers, as have Singapore and South Korea, labor experts say.
“Japan is losing out in the global market for top IT engineers,” said Anthony D’Costa, a professor at
Copenhagen Business School, who has studied the migration of Indian engineers.
Companies are scrambling to change tactics now.
For instance, Kizou Tagomori, director of recruitment at Fujitsu, said the computer maker and its affiliates
routinely fell about 10 percent shy of their annual hiring goal of 2,000 new employees. Fearing chronic
shortages, the company has begun hiring foreigners to work in Japan.
Starting in 2003, Fujitsu began hiring about 30 foreigners a year, mostly other Asians who had graduated
from Japanese universities. Initially, many managers were reluctant to accept them. Mr. Tagomori said they
are now gaining acceptance.
Fujitsu’s 10 Indian employees in Japan won over some of their co-workers by organizing a cricket team, he
said.
But Fujitsu remains an exception. In an economic ministry survey last year, 79 percent of Japanese
companies say they either have no plans to hire foreign engineers or are undecided. The ministry said most
managers still feared that foreigners would not be able to adapt to Japan’s language or corporate culture.
To combat these attitudes, the ministry began the Asian Talent Fund, a $30 million-a-year effort to offer
Asian students Japanese language training and internships in order to help them find work here.
“If these students do well, they can change Japanese attitudes drastically,” said Go Takizawa, deputy
director of the ministry’s human resource policy division.
Nonetheless, labor experts warn Japan may be doing too little, too late. They say the country has already
gained a negative reputation as discriminating against foreign employees, with weak job guarantees and
glass ceilings. Experts say Indian and other engineers will often opt for more open markets like the United
States.
Indeed, a growing number of Japanese companies are having more success by building new research and
development centers in countries with surpluses of engineers. Toyo Engineering, which designs chemical

factories, said it and its affiliates now employ more engineers abroad — 3,000, mostly in India, Thailand and
Malaysia — than in Japan, where they have 2,500 workers.
With corporate Japan still reluctant to accept foreigners, a half-dozen staffing companies have stepped into
the breach by hiring Chinese and South Korean engineers to send to Japanese companies on a temporary
basis. One of the biggest is Altech, which has set up training centers at two Chinese universities to recruit
engineering students and train them in Japanese language and business customs. Of Altech’s roughly 2,400
engineers, 138 are Chinese, and the company plans to hire more at a rate of 200 per year.
One of the first it hired was He Xifen, a 27-year-old mechanical engineer from Qingdao University of Science
and Technology who joined Altech two and a half years ago. She said her friends back home envy her
because she works with advanced Japanese technology, and earns three or four times more than she would
in China.
While Japanese clients appear uncertain at first about how to deal with foreigners, she said, they quickly
catch on and she usually feels welcome.
“Foreign engineers are becoming accepted,” said Shigetaka Wako, a spokesman for Altech. “Japan is slowly
realizing that its economy cannot continue without them.”

RUSSIA-BURMA NUCLEAR INTELLIGENCE REPORT,ロシア-ビルマ 原子力の情報部リポート

We have new, disturbing, and detailed intelligence about the assistance Russia is providing Burma’s dictatorship,
the State Peace and Development Council (SPDC), on its nuclear program and more generally its military
modernization. This new information both confirms earlier intelligence that we have published, and expands what
is known about the overall program.

