Aug 3, 2009 (DVB)–Burmese ethnic groups and pro-democracy parties are set to meet in Jakarta this month to draw up a national reconciliation programme for Burma, billed as “history being made”.
The alliance, the Movement for Democracy and Rights for Ethnic Nationalities (MDREN), will meet in the Indonesian capital on 12 and 13 August to formalize the ‘Proposal for National Reconciliation’.
A statement released today by MDREN said that “delegates from all groups aligned in opposition to the military regime” would be present at the meeting.
“The proposal envisages opening a process of dialogue with the junta, effectively offering a sustainable exit-strategy for the military rulers,” it said.
“Civil sector support, electoral and constitutional reforms, military demobilisation, ethnic relations and social infrastructure are among the central areas addressed in the [proposal].”
The Prime Minister of the National Coalition Government of the Union of Burma (NCGUB), Sein Win, said that the convention was “history being made”.
“The last time all major ethnic and pro-democracy organizations have forged a common position was in 1947 when all forces agreed to seek independence from the British,” he said.
“As such, this is the first time an indigenous coalition has agreed to work together against a home-grown power.”
The MDREN is made up of opposition groups both within Burma and in exile, and includes the Ethnic Nationalities Council, the Women’s League of Burma and the Forum for Democracy in Burma.
International diplomats and non-governmental organizations will also attend the meeting.
Indonesia is hailed as a Southeast Asian success story after successful democratic transition from military rule in 1998, and is often cited as a potential model for Burma’s transition.

A friend I've known and trusted for years in the national security world sent me this report from the Bangkok Post yesterday. Obviously that means it's not "secret" material, and the report itself the result of reasoning and guess work rather than anything more definite. But the authors include Desmond Ball of the Australian National University, who is a well-established authority in nuclear weapons and strategic studies. (Nothing against the other author; I just don't know of him.) They begin their findings this way:

The reason this would matter is that Burma has arguably the worst government in the world -- and if not the very worst, then right up there with North Korea in having its own concept of "rationality." (This was the government that would not allow outsiders to help the victims of the devastating typhoon/cyclone last year.) And the gist of this report is that North Korea has been working with the Burmese regime on nukes. To this point, the Burmese rulers' destructiveness has been visited exclusively on its own people rather than against its neighbors. Of course, nuclear weapons can change things.
We have seen in recent world history the danger of leaping to conclusions about which dangerous regimes have what new weaponry. But to me this was news worth putting on the worry-scope.

From my friend, who has worked in various public and private roles in defense-related efforts. After he sent the report I wrote back saying, is there any reason to think this is true? His reply is below. He says Myanmar; I say Burma, as explained here:

What is most concerning to me is the fact that it follows by just 10 days or so, Secretary Clinton's 21 July statements in which she expressed concern over the possibility that North Korea is sharing nuclear weapons-related technology with Myanmar. "At the time of that story, I thought how bizarre, how out of nowhere the Clinton accusation seemed to come. Now, given the Ball story, I can't help but think that the Obama Administration has some intelligence indicating that the North is engaging in such activity and that they were aware that it was about to leak via the Ball story or perhaps other avenues, and that they wanted to get a jump on it, so as not to be accused of having been caught unaware. Further underscoring my tendency to believe that there is in fact a there there is that I cannot believe that Secretary Clinton would have made such an accusation -- now echoed in the Ball account -- unless the Administration had something substantial. They are painfully aware -- certainly the intel community -- is painfully aware of the fact that the U.S. cannot afford to be revealed as peddling false accusations.
"As far as the content of the Ball story goes, the first and main question that I would bring to any such story in which a state is accused of laying the groundwork for a nuclear weapons materials program would be: what have they done to escape notice (the notice of eyes in the sky; the notice of foreign travelers through the country) and, unfortunately, the contention that Myanmar now has a reactor constructed in 8 different locations and an underground secret facility buried deep within a mountain -- the Naung Laing facility -- supplies a credible response to my question. The second question would be how can a country so desperately poor, so bereft of well, just about everything. . . but then I stop and think: North Korea, Pakistan...
"It's way too early for anyone to be talking in terms of "slam dunk" evidence; certainly Clinton's remarks didn't go that far and neither does Ball's. But the bottom line is that Ball's story is technically credible in its own right and it supplies a follow-up piece to Clinton's earlier remarks that fits a little too neatly (too uncomfortably neatly) with those remarks."

Burma's ruler: brutal, reclusive – and a skilled manipulator
The man behind Burma's secret nuclear plans, Senior General Than Shwe,is one of the world's most brutal and reclusive dictators. Hidden in his bunker in the newly built capital, Naypyidaw (which means "seat of kings"), his appearances in public are rare and his interactions with the international community unusual.
Aged 76, the former postal clerk became Burma's ruler in 1992, 30 years after the military under Ne Win first seized power. Colourless, uncharismatic and relatively uneducated Than Shwe rose through the ranks by simply obeying orders and showing loyalty. Indeed, his apparent lack of flair, initiative and intellect were precisely the qualities the army rewarded. He was not perceived by his superiors as a threat – and was rewarded accordingly. Far from showing courage or prowess on the battlefield, he led his troops into numerous defeats at the hands of the Communists – but that did not appear to have been a barrier to promotion.

A skilled manipulator, Than Shwe consolidated his power using classic divide-and-rule tactics against his rivals within the regime and his opponents among the democratic and ethnic groups. Trained in psychological warfare in the 1960s, he lectured for a time at Ne Win's Central Party School, so he is steeped in the use of propaganda. Billboards across the country display the regime's message in Orwellian tones.
His regime has relentlessly suppressed pro-democracy activists, while in its long war againt the ethnic minorities it has used forced labour, rape, extra-judicial killings and torture as weapons of war and has overseen the destruction of 3,000 villages. The Burmese junta ranks alongside its new partners North Korea as among the worst abusers of human rights in the world.
Than Shwe is heavily influenced by astrology. In 2005, he announced that he was moving the capital from bustling Rangoon to the middle of the jungle 600 kilometres away. It is believed that he made this decision on the advice of astrologers, although it was also a result of his fear of a US invasion and to protect him against another uprising. He reportedly has at least seven personal astrologers, including several dedicated solely to monitoring the fortunes of imprisoned democracy leader Aung San Suu Kyi.
A new constitution will enshrine military rule, and elections scheduled for next year are expected to be a sham.

8月8日はビルマの民主化運動にとって、最も大切な一日です。
今から21年前の8月8日、ビルマの民主化要求運動は首都ヤンゴン
のほかビルマ全国各地で最大規模の盛り上がりを見せました。しかし
ながら、9月、軍はクーデターと無差別発砲により3,000人以上の市民を
殺害。今日もなお、国民が心から願う「民主化」は実現していません。
今この瞬間も、民主化を求め立ち上がった僧侶、活動家、サイクロン被災者
の支援を行った人気コメディアンなど、計2,100人以上が政治囚として刑務所
に収容されており、多くは激しい拷問を受けています。
また、過去15年間で少数民族が多く住むビルマ東部では3,300以上の
村々がビルマ軍により破壊されました。
その結果、100万以上の人々が国内避難民となり、約15万人がタイ・ビルマ
国境の難民キャンプでの生活を強いられています。今年の5~6月にはビル
マ軍はさらにビルマ東部カレン民族への攻撃を強め、新たに4,000人以上の
人々が家を失いました。現在もその状況は悪化するばかりです。
国際社会はこうしたビルマの状況を黙って見ていて良いのでしょうか。
今すぐアウンサンスーチーさんを含む全ての政治囚が釈放され、民主化
勢力と少数民族代表者ら全ての関係者を含めた対話の実現が何よりも必要です。
1988年からの21年間、ビルマの民主化運動に命を捧げた多くの人々、現在も
国内で闘い続ける人々を称え、また強くビルマの民主化を求めて、東京では、
在日ビルマ人の皆さんが例年通り、デモ行進を行います。

民主化運動では、ビルマ社会主義計画党の軍事独裁者らによる虐殺行為にも
かかわらず、私たちは一党独裁制を打倒しました。
しかしながら国民全員が待ち望んでいる真の民主主義はまだ実現しておりませ
ん。8888民主化運動のなかで命を落とされた勇敢な人々、運動の代価となっ
た数々の負傷や流血、軍靴の下からの解放、国民の願い・・・これらのための闘
争はまだ終わっていません。
私たちの闘争を支援してくれた、支援してくれている、各国際機関・団体や個
々人の皆さんに改めてここに感謝の意を表するものです。今後ともビルマの民主

支援者ら約千人が東京・品川区でミャンマー大使館への抗議デモをおこなった。
翌9日には、同国の民主化を支援する諸団体の連合体、ビルマ・パートナーシップ
(本部、タイ・チェンマイ)のコーディネーター、キンオーンマーさんが都内の集会
(主催・ビルマ市民フォーラム)で講演、自らの体験を振り返りながら祖国の
現状と民主化へのおもいを語った。彼女は、「この20年間に民主化が実現
できなかったことに失望・落胆する必要はない」と述べ、「正義の闘い」の
勝利をめざして在日ビルマ人が結束するとともに日本の人々が粘り強い

Suu Kyi Says Trial Tests Legal System

RANGOON — Burmese democracy leader Aung San Suu Kyi has told the court trying her that her trial on charges she violated her house arrest is a test of the military-run country's legal system.
Suu Kyi's full testimony in the closed-door trial was released for the first time by her opposition political party, the National League for Democracy. The court is due to reach a verdict next week.

The 64-year old Nobel Peace laureate—who is facing five years in prison for giving temporary shelter to an American man who swam to her house uninvited in early May—declared that the court's decision is already "painfully obvious."
Critics say the ruling military has seized upon the bizarre intrusion as an excuse to keep Suu Kyi jailed through next year's scheduled elections—the country's first in nearly two decades.
The charges against Suu Kyi, who has been detained for 14 of the last 20 years and was under house arrest at the time of the incident, have refocused international outrage on Burma.
The district court was scheduled to deliver the verdict last Friday but postponed its decision to August 11, saying it needed more time to consider relevant legal issues.
"The Court will pronounce on the innocence or guilt of a few individuals. The verdict will constitute a judgment on the whole of legal, justice and constitutional system in our country," Suu Kyi said in her statement during final court arguments on July 24. Her party released the full statement Monday.
Suu Kyi said that she had allowed the American to stay in her home "without malice, simply with intent to ensure that no one concerned should suffer any adverse consequences."
She also said that charges against her cannot be adequately assessed without determining the legality of her latest, five-year house arrest and how Burma's constitution applies in the case.
Her lawyers have argued that the repeated extensions of her house arrest were illegal and that she is being tried under a provision of a constitution that has been superseded.
"Throughout, my lawyers have been scrupulous in their efforts to procure due process, which is critical to the rule of law. Equally critical is the principle that justice must be done and seen to be done, clearly and unequivocally," Suu Kyi's statement said.
Verdicts were also postponed in the cases against the 53-year-old American, John Yettaw, and two women who lived with Suu Kyi—Khin Khin Win and her daughter Win Ma Ma. The women face similar charges to Suu Kyi, and Yettaw is accused of abetting the violation of Suu Kyi's house arrest. He faces up to five years in prison.
Pleading for the Cause of the Rule of Law

The following paragraphs are the excerpt from the 30 pages final argument declared by Aung San Suu Kyi to the court on July 24.
The Court will pronounce on the innocence or guilt of a few individuals. The verdict itself will constitute a judgment on the whole of the law, justice and constitutionalism in our country.
On both occasion of trespass into the grounds of my house, the one on which this present case is constructed as well as the one which took place on 30 November 2008, I acted without malice simply with intent to ensure that one concern should suffer any adverse consequences. An approach that placed a premium on discernment and a sense of responsibility, rather than on imputation, would have accorded with a concept of law as the guardian of security and harmony in civilized societies.
The charges move against me can not be accessed correctly or adequately without enquiry into the legality of the process by which I was confined to house arrest for more than five years. Throughout my lawyers have been scrupulous in their efforts to procure due-process which is critical to the rule of law. Equally critical is the principle that justice must not only be done but seen to be done, clearly and unequivocally.
This lawsuit brought to light anomalies in the interpretation and application of constitutional provisions and further, raised questions about the constitution itself. Thus it is germane to the very conception and character of government and the right of citizen.
As I plead "not guilty" to the charges before this court, I would also plead the cause of the rule of law, flawless in its impartiality, of justice, irreproachable in wisdom and benevolence, and of constitutionalism as a bulwark of lawsuit and just governance.