Nuclear reactor and uranium mining
It has been widely reported that Russia is going to provide Burma a nuclear reactor, for so-called “research”
purposes. We have received information that the SPDC has now purchased the 10 MW reactor. It is not new, but
is reportedly in good condition. It is being dismantled, transported to Burma, and rebuilt. While we cannot
confirm that it has arrived, our sources say that installation is due to be completed by December this year. (We
have previously reported that North Korean technicians will assist with the construction.)
The reactor will be built at a site some ten kilometers from Kyauk Pa Toe, in Tha Beik Kyin township,
approximately one hundred kilometers north of Mandalay near the Irrawaddy River.
In return for the reactor and other services, a Russian government mining company has received concessions to
mine gold, titanium and uranium. There are two gold mining sites: in Kyauk Pa Toe; and in the mountains to the
right of the Thazi-Shwe Nyaung railway line from Mandalay Division to Southern Shan State in the Pyin Nyaung
area.
Titanium is also being mined, or derived from the same ore, at Kyauk Pa Toe.
Uranium is being mined at three locations: in the Pegu-Yoma mountain range in Pauk Kaung Township of Prome
District (aka Pyi); in the Paing Ngort area in Mo Meik Township in Shan State; and at Kyauk Pa Toe.
The reactor site has been chosen because of its proximity to the Tha Beik Kyin and Mo Meik uranium mines. It is
likely that the gold mining operation at the former will be used as cover, to conceal the nuclear facilities.
We have previously reported, from different sources, that the SPDC has a yellowcake mill somewhere in the Tha
Beik Kyin area. Now we know the exact location (or at least enough information to find it with satellite imagery).
The reactor has been publicized as being for research purposes, meaning research on nuclear power generation.
We believe that the SPDC has no real interest in generating electricity, or at best that this is a secondary
consideration, and that the primary purpose is atomic weapons development. Our sources say that the SPDC
expects to have full nuclear capability within ten years.

Russia is presumably supplying the reactor fuel as well. While Burma has uranium ore, and mills to convert it to
yellowcake, this must be enriched to create the fuel, typically using cascades of gas centrifuges. We have
received one report that the SPDC has begun a centrifuge program, at the South Nawin Dam, but this is
unconfirmed. Barring this operation, the source of the fuel therefore must be Russia.
Note: Locating the reactor at Kyauk Pa Toe really only makes sense if there are plans to build an enrichment
facility there. This way you would have the full industrial cycle in close proximity: mine, mill, enrichment, and
reactor.
What is perhaps most disturbing about Russia’s program with the SPDC is that it is identical to the Soviet Union’s
assistance that propelled North Korea to become a nuclear power. Why, with the end of the Soviet Union and the
Cold War, is Russia still helping rogue regimes proliferate? The surface answer of course is money, in this case in
the form of natural resources, but the deeper question remains. Russia is considered to be a democracy. What
would the people of the country think of their leaders giving such help to the likes of the SPDC and Than Shwe?
In 1965, the Soviet Union gave North Korea a 2 MW reactor, which was upgraded in 1973 to 8 MW. It also
supplied fuel through at least this period. North Korea then went on to construct a much larger reactor, and in
the 1980s began weapons development. This included building separation facilities to obtain plutonium, and high
explosives detonation tests. (We have received reports that the SPDC has already conducted such tests, in the
Setkhya Mountains southeast of Mandalay.) At some point North Korea also began its own uranium enrichment
program, to produce weapons grade material, and the U.S. confronted the country about this in 2002. This
means that the North has two different sources of fissile material for weapons, reactor plutonium and enriched
uranium.
The North detonated a small atomic weapon, with a yield of less than one kiloton, in October 2006, using some
of its plutonium. It is now reportedly about to disclose its nuclear assets, and also destroy its plutonium
producing reactor, but the sticking point has been the enriched uranium. The North appears unwilling to discuss
this (and at this point to disclose its weapons cache), which means that even with the destruction of the reactor
and the plutonium stockpile (for the latter the size of which is subject to serious dispute), the North would retain
the ability to produce weapons with the uranium. At the moment the U.S. appears willing to accept partial
disclosure, i.e., of only the plutonium.
In addition to Russia, North Korean technicians have been helping Burma with its nuclear ambitions (and other
weapons programs), and we have received information that the SPDC has given the North refined uranium in
return, which may be destined for the enrichment program.
This is all very disturbing, all the more so because of the apparent weakness of the Bush Administration, which
has been unwilling to press the North, and which refuses even to mention Burma (its nuclear program). It took
North Korea forty years before it detonated a weapon. It will likely take the SPDC only a fraction of this period.
Once the Burmese junta has atomic weapons, its rule will be entrenched, and its neighbors, foremost Thailand,