Burma hesitant over Suu Kyi: analysts

Burma's junta showed rare concern for foreign opinion by delaying the Aung San Suu Kyi verdict, but only because it wants to minimise the fallout while pursuing its hard line against her, analysts say.
The postponement of the judgment until August 11 is a sign that normally intransigent military ruler Than Shwe is at least partly considering the domestic and international uproar a long jail term would provoke, they said.
But the regime's apparent indecision over the trial is about balancing its determination to have Suu Kyi locked up during elections next year with its desire to give the trial a veneer of legitimacy abroad, analysts added.
"It's international pressure and they're worried about domestic anger," Thailand-based Burma analyst and academic Win Min told AFP.
Since Suu Kyi was charged in mid-May with breaching the terms of her house arrest after an American man swam uninvited to her house, a trial that was expected to last a few days has become a two-and-a-half- month farrago.
The court has repeatedly put off hearings - helped by frequent appeals by Suu Kyi's defence team - and on Friday said it would not hand down a verdict as expected but would pass judgment later this month instead.
Suu Kyi's lawyers hailed the delay as a sign that the judges have "serious legal problems."
Win Min said domestic anger over the case was worrying the authorities, as evidenced by recent editorials in Burma's state media, which warned people against demonstrating in case of a guilty verdict.
With critics accusing the junta of using the charges against her as an excuse to keep her behind bars during the 2010 elections promised by the ruling generals, the international community has meanwhile kept up the pressure.
US Secretary of State Hillary Clinton called, during a regional meeting in Thailand last month, for Suu Kyi's release and also held out to Burma the carrot of possible US investment.
UN chief Ban Ki-moon visited Burma last month, when Than Shwe refused to let him see Suu Kyi, and in a meeting with Burma's UN ambassador on Thursday Ban pressed for the Nobel Laureate's release, a spokesman said.
The last time Burma bowed to international pressure was in 2008, when it allowed in foreign aid for victims of Cyclone Nargis following another trip by Ban.
But it is close ally China that is likely to have the most sway in the Suu Kyi case - and analysts said Beijing has so far avoided giving overt support with its usual statements that the country's internal affairs are its own business.
"There could be pressure from China. If China said this was an internal matter they (Burma's leadership) would make the (verdict) as they like," Win Min said.
But while the junta was keen to dampen the international outrage, its intentions towards the woman it has kept in detention for nearly 14 of the last 20 years remained the same, said Benjamin Zawacki of Amnesty International.
"They put forward an appearance of fairness by saying 'We just can't reach a decision, this is really hard,' when all along the verdict was scripted months ago," said Zawacki, echoing widespread expectations Suu Kyi will be convicted.
"Also, it's really not in their interests to issue a verdict any time soon ... As soon as they issue a verdict the clock is ticking, but this is just extra time that she's out of the way," he added.
Zawacki, the group's Burma researcher, acknowledged, however, that the international reaction was a factor in the delay if not the likely verdict.
"They're hesitant to send the verdict so close to the criticism they received last month. It would be a little bit strident," he said.
Suu Kyi's international legal counsel, Jared Genser, said the timing of the latest postponement was a clear strategy to bounce the final decision to the quietest time of the year.
"It is in some ways a smart move - push off the verdict until the middle of August when numerous government and United Nations officials around the world will be on vacation," Genser said in a statement.
"But it remains to be seen whether this ploy will work or if anticipation will be heightened in the run-up to the issuance of the verdict."

Lawyers for Myanmar democracy leader Aung San Suu Kyi on Sunday said they still hoped she would be "freed unconditionally", despite widespread fears of a guilty verdict in her prolonged prison trial.
The Nobel peace laureate faces up to five years in jail if convicted on charges of breaching the terms of her house arrest following an incident in which an American man swam across a lake to her heavily-secured villa in May.
The two-and-a-half month trial has provoked international outrage and critics have accused Myanmar's junta of using the intrusion as an excuse to keep her locked up during elections scheduled for 2010.
A verdict had been expected on Friday but judges postponed their pronouncement until August 11, saying they needed time to review the case.
"We hope that she will be freed unconditionally," said Nyan Win, one of Suu Kyi's lawyers and a spokesman for her National League for Democracy (NLD).
"We have nothing much to do. We are just waiting for the next trial date. Tomorrow we will submit an application to the authorities to meet Aung San Suu Kyi and we hope to meet her on Wednesday or Thursday," he said.
He said Suu Kyi, currently detained at Yangon's notorious Insein prison, had instructed her defence team to visit her before August 11.