will be seriously endangered.
Precision-guided munitions
We have also previously reported that Burma has a wide variety of missile installations, including large quantities
of land-based SAMs; ship-launched missiles, both surface to air and surface to surface; weapons for its MIG 29s;
and even short range ballistic missiles. We have now received information that while Burma formerly bought antiaircraft
weapons from the Ukraine, in 2007 it purchased four shiploads of such weapons from Russia. We have
also learned that the SPDC has multi-tube mechanized rocket launchers from North Korea. (Note: these may be
for use with the ballistic missiles, and if so they confirm our earlier intelligence.)
Moreover, Burma is researching the production of guided missiles, and with Russian assistance intends to build a
rocket factory in Thazi Township. This will mark the latest step in a well-recognized proliferation of Russian
precision-guided munitions in the Asia Pacific region. This class of weapons includes surface to air, to attack jets,
and surface to surface to attack land-based targets and also ships. Cruise missiles fall within the category. We do
not know which specific PGMs the factory intends to produce, only that they will be medium range guided rockets
and that production is scheduled to begin within five years.
It is clear that the SPDC is intent on developing a strong defense against an international intervention, including
foreign jets, helicopters and ships. Perhaps one reason why the U.S. and the French balked at dropping relief
supplies following Cyclone Nargis was the risk of missile attack on their helicopters and ships.
Military modernization
We have previously noted that the Burma Army is weapons-deficient. It is clear that the extensive procurement
program underway with Russia, as well as China, North Korea and others, is intended to rectify this. During the
era of Ne Win and the BSPP (Burma Socialist Program Party), the junta established six weapons production
facilities. There are now twenty-two, and clearly more are planned.
Coupled with the materiel acquisitions is a major educational program. There are more than 5,000 State Scholars
in Russia, all of whom passed their Defense Services Academy class, a nine-month program in the Russian
language, and an entrance exam in their specialty. (This is an increase from the 3,000 we previously reported.)
They are candidates for either a masters (2 years) or doctorate (4 years – we previously reported 3 years for this
degree). They study in Moscow or St. Petersburg, in the former in a suburb at the Moscow Air Institute. There
are additional State Scholars from Burma in China, North Korea, Pakistan and India.
One of the more recent groups of scholars, Batch Seven, included 1,100 DSA officers. Their majors are as
follows:

The students also learn other military subjects, including: tanks; maintenance; anti-aircraft training; ammunition
production; fighter pilot training; naval craft construction; naval craft captaincy; and anti-terrorist training.
While it is clear that the overall modernization program will improve the SPDC’s preparedness against attack, the
junta still has a significant problem with soldier morale. Many of the state scholars, who are an elite in the
Tatmadaw, are not motivated and would seek asylum given the chance. Their stipends barely cover their
expenses. The Russian language and their training programs are difficult. They are overworked and separated
from the civilian population. Their visas prohibit them from buying air, train or long-distance bus tickets. When
they return to Burma, some are used as Russian language teachers or as instructors at the SPDC’s Central
Research and Training Unit, but many are sent to the front lines.
As an example, in January this year one scholar fled to the border of Finland, but was arrested by Russian
intelligence agents when he used his cell phone to call his contact on the other side. There is widespread
dissatisfaction at all levels within the SPDC, except perhaps the very top – although there is reportedly a split
there as well, between Than Shwe and Maung Aye. While the new weapons systems improve the junta’s defense
against an intervention, they still need operators. The SPDC is poised to fall, through an internal coup, and it is
subject to a renewed popular uprising as well.
Acquiring a nuclear weapon would alter this equation somewhat, but really only by creating a new defense
against an intervention, and this is as yet some years away, unless the SPDC acquires a warhead directly from
North Korea. Still, any such development has to be prevented, which raises the question, yet again: what is the
U.S. doing? Under geopolitical realism, the only concerns are national interests. On a superficial level, for the U.S.
and Burma, these are limited to Chevron’s investment in Burma’s natural gas production and pipelines. A
secondary interest is the concern of U.S. citizens of Burmese origin, but since this group is small it can effectively
be ignored. It would seem, therefore, that all the Administration bluster notwithstanding, its only real policy
objective for Burma is to protect Chevron, which corporation to bolster its case also makes large campaign
donations.
The real direct national interest of the United States is to deny Burma nuclear weapons. It is not only North
Korea, Iran and Syria that America (and the world) must contain. Having a nuclear-armed SPDC is an
unacceptable risk. This trumps the need to assist a domestic corporation. Further, since Chevron is also a major
cash source for the junta, which uses money as well as the direct transfer of natural resources to pay its weapons
suppliers, it demands that the company be forced to divest.