NEW DELHI: After Iran and North Korea, the next international pariah to be accused of having nuclear ambitions is
Myanmar.
A report in the 'Sydney Morning Herald' on Saturday quotes two Myanmarese defectors as saying that the Myanmar junta was secretly building a nuclear reactor and plutonium extraction facility with North Korea's help, with the aim of acquiring its first nuclear bomb in five years.
According to the report, "The secret complex, much of it in caves tunnelled into a mountain at Naung Laing in northern Burma, runs parallel to a civilian reactor being built at another site by Russia that both the Russians and Burmese say will be put under international safeguards."
One of the defectors was described as an "officer with a secret nuclear battalion in the Burmese army who was sent to Moscow for two years' training". The other, it said, "was a former executive of the leading regime business partner, Htoo Trading, who handled nuclear contracts with Russia and North Korea".
If true, the full weight of international pressure will be brought against Myanmar, said officials familiar with developments. But equally, the information that has been peddled by the defectors is also "preliminary" and could be used by the west to turn the screws on Myanmar- on democracy and human rights issues- in the run-up to the elections in the country in 2010.
In 2002, Myanmar had notified IAEA of its intention to pursue a civilian nuclear programme. Later, Russia announced that it would build a nuclear reactor in Myanmar. There have also been reports that two Pakistani scientists, from the AQ Khan stable, had been dispatched to Myanmar where they had settled down, to help Myanmar's project.
Recently, the David Albright-led ISIS rang alarm bells about Myanmar attempting a nuclear project with North Korean help.
During an ASEAN meeting in Thailand last week, US secretary of state Hillary Clinton highlighted concerns of the North Korean link. "We know there are also growing concerns about military cooperation between North Korea and Burma which we take very seriously," Clinton said.
None of the information supplied is indepth, said sources, but it can be used to raise the temperature and awareness of Myanmar's alleged intentions.
The Australian media report said, "China and other Asian nations recently helped persuade Rangoon to turn back a North Korean freighter, the Nam Kam 1, that was being shadowed by US warships on its way to Burma with an unknown cargo. A month ago, Japanese police arrested a North Korean and two Japanese for allegedly trying to export illegally to Burma a magnetic measuring device that could be used to develop missiles."
According to the report, "A South Korean intelligence expert, quoted anonymously, claimed satellite imagery showed the ship was part of clandestine nuclear transfer and also carried long-range missiles. Shadowed by the US Navy, the vessel eventually turned around and returned home."
The Russian assistance to Myanmar's nuclear programme would be under IAEA safeguards, but not, if Myanmar is pursuing it with North Korea.
Myanmar has proven reserves of uranium, and the technology acquired from North Korea might be used to extract plutonium.
According to reports, the Russian reactor hasn't taken off because Myanmar just has no money. But reportedly over the past 6 years, many Myanmar scientists, technicians and military personnel have received nuclear training in Russia.

アウンサンスーチー氏の刑事裁判で、当初本日に予定されて
いたが判決の言い渡しが、8月11日に延期された。
・スーチー氏は弁護人に「判決は、ビルマに法の支配が存在
するかどうかの試金石となる」と語った(28日イラワディ)。また
長期の収容に備えてか、本や薬の差し入れを要請し、認められた。
弁護人によれば健康状態は良い。要請のあった本はジョン・ル・
カレの小説やウィンストン・チャーチルの伝記などで、英語・
ビルマ語・仏語のもの(30日AP)。
・軍政は30日、判決後の抗議行動などに警戒するよう市民に
注意した。同日夜から国民民主連盟(NLD)の党員らが多数
逮捕されたとの情報があり、米国ビルマ・キャンペーンは少なく
とも8人の党員が逮捕されたことを確認した(30日AFPほか)。
【背景】軍政は5月、突然訪れた米国人男性を家に入れたこと
が来客を禁じる自宅軟禁の規則に違反したとして、スーチー氏
を起訴した。起訴の背景には、来年予定の総選挙を前に国民
の支持を集める氏の拘束期間を延長したいという軍政の政治
的動機があり、有罪判決(最長禁固5年)が出るとの見方が大勢。
【スーチー氏の自宅が売られた?】
・アウンサンスーチー氏のいとこで退役軍人の男性が24日、
氏の自宅の建つ土地の一部を売却したとの広告を国営の
ミラー紙に掲載した。広告内容に異議のある場合は7日以内に
法的措置を取れとの指示があった。これを受けてスーチー氏の
弁護人は「氏の所有土地を勝手に売却することはできない」
として売却に抗議する手紙を男性側に送った。売却先が誰
だったかは不明(30日ミジマほか)。
・スーチー氏の自宅をめぐっては、氏の兄で米国籍を持つ
アウンサンウー氏が、所有権の半分を求めて2001年に
ビルマで民事訴訟を起こした。外国人がビルマで不動産を
所有できないため、裁判所が手続きを中断しているが、この
訴訟にも軍政が関与していたとする筋もある

・オバマ大統領は28日、ビルマに対する制裁法(輸入禁止措置)
を一年間延長する法案に署名し、発効させた。法案は7月に両院
を通過していた。

・タイのアピシット首相は31日にビルマを訪問する予定だったが、
ビルマ側から「スーチー氏裁判の判決が出る予定のため、テイン

WASHINGTON—UN Secretary-General Ban Ki-moon on Wednesday said the world wants Aung San Suu Kyi free and that by sentencing her to another five-year prison term, the Burmese junta would miss another opportunity to engage the international community.

“They will have missed a very important opportunity, first of all, to engage with the international community, and they will be betraying the expectations and wishes of all the international community who really want to see Myanmar fully integrated as a member of the international community,” Ban said at a news conference held at the UN headquarters in New York.
The international community, Ban said, wants to see Suu Kyi freed to enjoy freedom and liberty like anybody else in the world.
Responding to questions, Ban said he has been closely following the developments in Burma since his recent return from the country.
“I hope they will keep their pledges which were conveyed to the [UN] Security Council a few days ago, officially—that at the request of the secretary-general of the United Nations—they would be taking necessary procedures to grant amnesty to political prisoners,” Ban said.
“Detailed information has not been given, and I am concerned that they are continuing this judicial process on Aung San Suu Kyi,” he said.
“When I was there, I made it quite clear repeatedly that all the charges should be dropped and she should be freed. We will continue to press on this issue,” Ban said.
Meanwhile, a US State Department official said he hoped that US mission officials in Rangoon would be able to attend the final court hearing related to Suu Kyi. “You know there’s an American citizen who is also on trial. We expect the final verdict Friday,” State Department spokesman Ian Kelly said.

Is China Playing Safe with its Burma Pipeline Plan?

BANGKOK—China appears to be making alternative plans in case its Middle East oil transshipment port and pipeline project in Burma fails because of regime change.
The Chinese state-owned oil and gas conglomerate China National Petroleum Corporation (CNPC) is spending at least US $1.5 billion to use Burma as a conduit for oil shipments from the Middle East and Africa. But as a backup in case this scheme has to be abandoned it is now also investing in a multibillion dollar oil project in northern Malaysia.
The CNPC is to play a central role in a regional oil processing and transshipment hub link between the Middle East and China on the northwest coast of Malaysia facing the Indian Ocean just like the port development at Kyaukpyu on Ramree Island on the central Burma coast.
Crude oil from Saudi Arabia and probably also Iran will be shipped to a $10 billion refinery on reclaimed land at Yan in Malaysia’s Kedah state close to the border with southern Thailand.
The refinery will have a capacity of 350,000 barrels a day and CNPC will take at least 200,000 bpd.
The chief Malaysian developer, Merapoh Resources Corporation, says the Chinese are likely to become major shareholders. Industry reports suggest that one of the chief financiers of the Yan project, Hong Kong-based equity procurers Beijing Star, is in fact acting as a proxy for CNPC.
This new plan involving Chinese investment revives a Malaysian idea that rose briefly two years ago and then sank without trace, Bangkok-based oil industry consultant-analyst Sar Watana told The Irrawaddy.
In 2007, Malaysia was looking for financial backing for a west coast transshipment port and cross-country pipeline. The main beneficiary would have been China, but the Chinese seemed to lose interest as the Burma pipeline possibility grew.
The re-emergence of this project with China closely involved implies that the Chinese are not going to rely solely on the Burma transshipment scheme.
Both projects short-cut the long sea journey tankers heading for China’s south and east coasts from north Africa and the Middle East currently have to make via the Malacca Strait and Singapore at the bottom of the Malaysian peninsula. More than 60 percent of China’s oil imports pass through the strait.
China has not disclosed how much crude oil it plans to transship through Burma, but the deep-draught port on Ramree Island will be able to handle the biggest bulk tankers. Oil will be pumped 1,200 kilometers in unprocessed form to a refinery in Kunming, capital of neighboring Yunnan province.
There has been speculation that further pipelines inside China will move some of the oil deeper into China to other provinces.
Work on the Burma oil pipeline is supposed to begin before the end of this year, according to Chinese media reports, and be operational by 2012.
The Malaysian refinery at Yan is scheduled to be completed in 2014.
Another Chinese state company, China National Overseas Oil Corporation, had reportedly been involved in Malaysia’s 2007 oil transshipment plans.
According to Malaysia’s Merapoh Resources Corporation, 40 percent of the Yan project will be owned by Beijing Star of Hong Kong.
Beijing Star chairman Li Feng Yi was quoted by The Star newspaper in Malaysia as saying his firm will sell its share in the finished Yan refinery to CNPC.
From a commercial point of view it doesn’t seem to make sense for China to be involved in two major oil transshipment schemes in fairly close proximity of Southeast Asia, says Collin Reynolds, another industry analyst in Bangkok.
But these Chinese state oil-gas giants have very, very deep pockets, and their primary purpose is supply, not cost, Reynolds told The Irrawaddy.
It begins to look as though China is hedging its bets. Burma is very much a client state right now, with Beijing able to manipulate the military junta for its own ends.

Suu Kyi Unsatisfied with Trial Delay: Lawyer

Burmese opposition leader Aung San Suu Kyi is unhappy with the repeated delays in the current trial against her, according one of her lawyers.
Nyan Win, a member of Suu Kyi’s legal team, told The Irrawaddy on Friday that she complained about the court’s decision to adjourn her trial until Monday because it gave the prosecution extra time to prepare its final arguments. Suu Kyi’s defense team made its closing arguments on Friday.
“I’m not satisfied with the delay,” Suu Kyi told her lawyer.
Kyi Win, Suu Kyi’s chief defense counsel, told the court on Friday that his client maintains that she is not guilty of the charges against her. He argued that under the 1974 law that she is accused of violating, it is not a crime to speak to a stranger or offer him food.
He also said that his client did not break the terms of her house arrest because she did not contact any outsiders by phone or letter.
Suu Kyi, 64, has been on trial at Rangoon’s notorious Insein Prison court since May 18. She is accused of illegally allowing an intruder, US national John William Yettaw, to stay at her home for two days.
The trial has provoked international outrage and is widely regarded as a ploy to allow the Burmese junta to keep Suu Kyi in detention ahead of elections slated for next year.
Critics say the trial has been highly biased. They note that the court approved 23 witnesses for the prosecution, of whom 14 appeared on the stand, while only two of the four witnesses requested by the defense were permitted to appear in court.
Burma does not have an independent judiciary.
Suu Kyi has spent nearly 14 of the past 20 years under house arrest. Her latest detention began in May 2003, when she and her supporters came under attack by junta-backed thugs while traveling in central Burma.

US Lawmakers Renew Import Ban on Burma for one More Year
A ban on imports from Burma has been renewed for one year by the US House of Representatives.
The ban affects a range of products but especially Burmese gemstones via third countries, said the Voice of America radio station.
The house action seeks to renew the import bans contained in the Burmese Freedom and Democracy Act, which was due to expire on July 26.
It comes as US Secretary of State Hillary Clinton suggested that the United States would consider resuming investment and other economic links if the Burmese regime freed Aung San Suu Kyi.
The sponsor of the renewed import ban, New York Democrat Joseph Crowley, said it was justified because the “junta has also rejected recent diplomatic outreach” on the Suu Kyi issue.
Republican Kevin Brady of Texas was quoted by VOA as saying that although he regarded sanctions with “great skepticism,” they are “crafted to maximize their ability to effect change.”
The renewal was backed by the American Apparel & Footwear Association.
Under the act, however, President Barack Obama has the power to lift the trade sanctions if he considers that steps have been taken by the Burmese junta to improve human rights.