Thabo Mbeki - Africa's shame. ターボ・ムベキ- アフリカの羞恥心。

In 1994 the whole of South Africa voted for a new government, something to get away from the oppressive regime of the brutal Apartheid government. South Africans united against this inhumanity, and heroes were born.

The man who without a doubt is the most respected leader and politician in the world is the great Nelson Mandela.

However, it appears that South Africa, with its population of just over 40 million souls… was only able to produce one good man. Nelson Mandela was able to prove the reasoning and actions behind Apartheid wrong.

Our public image at the end of Mandela’s leadership was one of tolerance… a new nation of hope that pushed off the tyranny of fascism and embraced that of human rights, decency and understanding. A type of government never before seen on the African continent. A real and true roll model for the entire continent to follow.

Then along comes Thabo Mbeki. The greedy corrupt president of South Africa. He has basically being everything Nelson Mandela was not. He showed in his HIV/AIDS denialism that he is an easily led fool.

Under his leadership and denialism, the people of South Africa had to sue the government to get ARVs… and people died.

Under his leadership, South Africa used its vote to veto a call to help the Burmese people to escape their dictatorship and get basic human rights. Yes.. South Africa’s first vote on the UN security council is vote against the people of Burma and for their dictatorship. What a wanker.

We also have Thabo Mbeki to thank for corruption in big arms deals. For ham stringing South Africa’s education and health systems and for supporting and not punishing his corrupt officials.

Under Thabo Mbeki a climate of ultimate corruption… up to the top levels of our government has being allowed to spread. You all know the stories… if he is not supporting a crooked head of police, he is firing people for doing their jobs well.

None of us will forget him firing the Deputy Minister of Health, Nozizwe Madlala-Routledge for actually doing her job. For those of you who don’t remember her… she found out that one of our hospitals (The Frere Hospital in East London) was being so badly run .. that babies were dying left right and center simply because the staff at the Frere where too stupid, too uncompassionate, too corrupt and simply too evil. She tried to do something about this. She was fired by Mbeki.

Lets skip ahead to another chapter in Mbeki’s Satanic cookbook of success. One of Mbeki’s best boys.. our top policeman in the country… Selebi was found by our anti-corruption unit to be corrupt. There’s a surprise! What does Mbeki do to the person that uncovers the corruption? He fires the head of the unit.. Vusi Pikoli… unconstitutionally!!! (You will notice I use more exclamation marks as I get more upset)

So you would think the mayhem and evil from Thabo Mbeki would hopefully get ironed out with age. You would be wrong if you thought that. If anything, the evil of Mbeki’s legacy is spreading.

South Africa’s single greatest shame though (for me personally).. is how we have treated our neighbors. Thabo Mbeki has taken everything that the ANC and Nelson Mandela had built in its reputation, and then threw it out the window with his completely and unforgivable stupidity with how he has handled Robert Mugabe and the Zimbabwe situation.

Mbeki with help from his boyfriend Mugabe, has done more damage to the people of Zimbabwe and South Africa than Apartheid and the colonials ever did. Hundreds of thousands of Zimbabweans have being slaughtered under the current ZANU-PF regime.

That’s almost one hundred fold more damage and death than the racist regimes of South Africa’s Apartheid and Smiths Rhodesian forces ever did. If anything, Mugabe and Mbeki have made people like Ian Smith and Verwoerd look like decent, compassionate and honest people.

Tens of thousands of people in Zimbabwe are right now… at this moment, being tortured, abused and murdered by Mugabe. What does Mbeki do? The single biggest thing he has done throughout his entire leadership. Fuck all.

To the people of the world.. I know South Africa has let you down, and I know right now we must look like a stinking pile of dog poo to the international community as our corrupt leaders throw human rights out the windows, turn away from decent honest allies and embrace the corrupt and deadly governments of China, Russia and the Middle East.

Most of our current leadership are a bunch of corrupt thieves who don’t care one bit for the people of South Africa and are completely dedicated to their own greed. The South African government has shamed the people of South Africa and the only thing we can ask the world, is to please forgive us.. while we learn to deal with the evil and corrupt.

In closing, I would like to say as a South African. Dont trust the South African government and certainly dont trust Thabo Mbeki... It is trust wasted.