Russia’s state-controlled Novosti news agency has declared that Moscow’s cooperation with Burma on commercial nuclear development does not contravene international treaties on preventing the spread of nuclear weapons.
The agency this week quoted a Russian foreign ministry spokesman, Andrei Nesterenko, on the issue at the same time the US expressed concerns about a possible liaison between the Burmese and North Korean regimes.
Rosatom, Russia’s state-owned nuclear energy corporation, signed an agreement in 2007 to help construct a nuclear research center in Burma, and Moscow will stand by this agreement, Nesterenko said.
The deal, which is supposed to cost tens of millions of dollars, envisages developing a reactor with an energy capacity of 10 megawatts.
However, Novosti also noted that there had been virtually no practical development of the agreement since it was signed.
Burma Says it Wants More Trade with India and Bangladesh
Burma, Bangladesh and India have met to discuss trade expansion between the three countries.
Kyaw Nyunt Lwin, the first secretary of the Burmese mission in New Delhi, represented Burma at the talks this week in the northeastern Indian state of Mizoram, according to the Indian newspaper The Telegraph.
The Burmese envoy called for increased trade with India to include more Burmese imports of machinery, cement, fertilizer and consumer goods. In return, he said, Burma wanted to export more teak, fish and pulses to India.
Little was reported on the details of any improvement in Burma-Bangladesh trade.
India is one of Burma’s biggest customers for pulse crops.
New Delhi state funding is financing a US $120 million transport and port improvement inside Burma, connecting Mizoram with the Burmese port of Sittwe via the River Kaladan.
India is Burma’s fourth biggest trading partner, but still lags far behind Thailand and China. However, it is catching up with Singapore in third place.
Nepal Seeks to Improve Ties with Burma
Nepal is planning to reestablish direct air links with Burma after a 20-year break.
The plan comes as a result of the two countries’ membership in BIMSTEC—the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation.
Nepal and Burma are among seven member countries of the organization, which also includes India and Thailand.
Landlocked Nepal severed previous air links with Burma in 1988 and there have been virtually no economic ties between the two countries since.

【中曽根外務大臣がニャンウィン外相と会談】
・中曽根外務大臣は22日、訪問先のタイで軍政のニャンウィン外相と
会談し、スーチー氏の裁判についてビルマが「適切に対応することを
期待する」と述べた。また中曽根外務大臣は、軍政が来年の総選挙前に
恩赦を行う準備をしていると軍政の国連大使が明らかにしたことについて
「近く政治犯釈放の動きがあると聞いている」と述べたが、ニャンウィン
外相は「一部の囚人の釈放について真剣に検討している」と述べるに
とどまった(外務省発表会談概要)。
【国営紙は「ミャンマーに政治囚は存在しない」】
・政治囚の解放について、国営紙のニュー・ライト・オブ・ミャンマーは
23日の社説で、「スーチー氏を含む政治囚を釈放せよという国民民主連盟
(NLD)の要求はまったく不合理だ。政府はこれまで何度も、ミャンマーには
政治囚は存在しないと述べてきた。(中略)スーチー氏も(その他の囚人と
同様に)政治囚ではなく、現存の法律に違反したために裁判にかけられて
いるのである」と述べた。
【ASEAN外相会談~米国のビルマ政策見直し】
・ASEANは20日、タイでの外相会議で、ビルマ軍政にアウンサンスーチー氏
を含むすべての政治囚の即時釈放を求める共同声明を採択した。
・クリントン米国務長官は21日、タイのコプサック副首相と記者会見を開いた。
ビルマが北朝鮮と軍事面での協力を強めていることは「地域を不安定化させ、
ビルマの近隣国に直接の脅威となりうる」とし、深刻に受け止めていると
述べた(記者会見記録)。
・この記者会見でクリントン長官は、オバマ大統領が就任してから米国が
始めたビルマ政策の見直しについて「アウンサンスーチー氏の裁判の結果が
出るのを待っている状態だ」とし、まだ完了していないことを明らかにした。
またビルマが少数民族などに対する人権侵害をやめ、スーチー氏や政治囚を
解放するなどの措置を取れば米国はビルマと「より生産的な関係を持つ
用意がある」と述べた(同上)。
・米国代表団は22日夜に軍政代表団と会談し、北朝鮮に対する制裁決議を
守るよう直接求めた。クリントン長官は出席しなかった(23日AFPほか)。
【貨物船カンナム号、軍政は行き先知っていた?】
・軍政のニャンウィン外相は中曽根外相との会談の中で、北朝鮮について
「国連安保理決議に従った対応をしていく」とし、ミサイル部品などを積んで
ビルマに向かっていた可能性のある北朝鮮の貨物船カンナム号について
は「どこにいくのか承知していなかった」と述べた。しかし米議会では
ジョン・ケリー上院外交委員会委員長が22日、北朝鮮に対する国連
安保理の制裁決議が有効だという趣旨の発言の中でカンナム号に
ついて「ビルマ政府自身も、安保理決議に従うため、入港の際には
貨物検査が行われるという警告を出した」と述べ、カンナム号の
行き先を軍政が知っていたことを示唆した(22日付VOA)。

PHUKET: The Association of Southeast Asian Nations (ASEAN) should consider expelling Myanmar if it does not release imprisoned Aung San Suu Kyi, US Secretary of State Hillary Clinton said yesterday.
Asked on Thai television whether ASEAN should kick out the military-ruled member state if it does not free the pro-democracy leader, Clinton replied: 的t would be an appropriate policy change to consider.・

Responding to Clinton, Malaysian Prime Minister Najib Razak said his country, an ASEAN member, opposed expelling Myanmar from the bloc.

Nakasone urged Myanmar to release all political prisoners, resume dialogue with the opposition and prepare a 菟ositive environment・for elections promised by the ruling generals in 2010, the spokesman said.

US piles pressure on Burma regime

Asean leaders are meeting for their regional conference in Thailand
US officials have had a rare meeting with representatives of Burma's regime.
Unnamed officials told reporters that efforts to improve ties depended partly on the outcome of democracy leader Aung San Suu Kyi's trial.
The US also pressed Burma to enforce a United Nations resolution imposing an arms embargo on North Korea.
The US Secretary of State Hillary Clinton has been on the diplomatic offensive ahead of a regional meeting now under way in Thailand.
Earlier in her trip to Thailand, she issued warnings about how a nuclear North Korea was unacceptable to the United States, and expressed concerns about the possible transfer of nuclear technology from North Korea to Burma.
The wrong road
Mrs Clinton called for the release of Ms Suu Kyi from many years of detention.
"If she were released, that would open up opportunities... for my country to expand our relationship with Burma, including investments in Burma," Mrs Clinton said.
Hillary Clinton said North Korea faced continued international isolation
This point was reinforced in the face-to-face meeting between US and Burmese officials on Wednesday night, US officials said.
They said they had told Burma that "the outcome of the trial of Aung San Suu Kyi would affect our willingness and ability to take positive steps in our bilateral relationship".
Mrs Clinton was not present at the meeting with Burmese officials, and said she did not intend to appear at a possible meeting with North Korean officials either.
She told reporters that the US is convinced that Burma is taking the wrong road by associating with North Korea.
Mrs Clinton also told reporters that North Korea must completely and irreversibly end its nuclear weapons program or face further isolation and "the unrelenting pressure" of international sanctions.
She said there were more positive ways ahead if the North chooses, and she is expected to announce conditions in which the North will be welcomed back into international discussions later on Thursday.
Symbols matter
Meanwhile, Mrs Clinton signed a symbolically important treaty with members of Asean.
The Treaty of Amity and Co-operation binds the US more closely into the regional security architecture - something previous US administrations had fought shy of.
"I want to send a very clear message that the United States is back, that we are fully engaged and committed to our relationships in South East Asia," she said before the signing the treaty in the resort of Phuket.
Mrs Clinton's predecessor Condoleezza Rice skipped two Asean forums, leading analysts to remark on how China was gaining friends and influencing people in the perceived US absence.
Mrs Clinton also said the Obama administration would soon appoint a permanent ambassador to Asean headquarters in Jakarta.
Asean comprises Brunei, Cambodia, Indonesia, Laos, Malaysia, Burma, the Philippines, Singapore, Thailand and Vietnam.

Crackdown on Passport Brokers Linked to Leaked Photos?

At least 10 passport brokers in Rangoon have been arrested by the Burmese authorities during a recent crackdown, according to sources in Rangoon.
Sources close to several passport brokers and the passport issuing office in Rangoon said Burmese intelligence officers had detained dozens of people suspected of dealing in Burmese passports.
The authorities also reportedly questioned staff at the passport issuing office in Rangoon.
One inside source, as well as a Rangoon-based journalist, told The Irrawaddy on Wednesday that the authorities had cracked down on passport brokers because of the “massive corruption” involved in the trade.
Another Rangoon-based source said, “Many people are leaving country at the moment, and they don’t return. So, the authorities want to restrict it.”
Meanwhile, some reports said the crackdown was linked to the army officers who went into hiding over the “Shwe Mann scandal.” It is thought the wanted officers from Naypyidaw would try to leave the country with passports procured through brokers.
Recently, Burmese intelligence officials reportedly launched a crackdown against the army officers suspected of leaking information and photographs about Gen Shwe Mann’s secret trip to North Korea.
Ten high-ranking Burmese army officers were reportedly arrested for leaking confidential information, and will be court-martialed and could face the death penalty if convicted, said a Burmese intelligence official.
Sources said that four suspected Burmese officials had acquired passports through brokers and had already fled the country. Another two were reportedly arrested while in the process of acquiring passports.
The Irrawaddy could not independently confirm the report.
Some officials suspected of complicity had also gone into hiding, sources in Rangoon said.
The Bangkok-based English-language newspaper The Nation reported recently that several senior Burmese officials and some journalists were sacked some weeks ago after publication of photographs and video footage of secret tunnels in Burma surfaced in the international media. Photographs and video footage of a tunnel construction site in Burma were also published by Burmese media organizations.
During his seven-day visit to Pyongyang, Shwe Mann signed a memorandum of understanding at the defense ministry with North Korea’s Chief of General Staff, Gen Kim Kyok-sik, to formalize military cooperation between the two nations.

Clinton Declares the US 'Is Back' in Asia

BANGKOK — on her second trip to Asia as US secretary of state, Hillary Rodham Clinton is carrying a no-nonsense message about American intentions.
"The United States is back," she declared Tuesday upon arrival in the Thai capital.

By that she means the administration of President Barack Obama thinks it's time to show Asian nations that the United States is not distracted by its wars in Iraq and Afghanistan and intends to broaden and deepen its partnerships in this region.
Clinton trumpeted that line Wednesday in an appearance with a prominent TV personality before flying to a seaside resort at Phuket for two days of international meetings to discuss North Korea, Burma and a range of other regional issues.
Clinton said she would, as previously announced, sign Asean's seminal Treaty of Amity and Cooperation, a commitment to peacefully resolve regional disputes that has already been signed by more than a dozen countries outside the 10-nation bloc.
The US signing will be by the executive authority of Obama and does not require congressional ratification, said a senior administration official who spoke on condition of anonymity because he was not authorized to discuss the move publicly.
The administration of President George W Bush had declined to sign the document; Obama sees it as a symbolic underscoring of the US commitment to Asia.
On her arrival here Tuesday, Clinton reiterated Obama administration concerns that North Korea, already a threat to the US and its neighbors with its history of illicit sales of missiles and nuclear technology, is now developing ties to Burma's military dictatorship.
Clinton held out the possibility of offering North Korea a new set of incentives to return to negotiating a dismantling of its nuclear program if it shows a "willingness to take a different path." But she admitted there is little immediate chance of that.
A Clinton aide said the United States and its allies are looking for a commitment by North Korea that would irreversibly end its nuclear weapons program. The aide, who spoke on condition of anonymity to discuss internal US government deliberations, said there is no sign that North Korea intends to make such a move, keeping the US focus on enforcing expanded UN sanctions.
In her remarks about a possible Burma-North Korea connection, Clinton did not refer explicitly to a nuclear link but made clear that the ties are disconcerting.
"We know there are also growing concerns about military cooperation between North Korea and Burma which we take very seriously," she said at a news conference in the Thai capital.
"It would be destabilizing for the region, it would pose a direct threat to Burma's neighbors," she said, adding that as a treaty ally of Thailand, the United States takes the matter seriously.
Later, a senior administration official said that Washington is concerned about the possibility that North Korea could be cooperating with Burma on a nuclear weapons program, but he added that US intelligence information on this is incomplete. The official spoke on condition of anonymity because of the sensitive nature of the matter.
The United States, in a joint effort with South Korea, Japan, China and Russia, is attempting to use UN sanctions as leverage to compel North Korea to return to the negotiating table over its nuclear program. A major element of the international concern about North Korea is the prospect of nuclear proliferation, which could lead to a nuclear arms race in Asia and beyond.
Clinton spoke to reporters after meeting with Thai Prime Minister Abhisit Vejjajiva at the outset of a three-day visit to Thailand.
Clinton sharply criticized the military rulers of Burma for human rights abuses, "particularly violent actions that are attributed to the Burmese military concerning the mistreatment and abuse of young girls."
She said an Obama administration policy review on Burma is on hold pending the outcome of the trial of democracy leader Aung San Suu Kyi, who is accused of violating the terms of her house arrest. The Noble Peace Prize laureate faces up to five years in prison if convicted, as expected.

Speaking after meetings in Phuket on the eve of Asia's biggest annual security forum, she said such opportunities were "up to the Burmese leadership".

Referring to US man John Yettaw's uninvited visit to Aung San Suu Kyi, Clinton said: "I regret deeply this unfortunate incident, which she had nothing to do with, and which served as an excuse for them to put her on trial."
The pro-democracy leader has spent 13 of the last 19 years in detention since the junta refused to recognise her National League for Democracy's landslide victory in elections in 1990.
Critics of Myanmar's regime believe the trial is a ploy to keep her locked up for elections scheduled for next year.
Clinton reiterated concerns about possible cooperation over nuclear weaponry between Myanmar and fellow pariah state North Korea, one of the issues that is dominating the talks in Phuket.
On Tuesday Clinton also said she was "deeply concerned" by reports of human rights abuses in Myanmar, "particularly by actions that are attributed to the Burmese military concerning the mistreatment and abuse of young girls."

New Delhi (mizzima) - Authorities on Sunday turned away several people, who had come to pay their respects to Burma’s Martyrs, including the country’s independence architect General Aung San, as they marched to Rangoon’s Martyr’s Mausoleum to pay tribute to the country’s heroes.
Several members of the opposition party – National League for Democracy – and well wishers on Sunday marched to the Martyr’s Mausoleum but were turned away by the authorities as they were wearing T-shirts with pictures of detained opposition leader Aung San Suu Kyi.
Ohn Kyaing, spokesperson of the NLD, said several of the party members, who wore T-shirts emblazoned with the picture of Aung San Suu Kyi, were barred at the entrance of the Martyr’s Mausoleum by authorities.
On the occasion of Burma’s 62nd Martyr’s Day, the NLD held a commemorative service where they paid tributes and honoured the martyrs.
Following the service, scores of members of the NLD and well-wishers including former party member Naw Ohn Hla marched towards the Mausoleum to lay wreaths and to salute the martyrs, but several of them were turned away by authorities as they wore T-shirts with Aung San Suu Kyi’s picture, Ohn Kyaing said.
“But others, who wore other dresses, were allowed into the Mausoleum to pay their respects,” he said.
During the commemorative service held at the NLD office in Rangoon’s Shwegondine Street, where hundreds of party members as well as well wishers and foreign diplomats came, authorities beefed up security and closely monitored the function.
Ohn Kyaing said dozens of plainclothes officials as well as members of the pro-junta civilian organization – Union Solidarity and Development Association and Swan Arrshin – were visible, hanging around the party head office, where the ceremony was held.
The commemorative service included offering of swan to monks at dawn, saluting the martyr’s at noon followed by a programme to honour the deceased independence heroes.
Meanwhile, at the government’s official commemoration service held at the Mausoleum, Rangoon’s Mayor Brig-Gen Aung Thein Linn laid wreaths along with bereaved family members and representatives of the martyrs.
On July 19, 1947, months before Burma officially got Independence from British rule, General Aung San, father of detained opposition leader Aung San Suu Kyi, also known as architect of Burma’s independence, along with seven cabinet members and a personal guard were assassinated on the orders of his political rival Galong U Saw.
The day came to be known as Martyr’s Day in honour of the fallen heroes of Burma, who fought for independence from the British rulers, and has been observed as a national holiday and a day of mourning with the government airing special programmes to mark the day.
But since 1988, following a coup by the current batch of military rulers, commemorative programmes including airing of General Aung San’s speech on the state-run radio and orders to hoist national flags at half-mast has been stopped.
With public activities to observe the day petering off, residents in Rangoon said, there are no signs to remind them that today is Martyr’s Day.
“I did not recall that today is Martyr’s Day until you called me,” a Rangoon resident told Mizzima on Sunday.
But Ohn Kyaing said, the essence of Martyr’s Day continues to exist in the hearts of the people, saying, “As we salute the martyrs facing the Mausoleum outside our office, people passing by stood silently with us.”
General Aung San is popularly known as the architect of Burma’s independence for his efforts to negotiate with the British rulers and his attempts at winning the trust of ethnic nationalities in forming a federal union.
Aung San is particularly known for his efforts to convene the historic Pang Long conference in Shan state, where ethnic leaders, particularly Chin, Kachin and Shan, agreed with him, as the Burma representative, to form a federal Union.
His untimely death pushed Burma into a burning civil war as leaders of ethnic nationalities began losing faith in the Union because the new leadership failed to implement the visions of Aung San.

‘လက္ဗလာႏွင့္ ျပန္သြားရၿပီး’လုိ႔ မွတ္ခ်က္ေပးသူေတြ မ်ားပါတယ္။ သူ႔ခရီးစဥ္ကုိ အားမလိုအားမရ အေတာ္ပဲျဖစ္ၾကပါတယ္။ အားမလိုအားမရ ျဖစ္သူမ်ားကုိလည္း အဆုိးမဆုိသာဘူး။
